  • That Council approve the recommendations outlined in report CLSFS22-031 dated December 5, 2022 of the Commissioner of Corporate and Legislative Services as follows:

    a)That tax reductions in the amount of $478,445.28 calculated in accordance with Sections 357, 358 and 359 of the Municipal Act, 2001 and attached to reportCLSFS22-031 as Appendix A be received.

    b)That land apportionments under Section 356 of the Municipal Act, 2001 be received.

  • That Council approve the recommendation outlined in Report CSSS22-030 dated December 5, 2022, of the Commissioner of Community Services as follows:

    That the report be received and the recommendations found on page five be reviewed during the Finance Committee meetings scheduled the week of January 16, 2023.

  • That Council approve the recommendation outlined in Report CLSFS22-034 dated December 5, 2022, of the Commissioner of Corporate and Legislative Services as follows:

    That the draft 2023 Budget documents presentation at the meeting held December 5, 2022, be received and the documents be reviewed in detail during the Finance Committee meetings scheduled the week of January 16, 2023.

  • That Council approve the recommendation outlined in Report CLSOCS22-006 dated December 5, 2022 of the City Solicitor as follows:

    That a by-law be passed to amend Parks and Facilities By-law 19-074 in the form of amending by-law attached as Appendix C to Report CLSOCS22-006 dated December 5, 2022 of the City Solicitor.

  • That Council approve the recommendations outlined in Report CAO22-011 dated December 5, 2022, of the Chief Administrative Officer, as follows:

    a) That Ross Garland and Arlynn Dupuis be appointed to the Board of City of Peterborough Holdings Inc. for the term commencing January 1, 2023 and ending December 31, 2025; and

    b) That the appointments of Nancy Brown Andison and Louise Lalonde to the Board of City of Peterborough Holdings Inc. be extended for a one-year term commencing January 1, 2023 and that such term may be reduced once COPHI’s long-term Board succession plan can be attained, as advised by the COPHI Board to City Council.

    c) That other requests to City Council listed on page 2 of Appendix B of Report CAO22-011 related to governance and further Board planning, be deferred until a report recommending amendments to the Shareholder’s Direction be presented to City Council.

  • That Council approve the recommendations outlined in Report CLSFS22-032 dated December 5, 2022, of the Commissioner of Corporate and Legislative Services, as follows:

    a) That the September 30, 2022 Quarterly Financial Update Report (Unaudited) attached as Appendix A to Report CLSFS22-032, dated December 5, 2022, be
    received;

    b) That a Debenture By-law be passed authorizing the issuance of Area Specific Development Charge supported debentures for the Central Area (Bethune Street) Flood Reduction Project.

    c) That Debenture By-law 21-116 be repealed, and a new Debenture By-law be passed authorizing the issuance of $6,723,800 in Development Charges – Fire
    Services supported debentures and $2,800,920 Tax-supported debentures for the Fire Station #2 Project.

    d) That as a matter of housekeeping, a new debenture by-law be passed authorizing the issuance of Development Charges – Roads and Related Debentures for the TMP Special Study Area A Class EA and By-law 20-083 being a by-law to debenture the former Parkway Corridor Extension (High Use Arterial Road) be
    amended per the amended budgets resulting from Recommendation (f) of IPSTR22-003 Transportation Master Plan Phase 4, dated March 14, 2022 and
    further detailed on Page 9 of Report CLSFS22-032; and

    e) That, as a matter of housekeeping, the Sustainability Reserve be closed and the outstanding balance of $129,285.51 and commitment of $150,000.00 be transferred to the Climate Change Action Reserve.

  • That General Committee approve the recommendation outlined in Report CLSRE22-001, dated December 5, 2022 of the Commissioner of Corporate and Legislative Services as follows:

    a) That the lands described as PT LT 10 North of Townsend Street & West of George Street PL 1 Peterborough as in A10044; Peterborough (PIN 28091-0219) (the “Subject Land”) be transferred from the City of Peterborough to General Electric Canada Property Inc. for nominal consideration; and

    b) That the Commissioner of Corporate and Legislative Services be authorized to execute documents to give effect to the transfer of the Subject Land on forms acceptable to the City Solicitor.

  • That Council approve the recommendation outlined in Report CLSCLK22-028 dated December 5, 2022, of the City Clerk, on behalf of the Peterborough Downtown Business Improvement Area Board, as follows:

    That Jason Wilkins, Joe Reese, Laura Montague, Madeleine Hurell, Mark Million, Michael Cherney, Neil Hannam, Nigel Lister, Paul Hurley, Sacha Lai-Svirk and Tiffany Arcari be recommended for approval to the Peterborough Downtown Business Improvement Area Board of Management, for a term from December 14, 2022 to November 14, 2026.

  • That Council approve the recommendation in Report CLSFS22-036 dated December 5, 2022 of the Commissioner of Corporate and Legislative Services as follows:

    That the Mayor and Clerk be authorized to execute an agreement to amend a funding agreement dated August 14, 2018 between The Corporation of the City of Peterborough and Ontario Lottery and Gaming Corporation, substantially in the form of agreement comprising Appendix B to report CLSFS22-036 and ultimately on terms acceptable to the Commissioner of Corporate and Legislative Services and in a form acceptable to the City Solicitor.

Amended Recommendation:

  • That Council approve the recommendation outlined in Report CLSCLK22-024, dated September 12, 2022, of the City Clerk as follows:

    That the By-law, attached as Appendix A to Report CLSCLK22-024, for Citizen Advisory Committees, be approved, with the following amendment: amended.

    That Schedule A3, the ACAC Committee be amended to include one additional Council appointee and one additional citizen member.

  • That the City Transit System return to the Hub and Spoke System effective the 1st of February 2023.

  • Whereas homelessness is chronic and increasing in the City of Peterborough up to the present time, resulting in increased vulnerability to the unhoused constituents of our municipality.

    Whereas the City of Peterborough has recently issued a statement indicating that our municipality is presently applying principles of “Housing First” to support the provision of shelter to unhoused constituents at this time.

    At the meeting of December 5, 2022, the motion was amended as follows:

    Therefore, be it resolved that City Staff study and provide a report in the first quarter of 2023 on the unconditional shelter, housing as a human right, ‘Housing First’ model as a potential long-term solution to eradicating homelessness in Peterborough, as implemented in global municipalities such as Helsinki, in a national municipality (Medicine Hat) and in an Ontario municipality (Thunder Bay).

  • Whereas a community led group, Peterborough Action for Tiny Homes (PATH) has submitted a request to Council dated November 21, 2022 for funding in the amount of $100,000, waiver of fees, support in principle of various necessary land use planning approvals, and the expedited processing of such land use approvals; and

    Whereas the City as the Service Manager for housing and homelessness coordination and programs has the responsibility for ensuring that such an activity is integrated appropriately with other support services and can assist in achieving outcomes towards the goals of the 10 Year Housing and Homelessness Plan; and

    Whereas the City has a responsibility to ensure that such a use is located conforming to all Official Plan, Zoning Bylaw, environmental and health standards; and

    Whereas the City has a responsibility to ensure there is appropriate public consultation in choosing an appropriate location for such a use;

    Therefore, be it resolved that Council request staff to do the following:

    1.  Work with PATH and its partner organizations to review the best option for the location of such a use that best balances the issues of conformity with the City’s planning documents, impacts upon neighbouring landowners, and success for clients.  This review should include evaluation of all City owned lands;

    2.  Work with PATH and its partner organizations to develop a plan to ensure the success of the site itself and for clients.  The plan would be expected to include but not be limited to items such as supports to be provided on the site, operational controls, number of and layout of shelters, services to be provided on the site, how the site will fit within the overall Coordinated Access System and By Name Priority List managed by the City, assurances that data is collected to evaluate the success of the project, appropriate funding to be provided by the City, and expected outcomes; and 

    3.  A report be provided to Council with the above items by February, 2023.

    4.  That support services be provided on a 24/7 basis, including mental health, addictions and employment services

    5. That the city communicates and consult with our Township partners regarding supports and potential locations

    6. That staff explore opportunities for provincial and federal funding.

  • Whereas an ON DEMAND system creates barriers to accessibility for the elderly, people living with disabilities, or people who do not have a phone.

    Whereas the operation of a 40ft bus intended for conventional regular passenger service routes, used on an ON DEMAND call-in basis is counteractive to maximizing the use of mass transit to reduce GHG emissions. 

    Whereas efficient and accessible publicly funded public transit systems are based on equitable city coverage and an expected frequency of service routes.

    Therefore, be it resolved that the Transit Liaison committee with the full complement of members, including the ATU1320 President, and based on the Terms of Reference, be convened, with a report of committee recommendations to be brought to the April cycle of Meeting for review. 

  • Whereas a number of partners in the community, including the Peterborough Police Service, Canadian Mental Health Association – Haliburton, Kawartha, Pine Ridge (CMHA), FourCAST, the Housing Resource Centre, the United Way, and One City Peterborough, have prepared a proposal for an Emergency Winter Response dated November 25, 2022; and

    Whereas the proposal has been submitted to the City of Peterborough for a financial contribution in the amount of $100,000 to finalize the funding needed for this program; and

    Whereas the City of Peterborough has declared a Homelessness Emergency; and

    Whereas there are approximately 326 unhoused individuals in the City and County of Peterborough, according to the Built for Zero monthly data from October 2022; and

    Whereas the 2021 Point in Time Count for Peterborough reported a 350% increase in outdoor homelessness, with 47 of 176 respondents (or 27%) indicating they were sleeping outdoors in December; and

    Whereas the current shelter system is neither sufficient for nor accessible to all unhoused individuals; and

    Whereas we are days away from winter, when temperatures will drop, and an increasing number of unhoused individuals in our community will face imminent risk of injury or death; and

    Whereas people who are homeless live half as long as those who are housed – a pattern that is exacerbated by unmitigated exposure to environmental harms (e.g., extreme cold or heat), as well as preventable deaths caused by solitary drug use; and

    Whereas the Government of Canada ratified the National Housing Strategy Act, thereby enshrining the right to adequate housing as a fundamental human right;

    Therefore, be it resolved that:

    The City of Peterborough provide a grant to the aforementioned community partners, through One City, in the amount of $100,000, for an Emergency Winter Response as outlined in the proposal dated November 25, 2022, for the period January 5, 2023 to April 30, 2023, and that the amount be funded from the Social Services Reserve; and that senior City of Peterborough staff develop a sustainable ongoing Winter Respite Plan to be presented to Council for approval by March 31, 2023.
