The meeting of Committee of the Whole was called to order at 6:30 p.m. in the Council Chambers, City Hall.

Councillor Haacke declared an interest in agenda item 6, Report CSACH17-003, Designation of Heritage Properties, as the applicant is a client of his.

 

Councillor Pappas declared an interest in agenda item 6, Report CSACH17-003, Designation of Heritage Properties, as he owns property in proximity to the properties identified in the report.

Contract Extension of Proposal P-31-13 for Routine Maintenance and Construction of Traffic Control Signals/Devices and Street Lights

That Council, approve the recommendation outlined in Report USTR17-006 dated March 27, 2017, of the Director of Utility Services, as follows:

 

That a contract extension for Proposal P-31-13 for Routine Maintenance and Construction of Traffic Control Signals/Devices and Street Lights be awarded to Guild Electric Limited, 470 Midwest Road Toronto, Ontario M1P 4Y5 commencing April 4, 2017, on a month-to-month basis for a period of up to eighteen months at an estimated cost of $1,014,543 plus $131,890 HST for a total cost of $1,146,433.

That Council approve the recommendation outlined in Report USDIR17-001 dated March 27, 2017, of the Director of Utility Services, as follows:

 

That the Design, Tender and Contract Administration for the Rebuild of Digester #4 at the Wastewater Treatment Plant be awarded to MTE Consultants Inc., 520 Bingemans Centre Drive, Kitchener, ON N2B 3X9 at a cost of $250,025.00 plus HST of $32,503.25 for a total cost of $282,528.25.

Increase of Contract Award to Brook McIlroy Inc. for Trent Research and Innovation Park Master Plan and Phase 1 Detailed Engineering Design

That Council approve the recommendation outlined in Report PLPD17-017 dated March 27, 2017, of the Director, Planning and Development Services, as follows:

That RFP document P-32-16 for the Trent Research and Innovation Park Master Plan and Phase 1 Detailed Engineering Design awarded to Brook McIlroy Inc., 161 Spadina Avenue, 2nd Floor, Toronto, Ontario, M5V 2L6, be increased by $80,515 from $260,570 to $341,085, plus $44,341.05 for HST, for a total of $385,426.05 including tax.

Dan Marinigh, Chief Administrative Officer/Secretary-Treasurer, Otonabee Region Conservation Authority, made a presentation on their Strategic Plan.

Public Capital Requests

a)            That Report CPFS17-013 identifying the ten year average contribution to public capital requests be received for information.

 

b)           That staff prepare a policy on Public Capital Requests for Council consideration that includes topics such as the eligible organizations and projects, criteria for assessment, how the City might contribute, eligible costs and accountability.

Report OCSRE17-004

Purchase of 551 Harper Road from Canadian Pacific Railway (CPR)

 

Moved by Councillor Parnell

 

That Council approve the recommendations outlined in Report OCSRE17-004 dated March 27, 2017, of the City Solicitor and Director of Legal Services, as follows:

a)            That a by-law be passed to authorize the purchase of the Canadian Pacific Railway (CPR) industrial lands and rail spur at 551 Harper Road for utility and other municipal purposes for $400,000.00 plus HST of $7,040.00 and land transfer tax of $4,475.00 totaling $411,515.00; and

 

b)           Concurrent with the acquisition of the portion described in red on Appendix B, that the area in blue be leased back to Canadian Pacific Railway (CPR) for a nominal annual fee.

Veteran’s Affairs Office Move

That staff review the transportation implications of Veteran’s Affairs moving out of the downtown and report back to Council.

That staff prepare a report and presentation to Council on the cycling and trails portion of the Transportation Master Plan.

Property Tax Incentive Program – Place of Assembly

 

Moved by Mayor Bennett

 

That staff report back to Council with recommendations on the creation of a property tax incentive program that provides for temporary relief from increased property taxes that stem from the construction of a place of assembly for at least 1,500 people.
