  • That Council approve the recommendation outlined in Report CSRPCS25-004, dated October 20, 2025 of the Commissioner of Community Services as follows:

    That staff be authorized to proceed as outlined in Option C of Closed Session Report CSRPCS25-004 dated October 20, 2025 of the Commissioner, Community Services.

Amended Recommendation:

  • a) That Report FCSSCSP25-005 be received for information; 

    b) That the Tourism Event Support Request Evaluation Criteria for assessing and prioritizing requests for tourism-related event support, attached as Appendix A, be endorsed; and,

    c) WHEREAS the City of Peterborough is working to strengthen its tourism and events sector and support the vitality of the downtown and local businesses;

    AND WHEREAS existing municipal by-laws, policies, and insurance requirements can create barriers to a wide range of tourism-related events that attract residents and visitors;

    AND WHEREAS a review of these requirements would complement and support the ongoing implementation of the City's Tourism Strategy and related tourism initiatives;

    THEREFORE BE IT RESOLVED THAT staff be directed to undertake a comprehensive review of relevant City by-laws, policies, and insurance requirements, in coordination with community partners, event organizers, and the Peterborough Downtown Business Improvement Area (DBIA), to identify potential amendments or alternative approaches that would make it easier to host and support tourism-related events across the city;

    AND THAT staff report back to Council with recommended changes or improvement options as part of the ongoing tourism implementation work.

     

Amended Recommendation:

  • a) That the Real Property Management Policy attached as Appendix A to Report LSRS25-015 be approved.

    b) That the City of Peterborough Housing Partnership Policy for Affordable Residential Development attached as Appendix B to Report LSRS25-015 be approved.

    c) That Council repeal By-law 95-62 (By-Law to Establish Procedures Governing the Sale of Real Property) and that the Real Property Management Policy, as presented in Report LSRS25-015, be adopted in its place.

    d) The Mayor, together with the Co-Chairs of the Homelessness and Housing portfolio, be directed to meet with Reality Services staff on a quarterly basis to review the City's Real Property Inventory and identify idle or underused properties that may be suitable for affordable, supportive, or attainable housing partnerships.

  • That Council approve the recommendation outlined in Report LSCLK25-020, dated October 20, 2025 of the City Clerk as follows:

    That Council approve the 2026 Council meeting schedule, attached as Appendix A to the report.

  • That Council approve the recommendations as amended, as follows:

    a) That the report be received for information;

    b) That the slate of Directors for the PHMSC, be approved as follows:

    c) That By-laws No 1 and 2 for the PHMSC, in the form attached, as Appendix B, be approved as amended;

    d) That the appointment of Baker Tilly LLP as auditors for the PHMSC be approved;

    e) That the Shareholder Resolution, as attached as Appendix C be approved, as amended;

    f) That the Shareholder Direction, attached as Appendix D, be approved, as amended;

    g) That the Shareholder authorize the PHMSC’s Treasurer and its Secretary to execute a Property Management Agreement between the PHMSC and Peterborough Housing Corporation;

    h) That the Shareholder authorize the PHMSC’s Treasurer and its Secretary to execute an Administrative Services Agreement between the PHMSC and the City on terms satisfactory to the Commissioner of Community Services and in forms acceptable to the City Solicitor; and

    i) That Council authorize the Mayor and Clerk, on behalf of the City, to execute an Administrative Services Agreement between the PHMSC and the City on terms satisfactory to the Commissioner of Community Services and in forms acceptable to the City Solicitor.

  • That Council approve the recommendations outlined in Report CSRPCS25-006 dated October 20, 2025 of the Commissioner of Community Services as follows:

    a) That the Commissioner, Community Services and the Director, Recreation, Parks and Cultural Services be delegated authority to apply user fee rates within the Recreation, Parks and Cultural Services division as a pre-approved maximum rate structure and as approved by Council through the annual user fee By-Law.

    b) That staff be directed to complete a financial analysis outlining the anticipated revenue and expenses associated with the purchase of entertainment, tourism and bid opportunities which have a pre-commitment value of $25,000 or more; and

    c) That following the receipt of the prepared financial analysis, the Director, Recreation, Parks and Cultural Services , the Commissioner of Community Services, and the Commissioner of Finance and Corporate Support Services be delegated authority to approve funds and execute such documents associated with the purchase of various entertainment, tourism and bid opportunities with an associated pre-commitment value of less than $250,000 CDN; and

    d) That purchase opportunities, with an associated pre-commitment value of more than $250,000 CDN, require specific Council direction prior to undertaking commitments.

  • That Council approve the recommendations outlined in Report IPGPL25-050, dated October 20, 2025 of the Commissioner of Infrastructure, Planning and Growth Management as follows:

    a) That the recommendation of the Peterborough Architectural Conservation Advisory Committee (PACAC) that Council designate the property at 310-314 George Street North as a heritage property under Part IV, Section 29 of the Ontario Heritage Act R.S.O. 1990, c.O.18 being of “cultural heritage value or interest” be received; and,

    b) That Council take the following actions should it concur with the recommendation of the PACAC to designate the property at 310-314 George Street North as a heritage property under Part IV, Section 29 of the Ontario Heritage Act R.S.O. 1990, c.O.18 being of cultural heritage value or interest:

    i. Serve Notice of Intention to Designate 310-314 George Street North and provide public notice of that intention in a newspaper having general circulation in the municipality as per the Ontario Heritage Act R.S.O. 1990, c.O.18, s.31 (3);

    ii. Serve the owner of the property to be designated and the Ontario Heritage Trust with a Notice of Intention to Designate as per the Ontario Heritage Act R.S.O. 1990, c.O.18, s.21 (3).

  • That Council approve the recommendations outlined in Report IPGPL25-051, dated October 20, 2025, of the Commissioner of Infrastructure, Planning and Growth Management as follows:

    a) That the recommendation of the Peterborough Architectural Conservation Advisory Committee (PACAC) that Council designate the property at 450 George Street North as a heritage property under Part IV, Section 29 of the Ontario Heritage Act R.S.O. 1990, c.O.18 being of “cultural heritage value or interest” be received; and,

    b) That Council take the following actions should it concur with the recommendation of the PACAC to designate the property at 450 George Street North as a heritage property under Part IV, Section 29 of the Ontario Heritage Act R.S.O. 1990, c.O.18 being of cultural heritage value or interest:

    i. Serve Notice of Intention to Designate 450 George Street North and provide public notice of that intention in a newspaper having general circulation in the municipality as per the Ontario Heritage Act R.S.O. 1990, c.O.18, s.31 (3);

    ii. Serve the owner of the property to be designated and the Ontario Heritage Trust with a Notice of Intention to Designate as per the Ontario Heritage Act R.S.O. 1990, c.O.18, s.21 (3).

  • That Council approve the recommendations outlined in Report IPGPL25-054, dated October 20, 2025, of the Commissioner, Infrastructure, Planning and Growth Management as follows:

    a) That the recommendation of the Peterborough Architectural Conservation Advisory Committee (PACAC) that Council designate the property at 384-388 George Street North as a heritage property under Part IV, Section 29 of the Ontario Heritage Act R.S.O. 1990, c.O.18 being of “cultural heritage value or interest” be received; and,

    b) That Council take the following actions should it concur with the recommendation of the PACAC to designate the property at 384-388 George Street North as a heritage property under Part IV, Section 29 of the Ontario Heritage Act R.S.O. 1990, c.O.18 being of cultural heritage value or interest:

    i. Serve Notice of Intention to Designate 384-388 George Street North and provide public notice of that intention in a newspaper having general circulation in the municipality as per the Ontario Heritage Act R.S.O. 1990, c.O.18, s.31 (3);

    ii. Serve the owner of the property to be designated and the Ontario Heritage Trust with a Notice of Intention to Designate as per the Ontario Heritage Act R.S.O. 1990, c.O.18, s.21 (3).

  • That Council approve the recommendations outlined in Report IPGPL25-052, dated October 20, 2025, of the Commissioner of Infrastructure, Planning and Growth Management as follows:

    a) That the recommendation of the Peterborough Architectural Conservation Advisory Committee (PACAC) that Council designate the property at 359 Hunter Street West as a heritage property under Part IV, Section 29 of the Ontario Heritage Act R.S.O. 1990, c.O.18 being of “cultural heritage value or interest” be received; and,

    b) That Council take the following actions should it concur with the recommendation of the PACAC to designate the property at 359 Hunter Street West as a heritage property under Part IV, Section 29 of the Ontario Heritage Act R.S.O. 1990, c.O.18 being of cultural heritage value or interest:

    i. Serve Notice of Intention to Designate 359 Hunter Street West and provide public notice of that intention in a newspaper having general circulation in the municipality as per the Ontario Heritage Act R.S.O. 1990, c.O.18, s.31 (3);

    ii. Serve the owner of the property to be designated and the Ontario Heritage Trust with a Notice of Intention to Designate as per the Ontario Heritage Act R.S.O. 1990, c.O.18, s.21 (3).

  • That Council approve the recommendations outlined in Report IPGPL25-053, dated October 20, 2025, of the Commissioner of Infrastructure, Planning and Growth Management as follows:

    a) That the recommendation of the Peterborough Architectural Conservation Advisory Committee (PACAC) that Council designate the property at 362-366 George Street North as a heritage property under Part IV, Section 29 of the Ontario Heritage Act R.S.O. 1990, c.O.18 being of “cultural heritage value or interest” be received; and,

    b) That Council take the following actions should it concur with the recommendation of the PACAC to designate the property at 362-366 George Street North as a heritage property under Part IV, Section 29 of the Ontario Heritage Act R.S.O. 1990, c.O.18 being of cultural heritage value or interest:

    i. Serve Notice of Intention to Designate 362-366 George Street North and provide public notice of that intention in a newspaper having general circulation in the municipality as per the Ontario Heritage Act R.S.O. 1990, c.O.18, s.31 (3);

    ii. Serve the owner of the property to be designated and the Ontario Heritage Trust with a Notice of Intention to Designate as per the Ontario Heritage Act R.S.O. 1990, c.O.18, s.21 (3).

  • That Council approve the recommendation outlined in Report LSCLK25-011 dated October 27, 2025, of the City Clerk as follows:

    That the presentation from Alto regarding the High-Speed Rail project, be received for information.

  • That Council approve the recommendation outlined in Report LSCLK25-018 dated October 27, 2025, of the City Clerk as follows:

    That the presentation from Dr. Piggott, Medical Officer of Health, be received for information.

Amended Recommendation:

  • Whereas democracy is healthy when everyone is able to participate fully and safely and contribute to the well-being of their community; and

    Whereas we are witnessing the dissolution of democratic discourse and respectful debate across all levels of government and in neighbouring jurisdictions; and

    Whereas Ontario’s municipally elected officials and municipal staff are dealing with increasingly hostile, unsafe work environments facing threats and harassment; and

    Whereas social media platforms have exacerbated disrespectful dialogue, negative commentary, and toxic engagement which disincentivizes individuals, especially women and candidates from diverse backgrounds from running for office; and

    Whereas better decisions are made when democracy is respectful and constructive and the voices of diverse genders, identities, ethnicities, races, sexual orientation, ages and abilities are heard and represented around municipal council tables; and

    Whereas the Association of Municipalities of Ontario’s Healthy Democracy Project has identified concerning trends with fewer people voting in local elections and running for municipal office; and

    Whereas in 2024, female elected representatives from across Halton formed a group called H.E.R. (Halton Elected Representatives) which pledged to speak out against harassment and negativity in politics and called on elected officials to uphold the highest standards of conduct; and

    Whereas H.E.R. Halton has launched a campaign called Elect Respect to promote the importance of healthy democracy and safe, inclusive, respectful work environments for all elected officials and municipal staff that encourages individuals to participate in the political process.

    Now Therefore Be It Resolved That the Council of the City of Peterborough supports the Elect Respect pledge and commits to:

    • Treat others with respect in all spaces—public, private, and online
    • Reject and call out harassment, abuse, and personal attacks,
    • Focus debate on ideas and policies, not personal attacks,
    • Help build a supportive culture where people of all backgrounds feel safe to run for and hold office,
    • Call on relevant authorities to ensure the protection of elected officials who face abuse or threats, and
    • Model integrity and respect by holding one another to the highest standards of conduct; and

    Be It Further Resolved That the City of Peterborough calls on elected officials, organizations and community members to support the Elect Respect campaign and sign the online pledge at www.electrespect.ca; and

    Be It Further Resolved That a copy of this resolution be sent to the:

    Association of Municipalities of Ontario, the Federation of Canadian Municipalities, MP Emma Harrison, MPP Dave Smith, Minister of Municipal Affairs and Housing of Ontario Rob Flack, the Peterborough Police Chief, Peterborough Fire Chief, Peterborough EMS Chief, Medical Officer of Health, all local school board chairs and all Ontario Municipalities.

    AND Be It Further Resolved That the City's Diversity, Equity and Inclusion Advisor be engaged in the implementation and communication of this initiative, and that staff explore opportunities to better integrate their expertise into Council's ongoing efforts to promote a safe, inclusive, and respectful civic environment

Amended Recommendation:

  • That Council approve the recommendations:

    a) That Report IPGPL25-044 be received;

    b) That the City’s Official Plan be amended in accordance with the draft Outline Plan Amendment attached as Appendix A to Report IPGPL25-044 to update policies for the Strategic Growth Areas and enable the implementation of a city-wide Community Planning Permit System, as revised as follows:

    i) in paragraphs 4.4.2 g and m iv, references to “Sherbrooke Street and Clonsilla Avenue” are retained and references to “Sherbrooke Street and Medical Drive” are deleted; [see also pdf p.3, s.4.4.2 b re: n iv] and,

    ii) in paragraph 7.20 c, add to the CPPS’s guiding principles with “foster environmental protection, sustainability and good design.”

    c) That the City’s Official Plan be amended in accordance with the draft Official Plan Amendment attached as Appendix B to Report IPGPL25-044 to implement Council’s motion dated April 28, 2025 to remove building height and angular plane requirements within the Strategic Growth Areas from the Official Plan.

    d) "That staff, in preparing the forthcoming Community Planning Permit By-law, be directed to investigate the following options:  

    1. to require, for any Class 3 permits, a mandatory mixed-use component for any development where appropriate;
    2. identify affordable (non-market housing) and Parkland as the preferred Facility Service or Matter in the list of options for Council consideration;
    3. Public notice and on-site signage requirements for major permit applications;
    4. Creation of an online public registry of active and approved CPP permits"

Whereas municipalities across Ontario are required to maintain a police service; and


Whereas municipalities across Ontario are required to constitute a municipal board to have policing responsibility for the municipality, or enter into a written agreement for an alternate provision of policing services; and


Whereas the City of Peterborough has constituted a municipal board; and


Whereas municipalities, across Ontario, with a police service board,  are required to “ensure adequate and effective policing is provided in the area for which they have policing responsibility in accordance with the needs of the population in the area and having regard for the diversity of the population in the area” and


Whereas police service boards within municipalities where court proceedings are conducted are required to ensure the security of judges, other judicial officials, members of the public participating in court proceedings, ensuing the secure custody of persons in custody who are on or about the premises, including persons taken into custody at proceedings; and


Whereas the provision of court security is not part of providing adequate and effective policing; and


Whereas the cost of providing court security is a cost of the municipality, regardless of whether all matters originate within that municipality; and


Whereas municipalities across Ontario are required to have and maintain critical infrastructure, including appropriate police facilities and equipment, to ensure adequate and effective policing is provided; and


Whereas municipalities across Ontario are experiencing increased police operating and capital costs directly related to new compliance and operational standards required under the Community Safety and Policing Act, 2019; and


Whereas these cost increases stem from provincially mandated requirements — including training, certification, technology, reporting, and staffing obligations — necessary to bring local police services into compliance with the Act; and


Whereas municipalities have no discretion in implementing these measures and limited ability to absorb the resulting financial pressures within existing budgets; and


Whereas policing is a provincially legislated responsibility, yet municipalities are bearing the brunt of the costs to implement provincial mandates;


Therefore, be it resolved that:


Council request that the Province of Ontario provide targeted financial assistance to municipalities to offset any additional costs that are directly and demonstrably incurred as a result of compliance with the Community Safety and Policing Act, 2019, and not general increases to police budgets; and


Therefore, be it further resolved that:


Council urge the Province of Ontario to review and reform its current police grant programs to ensure a more equitable distribution of funding to municipalities so that communities with growing populations and expanding service demands receive fair and sustainable provincial support; and


Therefore, be it further resolved that:


Council request that the Province of Ontario provide stable sustainable funding to offset costs associated with the provision of providing court security services; and


That this resolution be forwarded to the Premier of Ontario, the Minister of the Solicitor General, the Minister of Municipal Affairs and Housing, the Association of Municipalities of Ontario (AMO), and all Ontario municipalities for endorsement.
