  • That Council approve the recommendation outlined in Report LSRS26-002, dated January 12, 2026, of the Commissioner, Legislative Services as follows:

    That, respecting a proposed land acquisition, staff be directed to proceed as outlined in Closed Session Report LSRS26-002 dated January 12, 2026, of the Commissioner, Legislative Services.

  • That Council approve the recommendation in Report LSRS26-003, dated January 12, 2026, of the Commissioner, Legislative Services as follows:

    That, respecting the Lands known municipally as part of 115 Hunter Street East and part of 124 Robinson Street, staff be directed to proceed as outlined in Closed Session Report LSRS26-003 dated January 12, 2026, of the Commissioner, Legislative Services.

  • That Council approve the recommendation outlined in Report LSOCS26-001, dated January 12, 2026 of the City Solicitor as follows:

    That staff be directed to proceed as outlined in Closed Session Report LSOCS26-001 dated January 12, 2026 of the City Solicitor respecting litigation instructions.

  • That Council approve the recommendation outlined in Report LSOCS26-002, dated January 12, 2026 of the City Solicitor as follows:

  • That Council approve the recommendation outlined in Report LSCLK26-002, dated January 12, 2026, of the City Clerk, on behalf of the Integrity Commissioner, as follows:

    That the Report 2024-03-CC, of the Peterborough Integrity Commissioner, dated December 15, 2025, be received for information.

  • That Council approve the recommendation outlined in Report LSCLK26-003, dated January 12, 2026, of the City Clerk, on behalf of the Integrity Commissioner, as follows:

    That the Report 2024-05-CC, of the Peterborough Integrity Commissioner, dated December 19, 2025, be received for information.

  • That Council approve the recommendation outlined in Report LSCLK26-004, dated January 12, 2026, of the City Clerk, on behalf of the Integrity Commissioner, as follows:

    That the Report 2025-01-CC, of the Peterborough Integrity Commissioner, dated December 19, 2025, be received for information.

  • That Council approve as follows:

    a) That the Report 2025-03-CC, of the Peterborough Integrity Commissioner, dated December 22, 2025, be received for information.

    b) City staff be directed to amend the 2023–2050 Strategic Plan to include anti-racism and race relations as a strategic priority under the Community and Wellbeing pillar, as recommended by the Integrity Commissioner;
    c) All Members of Council and all City staff receive anti-racism, diversity, equity, and inclusion training, with an implementation plan and timeline to be brought back to Council within 90 days;
    d) City staff be directed to review and amend the Council Code of Conduct to explicitly prohibit the use of racial slurs—including but not limited to the N-word—regardless of context or circumstance, in alignment with the Integrity Commissioner's 
    findings and recommendations, with proposed amendments to be presented to Council within 60 days.

  • That Council approve the recommendation outlined in Report FCSERM26-001, dated January 12, 2026, of the Commissioner of Finance and Corporate Support Services as follows:

    That the Mayor and Clerk be authorized to execute an agreement with Ontario Power Generation substantially in the form attached as Appendix A and on terms acceptable to the CAO and in a form acceptable to the City Solicitor.

  • a) That the proposed Terms of Reference to establish a Traffic Technical Working Group (“TTWG”), attached as Appendix A to Report IPGENG26-001, be approved; and

    b) That the draft By-law, attached as Appendix B to Report IPGENG26-001, be passed; and 

    c) That the Co-Chairs of the Operations Portfolios be included as part of the Working Group.

  • That Council approve the recommendation as follows:

    a) That the report be received for information

  • b) That Council has no interest in pursuing heritage designation of 201 George Street North and that this property be removed from the Heritage Registry. 

  • That Council approve the recommendations outlined in Report IPGPL26-002, dated January 12, 2026, of the Commissioner, Infrastructure, Planning and Growth Management as follows:

    a) That the recommendation of the Peterborough Architectural Conservation Advisory Committee (PACAC) that Council designate the property at 227-233 Hunter Street West as a heritage property under Part IV, Section 29 of the Ontario Heritage Act R.S.O. 1990, c.O.18 being of “cultural heritage value or interest” be received; and,

    b) That Council take the following actions should it concur with the recommendation of the PACAC to designate the property at 227-233 Hunter Street West as a heritage property under Part IV, Section 29 of the Ontario Heritage Act R.S.O. 1990, c.O.18 being of cultural heritage value or interest:

    i. Serve Notice of Intention to Designate 227-233 Hunter Street West and provide public notice of that intention in a newspaper having general circulation in the municipality as per the Ontario Heritage Act R.S.O. 1990, c.O.18, s.31 (3);

    ii. Serve the owner of the property to be designated and the Ontario Heritage Trust with a Notice of Intention to Designate as per the Ontario Heritage Act R.S.O. 1990, c.O.18, s.21 (3).

  • Whereas the property at 314 Carnegie Avenue is listed on the City’s Heritage Register as a property of cultural heritage value or interest based on the heritage qualities of the property’s farmhouse;

    And whereas the City has issued a Notice of Non-Compliance with the City’s Property Standards By-law, Chapter 611 which orders the farmhouse to be demolished;

    And whereas the property owner has provided Council a 60-day notice of intent to demolish the farmhouse pursuant to the Ontario Heritage Act on December 15, 2025;

    And whereas the Ontario Heritage Act requires Council to consult with its PACAC prior to designating a property under Part IV of the Act or prior to removing a property from the Heritage Register;

    Now therefore be it resolved that:

    Council acknowledges receipt of a notice of intention to demolish the farmhouse 314 Carnegie Avenue issued pursuant to subsection 27(9) of the Ontario Heritage Act, R.S.O. 1990, c.O.18; and,

    Council directs staff to expeditiously consult with the Peterborough Architectural Conservation Advisory Committee and report back to Council on or before February 13, 2026 on the appropriateness of removing 314 Carnegie Avenue from the City’s Heritage Register.

  • That staff review the Portfolio Chairs By-law and report back to Council with any recommended updates.
