    That the presentation and public delegations on the 2024 Budget Guideline, be received for information.

  • That Council approve the recommendations outlined in Report CLSRS23-009, dated June 5, 2023, of the Commissioner of Corporate and Legislative Services as follows:

    a)That the properties known municipally as Part 2 on 45R11870 and part of the lane located to the south of 34 Jackson Avenue be declared surplus to the City’s requirements.

    b)That the notice requirements of By-law 95-62 be waived.

    c)That, respecting the disposition of Part 2 and part of the lane shown on Plan 98located to the south of 34 Jackson Avenue, staff be authorized to proceed as outlined in Report CLSRS23-009 dated June 5, 2023 of the Commissioner of Corporate and Legislative Services.

  • That Council approve the recommendation outlined in Report CLSRS23-010, dated June 5, 2023, of the Commissioner of Corporate and Legislative Services as follows:

    That, respecting the properties known municipally as 212 Lansdowne Street West and 135 Aylmer Street South, staff be authorized to proceed as outlined in Closed Session Report CLSRS23-010 dated June 5, 2023, of the Commissioner of Corporate and Legislative Services.

  • Councillor Parnell declared a conflict on this item.
  • That Council approve the recommendations outlined in Report IPSPL23-017, dated June 5, 2023, of the Commissioner of Infrastructure and Planning Services as follows:

    a) That Schedule ‘A’ – Urban Structure to the Official Plan, as it relates to the property at 550 Braidwood Avenue, be amended to Neighbourhoods from Employment Districts in accordance with the draft amendment attached as Exhibit D to Report IPSPL23-017;

    b) That Schedule ‘B’ – Land Use Plan to the Official Plan, as it relates to the property at 550 Braidwood Avenue, be amended to Residential from General Employment in accordance with the draft amendment attached as Exhibit D to Report IPSPL23-017;

    c) That Section 3.9, Exceptions of Zoning By-law 1997-123 be amended to add Exception .358 and which identifies site-specific regulations to the portion of the property to change to a Residential zoning district in accordance with the draft amendment attached as Exhibit E to Report IPSPL23-017;

  • That Council approve the recommendation outlined in Report IPAPL23-018, dated June 5, 2023 of the Commissioner of Infrastructure and Planning Services as follows:

    That section 3.9.311 of the Zoning By-law be modified in accordance with the draft amendment attached as Exhibit ‘C’ to Report IPSPL23-018.

  • That Council approve the recommendations outlined in Report IPSPL23-019, dated June 5, 2023, of the Commissioner of Infrastructure and Planning Services as follows:

    a) That the subject property be rezoned from R.1, R.2, R.3 – Residential District to SP.241-H – Commercial District, in accordance with the draft amendment attached as Exhibit ‘C’ to Report IPSPL23-019.

    b) That the ‘H’ – Holding Symbol be removed at such time as an agreement is entered into for the provision of cash-in-lieu of parking and that the associated payment has been made to the City.

  • That Council approve the recommendation outlined in Report IPSPL23-016 dated June 5, 2023 of the Commissioner of Infrastructure and Planning Services as follows:

    That Report IPSPL23-016 be received for information.

  • That Council approve the recommendations outlined in Report IPSENG23-010, dated June 5, 2023, of the Commissioner of Infrastructure and Planning Services, as follows:

    a) That a $1,000,000 budget amount for the 2024 Capital budget for Curtis Creek Watershed Improvements be pre-committed; and

    b) That the 2023 approved capital budget for Curtis Creek Watershed Improvements (Project Reference 5-6.01) be increased by $1,550,000 from $6,950,000 to $8,500,000, with the additional funding from the PUG Services Corp. water contribution in the amount of $1,550,000; and

    c) That ITT-19-23 Armour Road Reconstruction and Resurfacing, be awarded to GIP Paving Inc., 3075 Maple Grove Road, Bowmanville, Ontario, L1C 6N2, at a cost of $6,472,435.07, plus HST of $841,416.56, for a total cost of $7,313,851.63; and

    d) That a provisional work value of $200,000 be committed to the project and the Commissioner of Infrastructure and Planning Services be provided the authority to adjust the purchase order value to an upset limit of $6,672,435.07, excluding HST, as necessary to complete this project.

  • That Council approve the recommendations outlined in Report IPSENG23-014, dated June 5, 2023, of the Commissioner of Infrastructure and Planning Services as follows:

    a) That the following recommended Traffic Safety initiatives be approved;
    i. The implementation of city-wide speed limit reduction and Community Safety Zones in school areas, as illustrated in Appendix A.
    ii. The implementation of school area road safety treatments in five pilot areas, one in each Ward.

    b) That By-law 16-116, being a By-law to Regulate Speed Limits on certain streets in the City of Peterborough, be repealed and replaced with the draft by-law attached as Appendix B to this report.

    c) That By-law 13-098, being a By-law to Designate a Part of the Highway in the City of Peterborough as a Community Safety Zone, be amended by adding Community Safety Zone locations as described in recommendations a) i) of Report IPSENG23-014 - Approval of a City-Wide Speed Limit Reduction in School Areas and the Implementation of Community Safety Zones, as set out in Appendix C attached to this report.

    d) That By-law 09-136, being a By-law for the Regulation of Parking, be amended to restrict parking near Vertical Centerline Treatments (see figure 2 in this report), as set out in Appendix D attached to this report.

  • That staff prepare a report, as part of the 2024 budget package, on the feasibility of complimentary transit for youth 13-18.

  • That Council approve the recommendation outlined in Report CLSFM23-022, dated June 12, 2023 of the Commissioner of Corporate and Legislative Services as follows:

    That staff be authorized to proceed as outlined in Closed Session Report CLSFM23-022 dated June 12, 2023 of the Commissioner of Corporate and Legislative Services.

  • That Council approve the recommendations outlined in Report CLSFS23-029 dated June 12, 2023, of the Commissioner of Corporate and Legislative Services, as follows:

    a) That the December 31, 2022 Financial Report (unaudited) attached as Appendix A to Report 29, dated June 12, 2023, be received;

    b) That Capital Levy approved in previous years’ capital budgets for various projects, that is no longer required in the amount of $3,337,632 and shown on Chart 2 in the Report CLSFS23-029, be transferred to the Capital Levy Reserve;

    c) That $127,957.28 be transferred to the Early Learning Child Development Reserve, representing prior year adjustments from the province;

    d) That the following year end surpluses be transferred to reserves:
    i. $334,695 of the Utilities surplus be transferred to the Climate Change Reserve; and
    ii. $138,523 of the Street Light Energy surplus be transferred to the LED Reserve.

  • That Council approve the recommendation outlined in Report IPSES23-015, dated June 12, 2023, of the Commissioner of Infrastructure and Planning Services as follows:

    That the Report IPSES23-015 updating on the emergency procurement of consulting and remediation services in response to the Jackson Creek contamination be received for information.

  • That Council approve the recommendations outlined in Report IPSACP23-019, dated June 12, 2023 of the Commissioner of Infrastructure and Planning Services, as follows:

    a) That the report be received for information; and

    b) That the presentation from the Asset Management & Capital Planning Director and Climate Change Specialist be received.

  • That Council approve the recommendations outlined in Report CLSFS23-032, dated June 12, 2023 of the Commissioner of Corporate and Legislative Services as follows:

    a) That the information from the Peterborough Police Services Board for the Community Safety – CCTV project attached as Appendix A, be received for information; and

    b) That Council approve the installation of cameras on City infrastructure at various locations in the City’s downtown core as shown on the map attached in Appendix A to Report CLSFS23-032 subject to a favourable determination of the Privacy Impact Assessment referred to in Appendix A to Report CLSFS23-032 as determined by the Commissioner, Corporate and Legislative Services.

    c) That the Mayor and Clerk be authorized to execute documents to give effect to recommendation b) on terms acceptable to the Commissioner of Corporate and Legislative Services and in forms acceptable to the City Solicitor.

  • That Council approve the recommendations outlined in Report CLSFS23-031, dated June 12, 2023 of the Commissioner of Corporate and Legislative Services as follows:

    a) That Council endorse an integrated and centralized customer service approach for City Hall entitled ‘Service Peterborough’; and

    b) That a Capital Project budget be established in the amount of $660,000 to implement the required changes, and that the amount be funded by a transfer from the Capital Levy Reserve.

  • a) That Council endorse an integrated and centralized customer service approach for City Hall entitled Service Peterborough, minus the bathroom component and,  

    b) That a capital project budget be established in the amount of $625,000 to implement the required changes, and that the amount be funded by a transfer from the Capital Levey Reserve.

  • That Council approve the recommendations outlined in Report IPSACP23-016, dated June 12, 2023 of the Commissioner of Infrastructure and Planning Services as follows:

    a) That the City give notice to the public of its intention to pass a by-law to authorize the undertaking of works as a local improvement pursuant to clause 36.6(2)(b) of O. Reg. 586/06 substantially in the form comprising Appendix A to Report IPSACP23-016; and

    b) That following the giving of notice to the public pursuant to recommendation a), the authorizing by-law substantially in the form comprising Appendix A to Report IPSACP23-016 be placed on a future Council meeting agenda for consideration of approval; and

    c) That Council receives for information, a draft By-Law to authorize the imposition of Special Charges attached as Appendix B to Report IPSACP23-016.

  • That Council approve the recommendations outlined in Report CSD23-010, dated June 12, 2023, of the Commissioner of Community Services as follows:

    a) That the QACC be included in community revitalization plans for the purpose of redevelopment to affordable housing and a seniors activity centre;

    b) That up to $60,000 be drawn from the Community Development Program Reserve to finance the feasibility study for the redevelopment plan and that staff concurrently seek grant funding to potentially cover this cost;

    c) That the Peterborough Architectural Conservation Advisory Committee (PACAC) provide input to Council on the heritage status of the QACC prior to the commencement of the feasibility study;

    d) That the feasibility study includes other City approvals, such as site plan approvals, along with funding and finance options for the redevelopment;

    e) That staff undertake any additional studies and public consultation as part of the planning process;

    f) That staff work with Activity Haven to develop a transition plan to relocate their programs and services once redevelopment of the QACC starts or they are no longer able to occupy the building. This plan would also include steps for moving back into the new facility;

    g) That the City continue to maintain and undertake traditional repairs at the QACC to allow Activity Haven to deliver their programs until the building is redeveloped; and

    h) That any rejuvenation of Queen Alexandra Park be connected with the redevelopment of the QACC.

  • That Council approve the recommendations outlined in Report CSD23-010, dated June 12, 2023, of the Commissioner of Community Services as follows:

  • That Council approve the recommendations outlined in Report CSSS23-018, dated June 12, 2023, of the Commissioner of Community Services as follows:

    a) That the Age-friendly Peterborough Report Card 2017-2022 be received for information;

    b) That the Age-friendly Peterborough Community Action Plan 2023-2027 be approved; 

    c) That the updated Age-friendly Peterborough Advisory Committee Terms of Reference be approved by repealing By-law 17-080 and By-law 18-072 and adopting the draft by-law attached as Appendix D in report CSSS23-018; and,

    That Recommendation d) be deferred to allow PRLC to entertain the motion at their September meeting

    d) Whereas 85.5 percent of First Nation, Metis and Inuit people live in urban or rural areas (off-reserve) in Ontario, and,

    Whereas the Urban Indigenous Action Plan was launched in 2018 to include Urban and Rural First Nations Metis and Inuit groups including Native Women’s Associations, and is not referenced as a guiding or policy document in the 2017-2022 Report Card, and, 

    Thus, the Peterborough and District Wapiti MNO and Lovesick Lake Native Women’s Association were thus not invited participants in the Report Card regarding their community of Elders,

    Therefore, be it resolved that staff ensure that the above groups are included in the implementation of the new Age Friendly Peterborough Community Action Plan 2023-2027.

  • Whereas, occurrences of graffiti are on the rise in our City, which reflects poorly on the branding of our City. 

    Furthermore, currently the City of Peterborough has no graffiti management policy in place to proactively manage graffiti-related issues.

    Be it resolved that staff be directed to do some extensive benchmarking and bring back a report to Council in the fall of 2023 about the development of a City-wide Graffiti Management Policy for effective and proactive management of graffiti-related issues.

  • a) That respecting the 2024 Budget Guideline Report CLSFS23-028, staff be directed as follows:

    i)that each Commissioner make a presentation to the Finance Committee by the end of August on their respective Departmental Budgets that would provide additional information assuming a 2024 Budget Guideline all-inclusive tax increase of 5.59%, and

    ii)that the presentations also include information and the resulting financial and/or service level impacts assuming a 3% and a 7% All-Inclusive Budget Guideline increase, respectively. 

    b) That the presentations include information from each Commissioner on their anticipated largest 2024 Capital projects.

    c) That Council request the Peterborough Police Services Board to consider deferring any 2024 staffing enhancements as identified in the Police Service's five-year staffing plan to allow the financial impact of the annualization of any new hires that occurred in 2023 to ease pressures on the 2024 budget.

  • That the shelter update provided by the Commissioner of Community Services be received for information.

  • That Council approve the recommendations outlined in Report CLSFS23-030, dated June 19, 2023 of the Commissioner of Corporate and Legislative Services as follows:

    a) That the March 31, 2023 Quarterly Financial Update Report (unaudited) attached as Appendix A to Report CLSFS23-030, dated June 19, 2023, be received;

    b) That effective September 30, 2023, the City of Peterborough reduce the short-term non-interest-bearing loan to Peterborough Housing Corporation for 555 Bonaccord Street (McRae Project), from $7,000,000 to $1,900,000, and increase the term to March 31, 2028. The Social Services General Reserve and the City Housing Reserve will each guarantee $950,000. The residual $5,100,000 commitment against the following reserves / capital project will be released:
    i. $4,050,000 Social Services General Reserve;
    ii. $50,000 City Housing Reserve; and
    iii. $1,000,000 Incentives of Affordable Housing Capital Project Ref# 6-07.01;

    c) That $1,039,231.87 be transferred from the Capital Levy Reserve to the Source Separated Organics (SSO) Program (2023 Capital Budget Ref # 5-21-01) to support the supply and distribution of SSO bins and materials; and 

    d) That $318.76 representing 100% of the Police Services 2022 year-end surplus be transferred to the Police Special Projects Reserve effective December 31, 2022.

  • That Council approve the recommendations outlined in Report IPSACP23-018, dated June 19, 2023 of the Acting Commissioner of Infrastructure and Planning Services as follows:

    a) That Council receive Report IPSACP23-018 for information;

    b) That staff prepare an updated conceptual design for the Charlotte Street - Aylmer Street to Park Street project based on updated national and provincial guidance on the design of transportation facilities and community consultation; and present this concept to Council by Q3 2024 for approval;

    c) That staff include a capital budget request for additional detailed design fees required in the 2024 Capital Budget, and capital construction funding starting in the2025 Capital Budget.

  • That staff coordinate and begin to implement by Spring and Summer 2023 a Pilot of a Peterborough Litter Action Plan in collaboration with engaged community organizations and businesses to protect our creeks, wetlands,
    greenspaces and public spaces from the harms of trash, litter and hazardous waste, which in turn will promote greater business and economic development; and,

    That staff create a dedicated public engagement portal on Connect Peterborough to support awareness and collect public input to inform the development of a completed Peterborough Litter Action Plan to be presented to Council in late 2023 or early 2024, to enable implementation by March 2024. 

  • That Council approve the recommendations outlined in Report CLSFS23-034, dated June 19, 2023 of the Commissioner of Corporate and Legislative Services as follows:

    a) That the Development Charge Reserve Funds – 2022 Annual Report for the City of Peterborough, as presented in Report CLSFS23-034, be received for information; and

    b) That the Peterborough Utilities Commission Report entitled Water Development Charges for the year ended December 31, 2022, appended to Report CLSFS23-034 as Appendix B, be received for information.

  • That Council approve the recommendations outlined in Report IPSPL23-021, dated June 19, 2023 of the Acting Commissioner of Infrastructure and Planning Services as follows:

    a) That staff be directed to submit a Housing Accelerator Fund application to the Canada Mortgage and Housing Corporation;

    b) That Council approve the initiatives proposed to be included in the Housing Accelerator Fund Action Plan as outlined in Report IPSPL23-021 in principle;

    c) That the Chief Administrative Officer, in consultation with the Treasurer, be authorized to approve the Action Plan, including the refinement of the proposed initiatives, in support of the City’s application for the Housing Accelerator Fund prior to finalizing the application to the Canada Mortgage and Housing Corporation;

    d) That the Treasurer be authorized to sign the integrity declaration and attestation letter in support of the City’s submission to Housing Accelerator Fund; and

    e) That the Mayor and Clerk be authorized to execute all documents to effect a transfer to the City of the Housing Accelerator Fund on terms acceptable to the Commissioner of Corporate and Legislative Services and in forms acceptable to the City Solicitor.

  • That Council approve the recommendations outlined in Report CSACH23-002, dated June 19, 2023 of the Commissioner, Community Services as follows:

    a) That an update on the status of the Major Sport and Event Centre Study Project be received for information;

    b) That the preferred location of a Major Sport and Event Centre shall be in the Central Area in accordance with the "Downtown First" public investment strategy described in Section 4.3.1 x. of the Official Plan;

    c) That a reassessment of the original September 2018 Feasibility Study be undertaken to include:
    i. Updating capital works completed and providing new estimates of future capital needs that will be required at the Peterborough Memorial Centre;
    ii. A review of the changing landscape of competitive venues with a smaller project scope given a community ice pad is no longer necessary:
    iii. Review and revisions of financial operating projections;
    iv. An update to the economic impact model of operations and spending multipliers to the regional economy;
    v. Revisiting the scope of the project and updating the current cost analysis;

    d) That Council approve the award of a single source consulting assignment for the next phase of the Major Sport and Event Centre to Sierra Planning and Management, 206 Laird Avenue, Suite 200, Toronto, Ontario within the preapproved budget of $353,000; and,

    e) That land assembly options be considered.

  • That staff provide a report on the feasibility to install a three way stop at the intersection of Denure Drive and Kawartha Heights Boulevard.

  • That Council approve the recommendation outlined in Report CAO23-002, dated June 26, 2023 of Jasbir Raina, Chief Administrative Officer, as follows:

    That, respecting Greater Peterborough Area Economic Development Corporation o/a Peterborough & the Kawarthas Economic Development, staff be authorized to proceed as outlined in Closed Session Report CAO23-002, dated June 26, 2023 of Jasbir Raina, Chief Administrative Officer.

The following is provided for consideration at the August 28, 2023 Council Meeting.


"That constraints imposed by City Council at its meeting of November 29, 2021, on options for potential road network improvements for consideration during the Special Study Area A Class EA be withdrawn; and'


That Staff amend the anticipated scope of the study design exercise to focus on engagement with provincials officials related to the Environmental Assessment requirements, address previous provincial direction, and include additional scope to evaluate a broader range of alternatives."

    And whereas Flying Colours Corp. is intending to be acquired by Fairgrave Omlie LLC (Fairgrave) of Cleveland Ohio (the Acquisition)

    And whereas, for the purposes of the Acquisition, Flying Colours Corp. seeks the City’s support to the extent that the City may be required to consent to the Acquisition pursuant to the terms of leases between the City and Flying Colours Corp. and in relation to matters related to such leases including, for example, Fairgrave securing one or more rights of first refusal in relation to Airport lands adjacent to those currently leased by Flying Colours Corp.;

    Now therefore, be it resolved that the Mayor, Clerk, Chief Administrative Officer and Commissioner, Infrastructure and Planning Services, or any one or more of them, be authorized to execute such documents and to do such things that, in the opinion of the Chief Administrative Officer and the said Commissioner in consultation with the City Solicitor, are considered necessary or advisable in the City’s interests to facilitate the Acquisition on terms acceptable to the Chief Administrative Officer and said Commissioner and in forms acceptable to the City Solicitor.
