Report PKED20-004

That Council approve the recommendation outlined in Report PKED20-004 dated May 11, 2020 of the Board Chair and the President & CEO of Peterborough & the Kawarthas Economic Development, as follows:
That Report PKED20-004 providing the Peterborough & the Kawarthas Economic Development 2020 First Quarter Metrics be received for information.

Report CLSFS20-026

Amended Recommendation:

That Council approve the recommendations outlined in Report CLSFS20-026 dated May 11, 2020, of the Chief Administrative Officer and the Commissioner of Corporate and Legislative Services, as follows:

a) That the COVID-19 Response and Financial Impact – Update for the City of Peterborough, outlined in Report CLSFS20-026, dated May 11, 2020 of the Chief Administrative Officer and Commissioner of Corporate and Legislative Services, be received for information;

b) That in collaboration with the Federation of Canadian Municipalities, the Association of Municipalities Ontario and other municipal governments, the City of Peterborough, request that the Federal and Provincial governments provide municipalities with an operating grant to help fund current operations including the financial impact of revenues lost and additional costs incurred in order to maintain appropriate service levels both during and after the COVID-19 crisis;

c) That the Federal and Provincial governments be requested to accelerate approval of the remaining ICIP project grant applications submitted by the City of Peterborough in May 2019 and November 2019 to facilitate the economic recovery after the period of emergency is over;

d) That in keeping with prior years, Council approve setting the final tax due dates for 2020 property taxes to July 31 and September 30, but waive the application of penalty on current property tax payments for each instalment due date for a period of 60 days respectively;

At the meeting of May 11, 2020 Committee revised item e) as follows:

e) That requests received for financial assistance from the Electric City Culture Council, the Chamber of Commerce and Mr. Sam McKnight, and inclusive of any other similar requests, be referred to the City of Peterborough's Economic Task Force for Economic Recovery for consideration by the Finance Committee.

Report CLSFS20-023

That Council approve the recommendations outlined in Report CLSFS20-023 dated May 11, 2020, of the Commissioner of Corporate and Legislative Services, as follows:

a) That with respect to the installation of lighting on the Rotary Greenway Trail between Hunter Street and Douro Street:

i. The project be deemed to be in the City of Peterborough’s interest; and

ii. That the City accept the donation of lighting and provide charitable donation receipts to be issued through the City for donations to this project; and

b) That with respect to the extension of the trail linking Firwood Drive, Roper Drive and Parkhill Road:

i. The project be deemed to be in the City of Peterborough’s interest; and

ii. That the City accept the donation of the new trail and provide charitable donation receipts to be issued through the City for donations to this project.

Report CLSFS20-027

That Council approve the recommendation outlined in Report CLSFS20-027, dated May 11, 2020, of the Commissioner of Corporate and Legislative Services, as follows:

That the Mayor and City Clerk be authorized to execute an amendment and extension to the Contract Police Services Agreement with the Township of Cavan Monaghan and the Peterborough Police Services for a two year term from October 1, 2020 to September 30, 2022 and in a form acceptable to the Commissioner of Corporate and Legislative Services and the City Solicitor and substantially in the form attached as Appendix A to Report CLSFS20-027.

Report IPSENG20-004

That Council approve the recommendations outlined in Report IPSENG20-004, dated May 11, 2020 of the Commissioner of Infrastructure and Planning Services, as follows:

a) That the Capital Budget for Fleet Replacement and Enhancement (Ref. 5-14.01) be increased in the 2020 budget for the Procurement of 3 Tandem Axle Waste Collection Units in the amount of $990,000.00; and

b) That the $990,000 required to support the procurement of 3 Tandem Axle Waste Collection units be funded from the Fleet Reserve Fund.

Report IPSENG20-017

Amended Recommendation:

That Council approve the recommendations outlined in Report IPSENG20-017, dated May 11, 2020 of the Commissioner of Infrastructure and Planning Services as follows:

a) That $600,000 be pre-committed in the 2021 Capital budget for the Moorecraig Road and Roper Drive project, as reflected in the 2020 Capital Budget; and

b) That ITT-09-20 Moorecraig Road and Roper Drive Reconstruction, be awarded to Coco Paving Inc., 3075 Maple Grove Rd, Bowmanville, Ontario, L1C 6N2 at a cost of $2,474,270.58, plus HST of $321,655.18, for a total cost of $2,795,925.76; and

c) That $410,000 be transferred from 2017 Capital Budget (Project 5-3.03) Roads with PCI Index Less than 25 to Moorecraig Road Roper Drive Reconstruction Capital Budget; and

d) That a provisional amount of $200,000.00 be committed to the project and the Commissioner of Infrastructure and Planning Services be provided the authority to adjust the purchase order value to an upset limit of $2,674,270.58, excluding HST, as necessary to complete this project.

At the meeting of May 11, 2020 Committee added the following:

f) That the money saved as a result of not installing the sidewalk as part of the award of ITT-09-20, be returned to the sidewalk budget.

Whereas, the Otonabee Regional Conservation Authority (Otonabee Conservation) has been protecting people and providing essential services throughout the Otonabee Region catchment, managing and restoring watersheds, and addressing local priorities within our community for over 60 years, and  Whereas the province of Ontario is currently reviewing the mandate and operations of conservation authorities, and 
Whereas the Council of the City of Peterborough recognizes the importance of conservation authorities to deliver critical water quality and quantity programs that include flood and forecasting systems, maintaining water and ice control structures, flood plain mapping to inform land use planning decisions, provision of the Risk Management function under the Clean Water Act, and support of Low Water Response Teams to respond to low water events that impact fire and other services, and    
Whereas the Council of the City of Peterborough, in recognition of the impacts of the climate crisis on our community, and pursuant to its authority under section 10 of the Municipal Act, declared a Climate Emergency on September 23rd, 2019, and that Mayor and Council recognize the importance of forging strong relationships with like-minded organizations such as Otonabee Conservation in developing mitigation and adaptation strategies for a safer and more resilient community, and    
Whereas the Mayor of the City of Peterborough appoints three representatives to the Otonabee Conservation board of directors to represent the City on issues of policy, watershed priorities, and delivery of services in a cost effective manner, and    
Whereas the Mayor and Council recognize that we do not have the in-house capacity and expertise provided by Otonabee Conservation to represent the provincial interest in natural hazards through timely review of land use planning applications under the Planning Act, or the ability to enforce and ensure adherence to Ontario Regulation 167/06 and related policies, and 
Whereas the Mayor and Council recognize the need for stable funding for all conservation authorities to continue to provide the aforementioned critical services during these times of financial uncertainty, while we all work together to keep our community safe during the novel corona virus pandemic, and 
Now therefore be it resolved the Council of the City of Peterborough circulate our support for stable funding of conservation authorities to the Honourable Doug Ford, Premier of Ontario, the Honourable Jeff Yurek, Minister of the Environment, Conservation and Parks, the Honourable John Yakabuski, Minister of Natural Resources and Forestry, Mr. Dave Smith, MPP for the riding of Peterborough-Kawartha, Conservation Ontario, the Association of Municipalities of Ontario, and to all Ontario municipalities.

That staff investigate the feasibility of providing financial relief to homeowners who have backyard pools, by reducing the minimum consumption threshold of the 10,000 gallon limit as specified in By-law 1983-46 S.10 (e) to a lesser amount.

Being a By-law to levy and collect taxes for municipal, education and business improvement area purposes for the year 2020, to impose a penalty charge for non-payment of 2020 taxes, to provide for interest to be added to tax arrears, to establish that the City of Peterborough has now exited the Capping program for the Commercial, Industrial and Multi- Residential classes
