That in anticipation of further deliberations on December 9, 2024 related to the 2025 Staff Recommended Budget, staff be directed to provide further options for reductions to City services, or additional sources of revenues, whereby an All-Inclusive Rate increase of 7.0% could be achieved, inclusive of the increases being requested by the Peterborough Police Services Board, Peterborough County City Paramedics and Peterborough Public Health.

That Council approve the recommendation outlined in Report IPGPL24-032, dated December 2, 2024, of the Commissioner, Infrastructure, Planning and Growth Management and the City Solicitor as follows:


That, respecting an appeal to the Ontario Land Tribunal filed by EcoVue Consulting Services Inc. on behalf of Peterborough Action for Tiny Homes (PATH) regarding 385 Lansdowne Street East (File Number: Z2408), staff be authorized to proceed as outlined in Report IPGPL24-032.

That Council approve the recommendations outlined in Report LSRS24-018, dated December 2, 2024, of the Commissioner of Legislative Services as follows:


That, respecting 708 Hawley Street, staff be authorized to proceed as outlined in Closed Session Report LSRS24-018 dated December 2, 2024, of the Commissioner, Legislative Services.

That Council approve the recommendation outlined in Report CSSS24-028 dated December 2, 2024 of the Commissioner, Community Services as follows:

  • That Council approve the recommendation outlined in Report LSCLK24-019, dated December 2, 2024, of the City Clerk as follows:

    That the presentation from the YWCA on Intimate Partner Violence be received for information.

  • That General Committee approve the recommendations outlined in Report IPGPL24-031, dated December 2, 2024, of the Commissioner of Infrastructure, Planning and Growth Management as follows:

    a) That the report be received for information;

    b) The presentation from Dillon Consulting be received for information: and

    c) That Staff be requested to report further to General Committee as the Secondary Plan and Community Planning Permit By-law project advances through the next Phase of the project, including summaries of Round 2 engagement activities.

  • That Council approve the recommendations outlined in Report CSSS24-025, dated December 2, 2024 of the Commissioner of Community Services as follows:

    a) That the presentation be received for information;

    b) That the Shareholder Report SH2024-002 and the Peterborough Housing Corporation 2023 Annual Report, attached as Appendix A, be approved;

    c) That the Shareholder Report SH2024-001 and the Peterborough Housing Corporation Audited Financial Statements for 2023 attached as Appendix B, be approved;

    d) That Shareholder Report SH2024-003 – Appointment of Auditors attached as appendix C, be approved; and

    e) That the Shareholder Direction be amended to incorporate the board member changes recommended in Report COU24-002, as approved by Council on November 4, 2024.

    f) That the Mayor and Clerk be authorized to execute documents to effect the amendments to the Shareholder Declaration on terms satisfactory to the Commissioner of Community Services and in forms acceptable to the City Solicitor.

  • That Council approve the recommendation outlined in Report IPGACP24-028, dated December 2, 2024, of the Commissioner, Infrastructure, Planning and Growth Management as follows:

Amended Recommendation

  • That Council approve the recommendations outlined in Report COU24-003, dated December 2, 2024, of Mayor Jeff Leal, as follows:

    a) That the report from the Mayor’s Task Force for Housing Creation, attached as Appendix A, be received for information;

    b) That the seven recommendations provided in Section One be approved and in force effective December 9, 2024;

    c) That, with respect to the eight recommendations provided in Section Two, staff be directed to report back with options for implementation for Council’s consideration in one report in April 2025; and,

    d) That staff report back on the status of all approved recommendations from the Mayor’s Task Force for Housing Creation Report in the fourth quarter of 2025.

    At the meeting on December 2, 2024, Committee added e) as follows:

    e) That an Affordable Housing Task Force be created to guide Recommendation 12.

  • That Council approve the recommendation outlined in Report LSCLK24-017, dated December 2, 2024 of the Commissioner of Legislative Services as follows:

    That Council pass a by-law in the form attached as Appendix A to Report LSCLK24-017 to amend various committee Terms of Reference.

  • That Council approve the recommendation outlined in Report LSCLK24-018, dated December 2, 2024, of the City Clerk, on behalf of City of Peterborough Holdings Inc as follows:

    That Ruth Uy and Tareq Zabet be appointed to the COPHI Board for a three-year term commencing January 1, 2025, and expiring December 31, 2027.

  • That Council approve the recommendations outlined in Report FCSFS24-038, dated December 2, 2024 of the Commissioner of Finance and Corporate Support Services as follows:

    a) That the September 30, 2024 Quarterly Financial Update Report (Unaudited) attached as Appendix A to Report FCSFS24-038, dated December 2, 2024, be received;

    b) That the Miskin Law Community Complex capital budget (Q#15692) be increased by $587,000 to reflect the receipt of the EVCharge ON grant of $352,200 and a transfer from the Climate Change Reserve of $234,800 to support the installation of eleven electric vehicle charging stations; and

    c) That the Del Crary Park Switchgear Repair capital project be established and funded through a $100,000 transfer from the Art Gallery Roof Replacement project (Q#24-012).

     

  • That Council approve the recommendations outlined in Report IPGPL24-034, dated December 2, 2024, of the Commissioner of Infrastructure and Planning Services as follows: 

    a) That Report IPGPL24-034 be received for information; and 

    b) That the Pre-Application Consultation and Technical Review By-law 23-032 be repealed and replaced with a new Pre-Application Consultation By-law attached as Appendix A to Report IPGPL24-034 be approved; and

    c) That the Development Planning Fee structure within the proposed 2025 budget be amended to reflect the fee structure proposed in Appendix B of Report IPGPL24-034.

Amended Recommendation

  • That Council approve the recommendation as follows:

    a) That Report IPGPL24-033 be received for information and,

    b) That pursuant to section 29(6) of the Ontario Heritage Act, Council consider an objection to its Notice of Intention to Designate 1400 Monaghan Road and that the City of Peterborough withdraws the notice to designate.

Amended Recommendation

  • Whereas, Council at its meeting of November 18 and 19, 2024, referred the draft 2025 budget back to staff to provide further options for reductions to City services, or additional sources of revenues, whereby an All-Inclusive Rate increase of 7.0% could be achieved.

    Be it resolved, that a meeting be convened during the day on Monday January 20, 2025 to review draft 2025 budget options to reduce the all-inclusive rate increase and;

    That recommendations for the 2025 budget be considered by Council for final approval at its meeting of February 3, 2025 and;

    That, to facilitate the timely commencement of specific Asset Management and Capital Planning, Engineering & Capital Works, Facilities and Property Management, Information Technology Projects and Planning, Development and Urban Design projects in 2025, Council at its meeting of December 9, 2024, approve the following 2025 projects:
