That
Council approve the recommendations outlined in Report PLPD17-013 dated March 20, 2017, of the
Director, Planning and Development Services, as follows:
That
the Site Plan Application submitted by Parkview Homes for the construction of a
92 unit single storey duplex and rowhouse development at 145 Langton Street be
approved, subject to the following conditions:
a)
The
submission of an acoustical study to determine the specifications required to
abate noise for the rear yards of dwelling units adjacent to Langton Street;
b)
The
submission of revised drawings and additional technical information to the
satisfaction of the Director of the City’s Utility Services Department;
c)
The
construction of a driveway connection to the existing driveway on the Fairhaven
property to be used for emergency access only;
d)
The
approval by the Fairhaven Board of Directors for a storm sewer outlet on to the
Fairhaven property for phase two of the subject property’s development;
e)
The
deposit of a parkland levy in accordance with the Planning Act, as amended and
f)

deposit of site work performance security in the amount of $100,000.00.

That a contract extension for Proposal
P-31-13 for Routine Maintenance and Construction of Traffic Control

That RFP document P-32-16 for the Trent
Research and Innovation Park Master Plan and Phase 1 Detailed Engineering
Design awarded to Brook McIlroy Inc., 161 Spadina Avenue, 2nd Floor,
Toronto, Ontario, M5V 2L6, be increased by $80,515 from $260,570 to $341,085,
plus $44,341.05 for HST, for a total of $385,426.05 including tax.

Purchase of 551
Harper Road from Canadian Pacific Railway (CPR)
That
Council approve the recommendations outlined in Report OCSRE17-004 dated March
27, 2017, of the City Solicitor and Director of Legal Services, as follows:
a)
That
a by-law be passed to authorize the purchase of the Canadian Pacific Railway
(CPR) industrial lands and rail spur at 551 Harper Road for utility and other
municipal purposes for $400,000.00 plus HST of $7,040.00 and land transfer tax
of $4,475.00 totaling $411,515.00; and
b)
Concurrent
with the acquisition of the portion described in red on Appendix B, that the
area in blue be leased back to Canadian Pacific Railway (CPR) for a nominal
annual fee.
13.
Veteran’s
Affairs Office Move
That
staff review the transportation matter of Veteran’s Affairs moving out of the
downtown and report back to Council.
14.
Cycling
and Trails Presentation to Council
That
staff prepare a report and presentation to Council on the cycling and trails
portion of the Transportation Master Plan.
15.
Property
Tax Incentive Program – Place of Assembly
That City Staff report back to Council
with recommendations for the creation of a property tax incentive program that
provides for temporary relief from increased property taxes that stem from the
construction of a place of assembly for at least 1,500 people.
