10.a, 10.b, 10.c, 10.d, 10.e, 10.f, 10.g, 10.h, 10.i

  • That Council approve the recommendations outlined in Report FCSFS24-022, dated October 7, 2024 of the Commissioner, Finance & Corporate Support Services as follows:

    a) That Report CLSFS24-022 advising Council that a public meeting will be held on October 7, 2024 at 4:45 pm in the Council Chambers to present the City-wide Development Charge Background Study, attached as Appendix A, and to hear public delegations, be received.

    b) That the Development Charge Policy Memo and the Development Charge Implementation Memo, both authorized by Hemson Consulting Ltd and attached as Appendix C and D, respectively, be received for information.

  • That Council approve the recommendation outlined in Report LSOCS24-006, dated October 7, 2024 of the City Solicitor as follows:

    That staff be directed to proceed as outlined in Closed Session Report LSOCS24-006 dated October 7, 2024 of the City Solicitor respecting incorporation of a municipal services corporation as an eligible tourism entity.

  • That, the verbal update from the City Solicitor respecting potential litigation be received for information.

  • That Council approve the recommendation outlined in Report CSSS24-020, dated October 7, 2024, of the Commissioner of Community Services, as follows:

    That the 2023 Housing and Homelessness Plan Progress Report be received for information.

Amended Recommendation:

  • a) That Report MOENV24-033 be received for information;

    b) That Council provide staff with direction to proceed with Option 2 - Continue Waste Collection Services for the Exceptional List; and

    c) That clarity be provided involving Site Plans for multi-residential units and garbage collection expectations in the future.

  • That Council approve the recommendation outlined in Report CSRS24-010 dated October 7, 2024 of the Commissioner, Community Services as follows:

    That the Mayor and Clerk be authorized to sign a Joint field use agreement between the City of Peterborough and Peterborough Victoria Northumberland and Clarington District School Board as outlined in Report CSR24-010 dated October 7, 2024 of the Commissioner, Community Services, on terms satisfactory to the said Commissioner and in forms acceptable to the City Solicitor.

  • That Council approve the recommendations outlined in Report CSRS24-003, dated October 7, 2024, of the Commissioner of Community Services as follows:

    a) That the proposed Volunteer Policy attached as appendix A be approved;

    b) That staff be directed to hire a staff support position for a two (2) year pilot project, funded through the General Recreation Reserve, for the purpose of supporting the implementation of the volunteer policy and procedures related to neighbourhood ice rinks, community gardens, recreation programs, and other community volunteer programs within the Recreation and Parks Services Division; and

    c) That staff provide Council with an annual update on the status of volunteer programs through the duration of the pilot project.

  • Whereas Council supported the City of Peterborough becoming designated as a Bird Friendly City in 2022; and

    Whereas the two-year recertification process requires an updated resolution of Council; and

    Whereas the Peterborough Environmental Advisory Committee supported the recertification at its meeting of June 19, 2024;

    Whereas the goal of Bird Friendly City certification is to provide local partners with a clear standard to measure the impact and progress needed to make the City of Peterborough safe for birds; and 

    Whereas the certification standard is a tool that allows for an independent assessment of key issues by establishing benchmarks and allowing for measurement of progress over time and comparison with other cities; and 

    Whereas community bird friendly initiatives are to be undertaken and led by the Bird Friendly Peterborough team; and 

    Whereas the Bird Friendly Peterborough team will propose any corporate bird friendly initiatives within municipal jurisdiction through a City staff liaison for consideration through the annual Budget process;  

    Now, therefore, be it resolved: 

    That the Bird Friendly Peterborough team be authorized to submit the recertification application to Nature Canada to designate the City of Peterborough as a Bird Friendly City; and 

    That the City of Peterborough accepts the designation and commits to the entry-level standards of the Bird Friendly City program.
