  • That Council approve the recommendation outlined in Report IPGPL25-020, dated April 22, 2025, of the Commissioner of Infrastructure, Planning and Growth Management and the City Solicitor as follows: 

    That staff be directed to proceed as outlined in Closed Session Report IPGPL25-020 dated April 22, 2025, of the Commissioner of Infrastructure, Planning and Growth Management and the City Solicitor with respect to Ontario Land Tribunal Case OLT-25-00051, the Batten-White subdivision at 1225, 1261 and 1289 Parkhill Road West. 

  • That Council approve the recommendation outlined in Report FCSFS25-007, dated April 22, 2025 of the Commissioner of Finance and Corporate Support Services as follows:

    That the 2024 Investment Report, outlined in report FCSFS25-007, dated April 22, 2025, of the Commissioner of Finance and Corporate Support Services, be received for information.

  • That Council approve the recommendations outlined in Report FCSFS25-008, dated April 22, 2025 of the Commissioner, Finance & Corporate Support Services as follows:

    a) That the Council Compensation Review Report FCSFS25-008, be received for information;

    b) That as a matter of policy, Council Compensation for the 2026-2030 term of Council, compensation for the Mayor and each Member Councillor be set as follows:

    i. Commencing December 2026, compensation equal to the 75th percentile of the 2025 base compensation of the comparator group of municipalities as listed in Appendix A, indexed for the 2026 calendar year;

    ii. That the base rate for each subsequent year of the term of Council be indexed annually in the month of December for each of the years 2027- 2029 equal to the inflationary increase provided to CUPE Staff bargaining groups; and

    c) That a vehicle/transportation allowance and reimbursement be provided to all members of Council for the 2026-2030 term of Council as follows:

    i. For the Mayor as head of Council a base allowance of $6,000

    ii. A base allowance for each Councillor at 50% of the Mayor’s allowance - $3,000

    iii. That Council travel expense claims for conferences and training include reimbursement for kilometres using the City's current posted mileage rate.

  • That Council approve the recommendations outlined in Report FCSMM25-001, dated April 22, 2025 of the Commissioner, Finance and Corporate Support as follows:

    a) That the US Tariff Response – Procurement Policy, Report FCSMM25-001 be received for information;

    b) That the weighting of the value of the Social Value Questionnaire on procurements through RFPs and RFSQs be increased from a minimum of 5% to 10% to give greater weight to factors such as local presence and local knowledge;

    c) That staff be directed to pause all non-essential conferences and trips to the US until further notice;

    d) That when formulating the City's Economic Development Strategy for 2025 and future years, staff be directed to apply a goal of increasing the resiliency of Peterborough's economy from the impact of external influences;

    e) That Council support and endorse the advocacy and engagement efforts of the City’s elected officials and staff to ensure that municipal voices and the concerns of local businesses are effectively represented and understood by the provincial and federal governments regarding the potential tariffs on Canadian goods entering the US;

    f) That staff be directed to continue monitoring potential changes around provincial and federal oversight on municipal purchasing and procurement and bring forward any recommendations to further amend the City’s Procurement Policy; and

    g) That staff be directed to continue to engage with local industries and businesses to determine what municipal supports will be needed to alleviate or mitigate the adverse impacts of US tariffs on these local businesses and industries.

  • That Council approve the recommendations outlined in Report IPGL25-017, dated April 22, 2025, of the Commissioner of Infrastructure, Planning and Growth Management, as amended, as follows:

    a) That Council provide direction regarding Recommendation 2 should there be a desire to amend City policies and/or by-laws as they relate to development applications under the Planning Act;

    b) That Council direct staff to implement lapsing provisions in accordance with Provincial legislation and as described in Report IPGPL25-017 to address Recommendation 3 and to continue to monitor the impact and bring forward other tools as deemed appropriate;

    c) That Council direct staff to report back on the suggestion to require sidewalks on one side of local streets by the end of the first quarter of 2026 as described in Report IPGPL25-017;

    d) That d) be deferred to provide staff an opportunity to complete a tree inventory, as a result of the recent ice storm event.

    e) That Staff be directed to develop a tree compensation policy/by-law for lands subject to Planning Act applications;

    f) That Recommendation 9 regarding engineering design review and inspection fees be referred to the 2026 budget process as described in Report IPGPL25-017, and that Staff develop a procedure for Development Security Collection and Releases Procedures;

    g) That Council consider Recommendation 10 addressed and implemented accordingly;

    h) That staff be directed to provide options and any necessary implementing by-laws to establish Community Improvement Plan incentives for the City’s Strategic Growth Areas as part of the City’s Strategic Growth Areas secondary plan and Community Planning Permit system initiative in the second quarter of 2026;

    i) That staff be directed to provide options and any necessary implementing by-laws to establish Community Improvement Plan incentives for multi-unit housing as described in Report IPGPL25-017 in the third quarter of 2026; and

    j) That the City’s Director, Planning, Development and Urban Design, and Manager, Development Planning, each be delegated the authority to determine the additional required information and material for each application on a case-by-case basis for the purposes of the complete application requirements contemplated by section 7.21.2 of the City’s Official Plan.

Amended Recommendation: 

  • That staff be directed to proceed with Option 2: Immediate Official Plan Amendment, as described in Report IPGPL25-018, which would expedite an Official Plan Amendment to remove building height restrictions and angular plane requirements without a respective implementing by-law.

Whereas during the 2025 budget process, Council approved changes to the Peterborough Public Library with the understanding that impacts to staff and programming would be minimal;


And whereas recent updates suggest the restructuring may affect multiple specialized positions and reduce programming capacity;


Therefore be it resolved that Council direct staff to provide an update to Council on this issue.
