the acquisition of 809 Fairbairn Street, for $222,000.00, plus legal costs of
$1,500.00, moving expenses of $1,500.00 and land transfer tax of $1,945.00 for

Contract Extension of
Tender T-36-13 for the Supply and Delivery of Unleaded Gasoline and Diesel Fuel
to the City of Peterborough and to members of the Kawartha Cooperative
Purchasing Group
That Council approve the
recommendations outlined in Report CPFS17-011, dated February 27, 2017 of the
Director of Corporate Services, as follows:
a)
That
the contract for T-36-13 to Suncor Energy Product Partnership, 2489 North
Sheridan Way, Mississauga, Ontario, for the Supply and Delivery of Unleaded
Gasoline and Diesel Fuel to the City of Peterborough and to members of the
Kawartha Cooperative Purchasing Group, be extended for an additional four
years, from April 1, 2017 to March 31, 2021, and based upon:
(i) The Toronto
daily rack price for the cost of supply, plus all applicable taxes;
(ii) The cost of
delivery for Regular Unleaded Gasoline, which includes delivery and discount
for Years 1 and 2 of $0.0170 and $0.0220 for Years 3 and 4, plus all applicable
taxes;
(iii) The cost of
delivery for Clear and Dyed Diesel, which includes delivery and discount for
Years 1 and 2 of $0.0120 and $0.0170 for Years 3 and 4, plus applicable taxes;
b) That each of the
members of the Kawartha Cooperative Purchasing Group be responsible for
executing their own contract with Suncor for the extension period.

Amendment to the
Agreement for the Temporary Library Location at Peterborough Square
That Council approve the
recommendation outlined in Report CSD17-004 dated February 27, 2017, of the
Director of Community Services, as follows:
That the current agreement with
Peterborough Square for the temporary library location lease and site
improvements be increased by $200,000 from $700,000 to $900,000.

Report USEC17-003
Pre-commitment of
Funds and Award of Tender T-05-17 for Hilliard Street and Marina Boulevard
Reconstruction (Bear’s Creek)
That Council approve the
recommendations outlined in Report USEC17-003 dated February 27, 2017, of the
Director of Utility Services, as follows:
a)
That
$850,000 be included in the 2018 Capital budget for Hilliard Street
Reconstruction and be pre-committed;
b)
That
Tender T-05-17 for Hilliard Street and Marina Boulevard reconstruction be
awarded to Behan Construction Limited, P.O. Box 596, Cobourg, ON, K9A 4L3 at a
total cost of $6,299,599.97 plus $818,948.00 HST for a total of $7,118,547.97;
and
c) That a provisional
work value of $300,000 be committed to the project and Utility Services be
provided the authority to adjust the purchase order value to an upset limit of
$6,599,599.97 excluding HST as necessary to complete this project.

Councillor
Compensation Committee Results
That Council approve the
recommendations outlined in Report CPCLK17-003 dated February 27, 2017, of the
Councillor Compensation Committee, as follows:
a) That the
presentation by the Chair of the Councillor Compensation Committee and Report
CPCLK17-003 be received for information;
b) That the current
level of Council compensation be maintained with annual increases the lesser of
either the CPI or staff increases; and,
c)
That
Council compensation automatically be reviewed the second year of each term
with any recommendations approved by Council to take effect the following term.

Adoption of the
Age-friendly Peterborough Community Action Plan
That Council approve the
recommendations outlined in Report CSSS17-001 dated February 27, 2017 of the
Director of Community Services, as follows:
a) That a
presentation on the Age-friendly Plan by Chris Kawalec, Community Development
Program Manager and Sarah Cullingham, Age-friendly Coordinator be received for
information;
b) That the
Age-friendly Peterborough Community Action Plan be adopted; and that the City’s
portion be implemented as budget permits.

That Council approve the
recommendation outlined in Report CPFS17-012, dated February 27, 2017, of the
Director of Corporate Services as follows:
That the 2017 Capital Budget request
of the Peterborough Police Services Board in the amount of $547,700 be
approved.

Approval to Proceed
with a Portion of the City Hall Renovation in 2017
At the meeting of March 6, 2017, the following motion was
passed:
a)
That
the renovation of the Clerk’s Office, City Hall Boardroom, Women’s Accessible

staff create a capital project for the Peterborough Memorial Centre LED
Lighting Replacement in the amount of $190,000; and
b) That the funds be
transferred from the Community Services – Sustainability Project in the amount
of $158,940 and the 2017 Access Fund in the amount of $31,060.

Budget Re-allocation,
Creation of Peterborough Memorial Centre Roof and HVAC Replacement Project in
2017 and Information on Other Necessary Work in Future Years
That Council approve the
recommendations outlined in Report CPPS17-008, dated February 27, 2017 of the
Director of Corporate Services and the Director of Community Services, as
follows:
a)
That
staff create a sub-capital project within the Corporate Services – Property –
Community Services Capital Project (Project 3-1.02) for the Replacement of five
Roof Sections of the Peterborough Memorial Centre and six HVAC Rooftop Units in
the amount of $1,423,000, due to recent failings of the roof;
b)
That,
in addition to the $353,000 re-allocated within the 2017 Capital Project
3-1.02, an amount of $1,070,000 be transferred from the following sources to
fund the required $1,423,000:
i.
2016
Capital Project (Project 3-1.02) Corporate Services – Property – Community
Services in the amount of $375,000;
ii.
2017
Capital Project (Project 3-1.01) Corporate Services – Property – Property in
the amount of $345,000;
iii.
2017
Capital Project (Project 3-1.03) Corporate Services – Property – Fire Services
in the amount of $350,000.
At the meeting of March 6, 2017, item c) was amended as
follows:
c)
That
staff be directed to work with the Pete's, Lakers and Peterborough Agricultural
Society regarding the timing and impact of the proposed construction and to
assist with scheduling and/or securing off site venues.
d) That By-law
16-141, By-law 16-146 and By-law 15-184, being By-laws to debenture certain
capital works be repealed and replaced at a future date.

Report CPFS17-002
Tax Credits and
Rebates
That Council approve the
recommendations outlined in Report CPFS17-002 dated February 27, 2017, of the
Director of Corporate Services, as follows:
a) That for 2018
and future taxation years, the City’s tax assistance program to eligible Low
Income Seniors and Low Income Persons with Disabilities be amended to provide a
flat rate of relief to be granted in the amount of $400.
b) That existing
eligible Low Income Seniors and Low Income Persons with Disabilities who
currently receive an annual credit greater than $400, be grandfathered at the
higher amount.
c) That the
combined family net income threshold in the Ages 55-64 program of $25,000 be
changed to $30,000 beginning with the 2018 taxation year.
d) That the date of
home ownership for eligible Low Income Seniors and Low Income Persons with
Disabilities move from May 1 of the rebate year, to the full year prior to the
rebate year.
e) That the
application deadline for the Low Income Seniors and Low Income Persons with
Disabilities rebate program move from June 30, to February 15 of the rebate
year.
f) That By-law
06-075, being a by-law to provide for tax relief to eligible Low Income Seniors
and Low Income Persons with Disabilities, be repealed and replaced with a new
by-law at a later date.

Report CSD17-005
Potential Land
Disposition to King George School
That Council approve the
recommendations outlined in Report CSD17-005 dated February 27, 2017 of the
Director of Community Services, as follows:
a) That Council
authorize staff to complete negotiations with the Kawartha Pine Ridge District
School Board for the transfer of a parcel of land, approximately 1.75 acres in
size, and located south and west of the Peterborough Museum and Archives’
Curatorial Centre, identified as Parcel B on the Concept East City School Site
Layout Plan in Appendix A, and report back to Council on the terms and
conditions for the transfer;
b) That, in
exchange, the School Board work collaboratively with the City/ Museum in
securing much needed improvements to Museum Drive and the museum site such as
replacement of the existing watermain, construction of a sidewalk, and other
intersection improvements as required; and
c) That staff be
directed to also collaborate with the School Board on the future disposition
and adaptive re-use of the King George School and associated property,
identified as the King George School Parcel in Appendix A.
