MINUTES OF A MEETING OF ARENAS, PARK AND RECREATION ADVISORY COMMITTEE HELD ON TUESDAY, FEBRUARY 23, 2010, IN THE SUTHERLAND ROOM, CITY HALL

 

The Arenas, Park And Recreation Advisory Committee meeting was called to order by Vice Chair Yvonne Coveney-Boyd at 5:30 p.m. in the Sutherland Room.

Confirmation of Minutes – January 19, 2010

That the minutes of the meeting of the Arenas, Park and Recreation Advisory Committee held on January 19, 2010 be approved.

Report APRAC10-007

Proposed Hazelbrae Barnardo Memorial

 

Moved by Councillor Martin

That the Arenas Parks and Recreation Advisory Committee approve the recommendations outlined in report APRAC10-0007 dated February 23, 2010 of the Planner, Urban Design as follows:

a)         That a delegation be received from Ivy Sucee.

b)        That the proposed Hazelbrae Barnardo Memorial be endorsed as a project to be undertaken in 2010.

c)         That the proposed location for the Hazelbrae Barnardo Memorial Project at the Queen Alexandra Community Centre be endorsed.

d)        That a City contribution of $10,000 toward the project be endorsed.

Report APRAC10-006

Amendments To The Smoking By-Law

That the Arenas Parks and Recreation Advisory Committee approve the recommendations outlined in Report APRAC10-006 dated February 23, 2010, of the Recreation Coordinator, as follows:

 

a)         That the Arenas Parks and Recreation Advisory Committee receives report APRAC10-006 for information; and

 

b)        That the Arenas Parks and Recreation Advisory Committee provides input to Staff regarding amendments to By-Law 07-126 (the Smoking By-Law).

Advisory Committee Priorities for 2010

That the Arenas Parks and Recreation Advisory Committee (APRAC) approve the recommendation outlined in Report APRAC10-008 dated February 23, 2010, of the Director of Community Services, as follows:

 

That APRAC provide direction on priorities/ areas of interest for presentations and staff reports, and meeting locations for 2010.

Ken Doherty, Director of Community Services will provide a report on the committee’s priorities at the next Arenas, Parks and Recreation Advisory Committee meeting.

City Sponsored Events and Activities

That the Arenas Parks and Recreation Advisory Committee approve the recommendations outlined in Report APRAC10-004 dated February 23, 2010, of the Recreation Coordinator, as follows:

 

a)         That the following special events and activities occurring between April 1, 2010 and March 31, 2011 be approved as City sponsored:

 

                    i )Victoria Day Festivities (Del Crary Park)

                   ii )Canada Day Parade

                 iii )Canada Day Multicultural Stage Show and Park Festivities (Del Crary Park)

                 iv )Artsweek

                  v )Snofest Winter Carnival

                 vi )Neighbourhood Associations (As approved by the Arenas Parks and Recreation Advisory Committee)

                vii )Pathway of Fame

              viii )Annual Terry Fox Run at Nicholls Oval

                 ix )Peterborough Youth Commission

                 xi )Blue Sky Event (Del Crary Park)

                xii )Recreation Expo (Del Crary Park)

 

b)        That staff be authorized to enter into a City Sponsored Event/Activity Agreement with each identified event/project organizer to allow their inclusion under the City’s insurance policy.

2010 Special Occasion Permits

That the Arenas Parks and Recreation Advisory Committee approve the recommendation outlined in Report APRAC10-005 dated February 23, 2010, of the Recreation Coordinator, as follows:

 

That the Arenas Parks and Recreation Advisory Committee approve the following 2010 Special Occasions permit requests for Sport Tournaments and Special Events requiring a Liquor License, in accordance with the City of Peterborough Alcohol Management Policy:

 

    i )        Slopitch Association- Team Combat Tournament – Bowers Park - May 22 & 23

   ii )        International Dragon Boat Races – Del Crary Park - June 11, 12 & 13

 iii )        Greek Festival – Millennium Park – June 18 to 20

 iv )        Peterborough Slofest Provincial Slopitch Tournament – Bowers Park -July 3 & 4

  v )        Catch The Cure – Fishing Tournament and Family Activity Day – August 25

 vi )        Wakeboarding Championships – Beavermead Park- August 27 to 29

Trail Behind Lansdowne Place Mall.

 

Moved by Councillor Martin

 

That staff prepare a report regarding the litter on the trail behind Lansdowne Place Mall.

Councillor Martin discussed issues involving the criteria for Civic Award nominations.

Ken Doherty, Director of Community Services, requested the discussion not involve nominee names.

 

Councillor Martin discussed issues regarding Community Gardens.

 

 

Community Gardens

That staff prepare a report regarding the issues involving community gardens no later than the Committee's April 2010 meeting.
