Minutes of a Meeting of Planning Committee Held on February 6, 2012

 in the Council Chambers, City Hall

 

Planning Committee was called to order at 6:30 p.m. in the Council Chambers.

Confirmation of Minutes – November 21, 2011  

 

Moved by Councillor Clarke

 

That the minutes of the meeting of Planning Committee held on November 21, 2011 be approved.

Disclosure of Pecuniary Interest

 

There were no disclosures of interest.

 


 

The Chair removed item 3 from the Consent Agenda so a presentation could be made on the matter.

Moved by Councillor Pappas

 

That item 5 be approved as part of the Consent Agenda.

Councillor Pappas requested that agenda be amended by moving item 6 to the beginning of the agenda.  The Chair conducted a vote on the amendment and the request failed.

Report PLPD12-005

Part Lot Control Exemption

Tully Crescent & Cowling Heights

 

Moved by Councillor Pappas

 

That Council approve the recommendation outlined in report PLPD12-005 dated February 6, 2012, of the Manager of Planning and Development Services, as follows:

 

That a by-law be enacted to temporarily remove Part Lot Control from Lots 18 to 23, inclusive, Block 83 and Lot 38, Block 87, Plan 45M-229, as permitted under Section 50(7) of the Planning Act for the purpose of conveying parcels of land appropriately associated with the development of 7 linked dwelling units, each to be held under separate ownership.

Report PLPD12-002

Site Selection for a Downtown Public Square

 

Brian Buchardt, City Planner, Urban Design and Bruce Cudmore of EDA Collaborative Inc. made a presentation.

 

Moved by Mayor Bennett

 

That the recommendation be deferred and that staff be requested to consult as necessary and report further on other alternatives for a downtown public square.

Report PLPD12-003

Removal of ‘H’ – Holding Symbol from the Zoning of the Property at 475 George Street North

(former YMCA building)

 

Moved by Councillor Riel

 

That Council approve the recommendations outlined in Report PLPD12-003 dated February 6, 2012, submitted by the Manager, Planning Division, as follows:

 

a)            That the final design for the redevelopment of the subject property, including the demolition of the original gymnasium be approved and the approved design be reflected in the Site Plan Agreement.

 

b)           That the “H” – Holding Symbol be removed from the zoning of the property at 475 George Street North in accordance with Exhibit “C” attached to Report PLPD12-003.

Report PLPD12-004

A Review of Lodging Houses

 

Moved by Councillor Pappas

 

That Council approve the recommendations outlined in Report PLPD12-004 dated February 6, 2012, of the Director of Planning and Development Services and the City Solicitor and Director of Legal Services, as follows:

 

a)         That Chapter 691 in the Municipal Code (the City’s Noise By-law), be amended to prohibit property owners and the inhabitants of a property, from emitting, causing or permitting noise likely to disturb;

 

b)        That Staff be directed to actively undertake to enforce the City’s Zoning By-law with regards to non-licensed lodging houses; and

 

c)         That the City’s Business Licensing By-law 05-197, be amended to provide for additional licensing provisions for lodging houses, including the provision of commercial insurance for each lodging house and expand the general inspection powers of the Fire Chief, the Chief Medical Officer of Health and the Police Chief, to include the Chief Building Official and allow for annual inspections.
