Application for Site Plan Approval, 1570 Sherbrooke Street

 

That Council approve the recommendations outlined in Report PLPD16-022 dated March 21, 2016, of the Manager, Planning Division, as follows:

 

That the Site Plan Application for the property at 1570 Sherbrooke Street be approved, subject to the following conditions:

 

a)            The deposit of site work performance security in the amount of $80,000.00, and

 

b)           The deposit of a Parks Levy in the amount of $17,400.00.

a)            That Section 1 of the City’s Comprehensive Zoning By-law 97-123 be amended to include a definition for ‘Bank, Financial Institution or Loan Company’, in accordance with the draft amendment attached as Exhibit ‘C’ to Report PLPD16-025.

 

b)           That the zoning of the subject property be amended from the C.4 – Commercial District to the SP.268 - 244, 5h – Special Commercial District, in accordance with the draft amendment attached as Exhibit “D” to Report PLPD16-025.

That Council approve the recommendations outlined in Report PLPD16-024 dated March, 21, 2016, of the Manager, Planning Division as follows:

a)            That report PLPD16-024 be received for information.

b)           That Staff be directed to proceed with the formal public notice for the recommended amendments to the Zoning By-law to implement the regulatory measures presented in Report PLPD16-024.

Application for Site Plan Approval and Removal of “H” – Holding Symbol from the Zoning of the property at 139 Douro Street

 

That Council approve the recommendations outlined in Report PLPD16-021 dated March 21, 2016, of the Manager, Planning Division, as follows:

a)            That the Site Plan Application for the conversion of the building at 139 Douro Street to a four unit dwelling be approved.

b)           That the property at 139 Douro Street be rezoned from SP-357 ‘H’ – Special Residential District to SP-357 – Special Residential District in accordance with Exhibit ‘C’ attached to Report PLPD16-021.

 

 

6.           Central Area Design Guidelines

 

That a report on the updated urban design guidelines for the Central area be included as part of the downtown revitalization program report.

a)            That a by-law be passed to authorize the partial purchase of property known municipally as 1096 Brealey Drive, for $28,000.00, plus land transfer tax of $140.00;

 

b)           That a by-law be passed to authorize the partial purchase of property known municipally as 1032 Brealey Drive, for $45,000.00,plus $5,000.00 for pillar relocation, plus land transfer tax of $225.00;

 

c)            That a by-law be passed to authorize the partial purchase of property known municipally as 1043 Brealey Drive, for $28,000.00, plus land transfer tax of $140.00;

 

d)           That a by-law be passed to authorize the partial purchase of property known municipally as 1051 Brealey Drive, for $23,000.00, plus $8,500 for pillar relocation, plus land transfer tax of $115.00;

 

e)            That a by-law be passed to authorize the partial purchase of property known municipally as 1140 Brealey Drive, for $34,000.00, plus land transfer tax of $170.00; and

 

f)             That council approve the purchase of additional properties on Brealey Drive for the same road reconstruction project. These include 1086, 1106, 1116 and 1130 Brealey Drive.

          Report PLPD16-028

          Partial Purchase of Property at 1286 and 1300 Parkhill Rd West

 

That Council approve the recommendation outlined in Report PLPD16-028 dated March 29, 2016, of the Director of Planning and Development Services as follows:

 

That a by-law be passed to authorize the partial purchase of the property at 1286 Parkhill Rd West described as Part 4 on Reference Plan 45R-15962 for $12,000.00 plus land transfer tax of $60.00 and at 1300 Parkhill Rd West, described as Part 3 on Reference Plan 45R-15962, for $6,900.00 plus land transfer tax of $35.00.

 

 


4.      Director of Community Services

Report CSSS16-002

Budget Update related to Housing Stability and Rent Supplements

 

That Council approve the recommendations outlined in Report CSSS16-002 dated March 29, 2016, of the Director of Community Services, as follows:

 

a)            That $50,000 be drawn from the Social Services General Assistance Reserve and that the Municipal Rent Supplement Program be increased by this amount in 2016 with the understanding that at least $100,000 will be committed to this as an ongoing expense beginning in 2017; and

 

b)           That the Manager of the Housing Division be given the authority to sign any new or amend any existing service agreements required to implement Recommendation a).

Report CSD16-007

Extension to Receiving Donations and Issuing Income Tax Receipts – Peterborough Lawn Bowling Club Limited

 

That Council approve the recommendation outlined in Report CSD16-007 dated March 29, 2016, of the Director of Community Services, as follows:

 

That the time period for which the City accepts donations, issues income tax receipts to donors, and deposits all monies received in an interest-bearing account held by the City on behalf of the Peterborough Lawn Bowling Club be extended to June 30, 2021.

Report CSSS16-001

Basic Income Guarantee

 

That Council approve the recommendations outlined in Report CSSS16-001 dated March 29, 2016, of the Director of Community Services, as follows:

 

a)            That letters be sent by the Mayor, on behalf of Council, to the Prime Minister of Canada, the Premier of Ontario and all opposition leaders at both levels of government, outlining the City of Peterborough’s support for an intergovernmental discussion to consider and investigate a Basic Income Guarantee for all Canadians;

 

b)           That letters also be sent by the Mayor to the Association of Municipalities of Ontario and the Federation of Canadian Municipalities, requesting that they propose a national discussion about the Basic Income Guarantee in their respective engagements with the provincial and federal governments.

Award of RFP P-28-15 for Environmental Engineering Consultant Services for Detailed Design and Contract Administration for the Rebuild of Digester 3 at the Wastewater Treatment Plant

 

That Council approve the recommendation outlined in Report USEP16-002 dated March 29, 2016, of the Director of Utility Services, as follows:

That RFP P-28-15 for the Environmental Engineering Consultant Services for the detailed design and contract administration for the rebuild of Digester 3 at the Wastewater Treatment Plant, be awarded to MTE Consultants Inc., 520 Bingemans Centre Drive, Kitchener, ON N2B 3X9 at a cost of $541,865.00 plus $70,442.45 for a total cost of $612,307.45.

11.    Financial Update on De-Amalgamation of Police Services Board

 

That staff provide an updated report on the cost-savings and expenses associated with the de-amalgamation of the Peterborough-Lakefield Police Services Board on or before the July 25, 2016 Committee of the Whole meeting.

 

 


12.    Appointments to the Police Services Board

 

a)            That Peterborough City Council requests that the provincial government maintain the existing legislative framework that gives local municipalities the authority to appoint a majority of the members to the local Police Services Board;

 

b)           That Peterborough City Council requests that if the provincial government changes the Police Services Act to give itself the power to appoint the majority of members on local Police Services Boards then the provincial government should assume the majority of the costs for delivering local policing; and

 

c)            That a letter stating this position be sent to Minister of Community Safety and Correctional Services Yasir Naqvi and copied to Peterborough MPP Jeff Leal.
