That Council approve the recommendation outlined in Report PLPD12-020 dated April 30, 2012, of the Manager of Planning, as follows:

 

That Report PLPD12-020 be received for information purposes.

Report PLPD12-022

Boarding and Lodging Houses - Interim Control By-law

 

Moved by Councillor Pappas

 

That Council approve the recommendations outlined in report PLPD12-022 dated April 30, 2012, of the Manager, Planning Division, as follows:

 

a)            That staff be directed to complete a review and update of the Zoning By-law regulations associated with boarding, lodging and rooming houses.

 

b)           That an Interim Control By-law be approved in accordance with Exhibit ‘B’ attached to Report PLPD12-022 to prohibit the creation of any new boarding, lodging and rooming houses for a period of one year from the date of the By-law.

Caroline Kimble, Land Use Planner, provided an introduction to this item.

 

No one spoke in support of the application.   

 

Patricia Butts, 909 Brealey Drive spoke in opposition to the application.

 

Lionel Hillston (Big Cedar) spoke on behalf of the applicant.

 

 

Moved by Councillor McWilliams

 

That Council approve the recommendations outlined in Report PLPD12-024 dated April 30, 2012, of the Manager, Planning Division, as follows:

 

a)         That Section 3.4 (13.k) be added to the City’s Comprehensive Zoning By-Law #97-123, in accordance with the draft amendment, attached as Exhibit ‘C’ to Report PLPD12-024 to permit a Minimum Floor Area Per Dwelling Unit of 52 sq.m..

 

b)         That the zoning of the subject property, be amended from the D.1 -  Development District to the R.2, 13k - Residential District in accordance with the draft amendment attached as Exhibit ‘C’ to Report PLPD12-024.

That Report PLPD12-024 be referred for two cycles to allow staff to obtain clarification on the application.

That Council approve the recommendations outlined in Report PLPD12-024 dated April 30, 2012, of the Manager, Planning Division, as follows:

Ken Hetherington, Manager, Planning Division, provided an introduction to this item.

 

No one spoke in opposition to the report.   

 

Scott Donovan, 514 Bolivar Street spoke in favour of the report recommendations.

 

 

Moved by Councillor Pappas

 

That Council approve the recommendations outlined in report PLPD12-021 dated April 30, 2012, of the Manager, Planning Division, as follows:

 

That Section 1 – Definitions of By-law 1997–123 be amended in accordance with the draft amendment attached as Exhibit ‘A’ to Report PLPD12-021 to add a “Lodging or Rooming House” to the definition of a Boarding House.

By-law to Remove an “H” Holding Symbol From the Zoning of the Property at 622 Brealey Drive

 

Moved by Councillor Vass

 

That Council approve the recommendation outlined in Report PLPD12-023 dated April 30, 2012, of the Manager, Planning Division, as follows:

 

That the property at 622 Brealey Drive be rezoned from R.1, 1m, 2m – “H” to R.1, 1m, 2m in accordance with Exhibit “C” attached to Report PLPD12-023.
