That
the minutes of the meeting of the Arenas, Park and Recreation Advisory
Committee held on March 16, 2010 be approved.

Trails Committee
Presentation
Virginia Swinson, Chair of the City’s
Inter-Departmental Trails Committee made a presentation regarding the
Inter-Departmental Trails Committee.

That the Arenas Parks and Recreation
Advisory Committee (APRAC) approve the recommendation outlined in Report
APRAC10-017 dated April 20, 2010, of the Director of Community Services, as
follows:
That the presentation by Virginia
Swinson, Chair of the City’s Inter-Departmental Trails Committee, be received
for information.

APRAC10-015
Communities in Bloom
Moved by Councillor Eggleton
That the Arenas Parks and Recreation
Advisory Committee (APRAC) approve the recommendations outlined in Report
APRAC10-015 dated April 20, 2010, of the Director of Community Services, as
follows:
a) That Communities
in Bloom (the Committee) be approved as a standing committee of the Arenas Parks
and Recreation Advisory Committee in accordance with Section 8 of By-law
07-041.
b) That Shirley
Eggleton and Yvonne Coveney-Boyd be appointed as the APRAC members to the
Committee.
c) That Yvonne
Coveney-Boyd be appointed as the Chair of the Committee for the balance of
2010.
d) That existing
Committee members, Colleen Viscoff and Gord Henderson, be appointed as
community representatives to the Committee; and that up to three additional
Committee members be recruited.
e) That the
Committee and City staff be directed to draft Committee terms of reference,
including role, composition, and terms of appointment for approval at a future
APRAC meeting.
f) That the
proposed 3 year planning strategy prepared for Council approval be endorsed as
follows:
(i)
that
the City, through the Committee, remain as a Communities In Bloom Friend and
not compete in 2010;
(ii)
that
the City, through the Committee, compete in the National Competition in 2011;
(iii)
that
the City, through the Committee, compete in either the National or
International competition in 2012, pending eligibility.
g) That a
contribution of $20,000 from the Capital Levy to: assist with activities
planned for 2010; provide staff support; cover the cost of up to three
committee members/staff and one political representative to attend the annual
conference in Halifax; and begin planning for the 2011 campaign, be endorsed.
h) That financial
contributions for 2011 and 2012 be considered as part of the budget
deliberations for those years, be endorsed.

Endowment Fund

That the Arenas, Parks and Recreation
Advisory Committee approve the recommendation outlined in Report APRAC10-016 dated April 20, 2010, of
the Manager of Public Works as follows:
That the December 31, 2009 balance of
the Tollington Parks Endowment Fund and the annual disbursements for the
calendar years 2008 and 2010 from the Fund continue to be allocated to support
the construction of an Accessible Children’s Water Play Facility as detailed in
the 2010 – 2019 Capital Budget Estimates for the Recreation Division (Project
6-1.09) as directed in Report USPW08-012.

presentation may be tabled on a future Committee agenda.
