Minutes of the Special Committee of the Whole Meeting held on March 6, 2017, in the Doris Room and Council Chambers, City Hall.

 

The meeting of Committee of the Whole was called to order at 5:30 p.m. in the Council Chambers, City Hall.

Disclosures of Pecuniary Interest

 

The Mayor declared an interest in Item 1, Report CAO17-002 (MOU – Securing Employment Lands for the Benefit of the Region), as his family owns property in/near the area that would be annexed through the proposed Restructuring Proposal.

MOU - Securing Employment Lands for the Benefit of the Region

 

The Chair recessed the meeting at 6:26 p.m.  The Committee reconvened at 6:40 p.m.

 

Due to this previously declared interest, Mayor Bennett did not discuss or vote on this item.

 

Moved by Councillor Clarke

 

That Council approve the recommendations outlined in Report CAO17-002 dated March

6, 2017, of the Chief Administrative Officer, as follows:

 

a)            That Report CAO17-002 and the Memorandum of Understanding (MOU) dated December 7, 2016, attached to this report as Exhibit A, be received for information;

 

b)         That a Public Meeting be held pursuant to Section 173(3) of the Municipal Act, 2001, in order to receive public comments on the MOU and the Draft Restructuring Proposal; and

 

c)         That in preparation for the Public Meeting, staff be directed to prepare a Draft Restructuring Proposal.

 

 

Moved by Councillor Pappas

 

a)            That Report CAO17-002 be referred back to staff for further negotiations.

 

b)           That staff report back to Council on the actual revenues from the casino.

 

c)            That staff explore all other options for annexation.

 

d)           That staff engage the public on the future of boundary adjustments perhaps as part of the Official Plan review.

 

The items were separated for consideration. Upon recommendations a), b), c) and d), the motion carried.
