Minutes of the Committee of the Whole Meeting held on February 16, 2016, in the Doris Room and Council Chambers, City Hall.

 

The special meeting of Committee of the Whole was called to order at 4:46 p.m. in the Doris Room, City Hall.

Disclosure of Pecuniary Interest

 

Councillor Pappas declared an interest with Report OCS16-001 - A new by-law to replace existing Smoking By-law’s and appoint by-law enforcement officers at the Peterborough Regional Health Centre, as he owns a business with a license to sell tobacco products.

Chief Administrative Officer

Report CAO16-003

Non-Union 2016-2019 Compensation

 

Moved by Councillor Baldwin

 

That Council approve the recommendations outlined in Report CAO16-003 dated February 16, 2016, of the Chief Administrative Officer as follows:

a)            That the salary grid for the Non-Union employees be increased by 1.5% for each of 2016 and 2017, 1.75% for 2018 and 1.95% for 2019.

b)           That the Non-Union health and dental benefit package be amended  as follows:

i)     That effective March 1, 2016, Vision Care coverage be increased by $100 from $425 to $525, and thereafter, effective January of 2017 and 2018, to be increased by an additional $25.

ii)    That effective March 1, 2016, each of Orthodontic and Major Restorative Services be increased by $500 from $2,500 for a life-time maximum per insured to $3,000.

iii)   That effective March 1, 2016, Hearing Aids be covered to a lifetime maximum of $1,000, for employees only (new benefit).

c)            That the Compassionate Leave benefit be extended to cover the death of a stepfather, stepmother and stepchildren.

d)           That the boot allowance be increased by $50 from $350 to $400 every 2 years.

 

e)            That the family sick leave that is currently 5 days for each occurrence for dependent children living in an employee’s home be amended to be up to a maximum of 10 days per year for any member of the immediate family.

That Council approve the recommendation outlined in Report CPFS16-003, dated February 16, 2016 of the Director of Corporate Services as follows:

 

That the contract for Proposal P-46-10 for Banking Services be extended for an additional five (5) year period from March 1, 2016 to February 28, 2021 to Canadian Imperial Bank of Commerce, 399 George Street North, Peterborough, Ontario, K9J 6Z6 under comparable terms and conditions as the current agreement.

Canada 150 Community Infrastructure Program Update and Library Upgrade Funding Pre-commitment

a)            That, in recognition that the City was unsuccessful in receiving the Canada 150 Community Infrastructure Program grant, the following  projects be amended in 2016 Capital Budget as follows:

Contract Extension of P-01-13 for the Supply of Equipment and Labour at Waste Management Facilities

That Council approve the recommendations outlined in Report USWM16-001 dated February 16, 2016 of the Director of Utility Services as follows:

That the contracts under P-01-13 for the Supply of Equipment and Labour at Waste Management Facilities be extended for one year, from June 1, 2016 to May 31, 2017 under the same terms and conditions for:

a)            Glenn Windrem Trucking, 1035477 Ontario Limited, 2411 Whittington Drive, Peterborough, Ontario, K9J 6X4, for large trucks required at Waste Management Facilities, at a cost of:

                  i.            Large rock truck at $120.00 per hour; and

                ii.            Tractor trailer trucks at $116.00 per hour

b)           Paul Pritchard Excavating, 1195 Yankee Line, Ennismore, Ontario, K0L 1T0, for small trucks and heavy equipment at Waste Management Facilities, at a cost of:

 

 

 

                  i.            Small trucks at $70.00 per hour;

                ii.            450D dozers at $60.00 per hour;

               iii.            590 K rubber tired backhoe at $60.00 per hour; and

               iv.            Excavator at $85.00 per hour.

Dr. Peter McLaughlin, Interim President and CEO, and Board Chair, Mary Ferguson-Pare of the Peterborough Regional Health Centre made a presentation.

A new by-law to replace existing Smoking By-law’s and appoint by-law enforcement officers at the Peterborough Regional Health Centre

 

Councillor Pappas, due to his previously declared interest, did not discuss or vote on the matter.

That Council approve the recommendations outlined in Report OCS16-001 dated February 16, 2016, of the City Solicitor and Director of Legal Services, as follows:

 

a)            That a new consolidated smoking by-law be passed by City Council.

 

b)           That Smoking By-Law’s 11-074 and 13-002 be repealed.

 

c)            That a new by-law be passed by City Council to appoint by-law enforcement officers at the Peterborough Regional Health Centre.

Report USDIR16-001

Award of RFP P-16-15 for Webber and Rye Urbanization and Harper Creek North Reach Class Environmental Assessment

That Council approve the recommendation outlined in Report USDIR16-001 dated February 16, 2016, of the Director of Utility Services, as follows:

That RFP document P-16-15 for the Webber Avenue and Rye Street Urbanization and Harper Creek North Reach Class Environmental Assessment be awarded to D.M. Wills Associates Limited, 150 Jameson Drive, Peterborough, Ontario, K9J 0B9 at a total cost of $270,631.00 plus HST of $35,182.03 for a total of $305,813.03.

Other Business

 

Rail Service between Peterborough and Toronto

 

Moved by Councillor Vassiliadis

 

a)            That the City of Peterborough support the efforts to refurbish the rail line between Peterborough and Toronto to support passenger rail and improved freight service, as this infrastructure project will assist with efforts to address climate change as well as benefit the regional economy through improved transportation links; and,

 

b)           That City staff forward this motion to Peterborough-Kawartha MP Maryam Monsef, Peterborough MPP Jeff Leal, Minister of Transport Canada, MP Marc Garneau and Ontario Minister of Transportation, MPP Steven Del Duca.

Canadian Flags on George Street

That staff provide a report on the cost to install Canadian flags on George Street, from Sherbrooke Street to McDonnel Street.
