Minutes of a Meeting of Planning Committee held on October 26, 2015 in the Council Chambers, City Hall.

 

Planning Committee was called to order at 6:30 p.m. in the Council Chambers.

Confirmation of Minutes – October 5, 2015

 

Moved by Councillor Clarke

 

That the minutes of the meeting of Planning Committee held on October 5, 2015 be approved.

Disclosure of Pecuniary Interest

 

Councillor Haacke declared a conflict with Report PLPD15-055, as the applicant is a client of his employer.

 

Councillor Baldwin declared a conflict with Report PLPD15-055 as he has a family member who has an interest in the property at 844 Rye Street (999 Lansdowne Street West).

Due to their previously declared conflicts, Councillors Haacke and Baldwin did not discuss or vote on Report PLPD15-055.

 

Caroline Kimble, Land Use Planner, provided an overview of Report PLPD15-055.

 

No one spoke in opposition to, or in support of the application.

 

Glen Seabrooke, 64 Briggs Grove, the applicant, spoke to the application.

 

Moved by Councillor McWilliams

 

That Council approve the recommendations outlined in Report PLPD15-055 dated October 26, 2015, of the Manager, Planning Division, as follows:

a)            That Exception .151 of Section 3.9 Exceptions of the City’s Comprehensive Zoning By-law #97-123 be amended to add “a specialty toy and book store with a maximum floor area of 438m2 (4715 ft2)” to the list of permitted uses, and to permit a minimum building setback of 23m from the centreline of Lansdowne Street West, in accordance with the draft amendment, attached as Exhibit ‘C’ to Report
PLPD15-055.

b)           That Exception .157 of the City’s Comprehensive Zoning By-Law #97-123 which permits ‘an establishment for office equipment and supplies sales, computer sales and janitorial supplies sales’ be deleted.

c)            That the zoning of the subject property be amended from the SP.268-151-157(F) – Commercial District to SP.268–151(F) – Commercial District, in accordance with the draft amendment attached as Exhibit ‘C’ to Report PLPD15-055.

That this application be referred until such time as the Urban Metrics Report is received.

Other Business

 

It was noted that there will be an Otonabee Ward Town Hall meeting on November 4, 2015 from 6:00-8:00 p.m. at the Canadian Canoe Museum.
