Minutes of a Meeting of Arenas, Parks and Recreation Advisory Committee held on Tuesday, February 28, 2017 in the Sutherland Room, City Hall.

 

The Arenas, Parks and Recreation Advisory Committee meeting was called to order by Kendra Sedgwick, Committee Coordinator at 5:30 p.m. in the Sutherland Room.

Election of Officers

 

The Committee Coordinator called for nominations for the position of Chair.

That Gary Rabjohn be appointed as Chair of the Arenas, Parks and Recreation Advisory Committee for 2017.

2017 Special Occasion Permits

That the Arenas Parks and Recreation Advisory Committee approve the recommendations outlined in Report APRAC17-006 dated February 28, 2017, of the Recreation Division Coordinator, as follows:

 

That the issuance of Public Event Special Occasion permits be endorsed for the following 2017 Sport Tournaments and Special Events occurring on City property, in accordance with the Liquor Licence Act, and the City of Peterborough Alcohol Management Policy:

 

            i )                Slopitch “May Two-Four Tournament” at Bowers Park;

 

           ii )                Slopitch Association – Slofest Slo-pitch Tournament  at Bowers Park;

 

         iii )                Rotary Ribfest at Millennium Park;

 

         iv )                Peterborough Folk Festival at Nicholls Oval Park;

 

          v )                Pride in the Park at Millennium Park;

 

         vi )                Kawartha Craft Beer Festival at Millennium Park;

 

        vii )                Purple Onion Festival at Millennium Park; and

 

      viii )                Various weddings/birthday celebrations at Nicholls Oval Park, Heritage Pavilion, Beavermead Pavilion, and Millennium Park.

Report APRAC17-007

2017/18 City Sponsored Events

 

Moved by Councillor Baldwin

 

That the Arenas Parks and Recreation Advisory Committee approve the recommendations outlined in Report APRAC17-007 dated February 28, 2017 of the Recreation Division Coordinator, as follows:

 

a)         That the following special events and activities occurring between April 1, 2017 and March 31, 2018 be approved as City sponsored, and be covered under the City’s insurance:

 

                  i )          Canada Day Parade Committee

                 ii )          Canada Day Multicultural Stage Show and Park Festivities within Del Crary Park, including required road closures

               iii )          Pulse on George Street, between McDonnell and Lansdowne Street

               iv )          Snofest Winter Carnival

                v )          Neighbourhood Associations working within the Community Assistance Program

             vi )            Annual Terry Fox Run at Nicholls Oval

            vii )            Peterborough Youth Commission

          viii )            Peterborough Youth Council

 

b)        That staff be authorized to enter into a City Sponsored Event/Activity Agreement with each identified event/project organizer to allow their inclusion under the City’s insurance policy.

That the presentation by the City’s Project Manager, Facilities and Planning Initiatives on the 2017 Facilities and Planning Initiatives work plan be received for information.

Report APRAC17-002

Water Access for Community Gardens

 

Moved by Diane Sargent

 

That the Arenas Parks and Recreation Advisory Committee approve the recommendations outlined in Report APRAC17-002 dated February 28, 2017, of the Recreation Division Coordinator and the Parks and Forestry Supervisor, as follows:

 

a)         That City-owned parks containing an existing municipal water source be considered the preferred locations to establish new community gardens;

 

b)        That a neighbourhood consultation process be conducted each time a request is made to establish a community garden at any of the preferred locations; and

 

c)         That requests to establish community gardens on City-owned land not containing an existing municipal water source be considered on a case by case basis, and if approved the land use agreement must clearly identify that it will be the perpetual responsibility of the land user to provide its own water source, at its own expense in a form acceptable to the City.

Ken Doherty, Director of Community Services, provided Committee with an update on the Memorial Centre issues that have been brought before Council in the past few weeks.

The Chair indicated that the next meeting is scheduled for March 21, 2017.
