  • That Council approve the recommendation outlined in Report LSRS24-005, dated April 22, 2024, of the Commissioner, Legislative Services as follows: 


    That, respecting a proposed land acquisition, staff be directed to proceed, as amended, as outlined in Closed Session Report LSRS24-005 dated April 22, 2024, of the Commissioner, Legislative Services.

  • That Council approve the recommendation outlined in Report CSSS24-010, dated April 22, 2024 of the Commissioner of Community Services as follows:

     

    That staff be authorized to proceed as outlined in Closed Session Report CSSS24-010, dated April 22, 2024, from the Commissioner of Community Services to allow for additional funding for emergency shelters.

  • That Council approve the recommendations outlined in Report IPGPL24-007, dated April 22, 2024, of the Commissioner of Infrastructure, Planning and Growth Management (Acting) as follows:

    a) That Section 3.9, Exceptions of Zoning By-law 1997-123 be amended to add Exception 365, which identifies site-specific regulations for the development of 1113 Clonsilla Avenue in accordance with the Draft Zoning By-law Amendment attached as Exhibit D of Report IPGPL24-007; and,

    b) That the subject property be rezoned from R.1, 1m, 2m – Residential District to R.5-365 – Residential District in accordance with the Draft Zoning By-law Amendment attached as Exhibit D of Report IPGPL24-007.

  • That Council approve the recommendations outlined in Report IPGPL24-009, as amended, dated April 22, 2024, of the Commissioner, Infrastructure, Planning and Growth Management (Acting) as follows:

    a) That Section 3.9, Exceptions of the Zoning By-law 1997-123 be amended by adding Exception Number 361 to prescribe site-specific regulations to a portion of the property in accordance with the draft amendment attached as Exhibit D to Report IPGPL24-009;

    b) That Section 236.3 be amended to reflect site-specific changes that would result from the introduction of a line of severance, and having the effect of reducing the size of the property at 1509 Sherbrooke St. which is zoned SP.206 ‘Public Service District’ in accordance with the draft amendment attached as Exhibit D to Report IPGPL24-009

    c) That the subject property be rezoned from D.1 to R.5-361-‘H’ and SP.206 to R.5-361-H Residential District, in accordance with the draft amendment attached as Exhibit ‘D’ to Report IPGPL24-009

    d) That the ‘H’ – Holding Symbol be removed from the lands zoned R.5-361-H at such time that:

    i. The lands zoned R.5-361-H, which includes a portion of 1509 Sherbrooke Street, 1529 and 1533 Sherbrooke Street are consolidated;
    ii. A payment of $3,988.35 for the downstream sanitary sewer upgrades is received by the City;
    iii. The Owner has paid cash-in-lieu of parkland dedication to the City in accordance with the provisions of the Planning Act, R.S.O 1990 c.P.13 and the City’s Parkland Dedication By-law;
    v. Pedestrian connections to the nearest transit stop are fully investigated and arranged, to the satisfaction of Transportation Engineering Staff;
    vi. A Road widening is conveyed to the City of Peterborough along the Sherbrooke Street Frontage as prescribed in “I”: Road Allowance Widths of the Official Plan; and
    vii. 1-foot reserves are established along open sides of road frontage to the satisfaction of the City Engineer.

  • That General Committee approve the recommendation, as amended, outlined in Report COU24-002, dated April 22, 2024 of the Mayor as follows:

    WHEREAS the Federation of Canadian Municipalities (FCM) represents the interests of member municipalities on policy and program matters that fall within federal jurisdiction;

    WHEREAS FCM’s Board of Directors is comprised of elected municipal officials from all regions and sizes of communities to form a broad base of support and provide FCM with the united voice required to carry the municipal message to the federal government; and

    WHEREAS FCM’s Annual General Meeting (AGM) is held in conjunction with the Annual Conference and Trade Show, followed by the election of FCM’s Board of Directors;

    BE IT RESOLVED that Council of the City of Peterborough endorse Councillor Kevin Duguay to stand for election on FCM’s Board of Directors for the period starting in June 2024 and ending June 2025; and

    BE IT FURTHER RESOLVED that Council assumes all costs up to $4000 from the Mayor's budget associated with Councillor Kevin Duguay attending FCM’s Board of Directors meetings.

  • That Council approve the recommendation outlined in Report FCSFS24-007, dated April 22, 2024 of the Commissioner of Finance and Corporate Support Services as follows:

    That the 2023 Investment Report, outlined in report FCSFS24-007, dated April 22, 2024, of the Commissioner of Finance and Corporate Support Services, be received for information.

  • That Council approve the recommendation outlined in Report MOENV24-002, dated April 22, 2024, of the Commissioner, Municipal Operations (Acting) as follows:

    That the agreement for Consulting Services to support the Peterborough Organics Project with D.M. Wills Associates Limited, 150 Jameson Drive, Peterborough, Ontario, K9J 0B9, be increased by $429,352.00 from $1,238,460.00 to $1,667,812.00, plus HST of $216,815.56 for a total of $1,884,627.56.

  • That Council approve the recommendations outlined in Report MOENV24-010, dated April 22, 2024, of the Commissioner of Municipal Operations (Acting), as follows:

    a) The Little Lake Fireworks Platform be decommissioned and disposed of in accordance with Part 15 of the City’s Procurement By-law 22-070; and

    b) That future fireworks displays utilize the “T” Wharf or other approved sites to mitigate cost, risks and liability to the City.

  • Councillor Haacke declared a conflict on this item. (They are a client of his real estate firm)
  • That Council approve the recommendations, as amended, as follows:

    a) That Report IPGPL24-010 be received for information; and,

    b) That staff provide an information report to Council by Jan 2025 on: 

         - The newly approved official plan

         - The Secondary plan 

         - Prevailing provincial policies 

         - County and Township planning documents 

         - Urban Design Guidelines 

         - Inclusive and affordable housing opportunities  

  • That Council approve the recommendation outlined in Report IPGPL24-005, dated April 22, 2024 of the Commissioner, Infrastructure, Planning and Growth Management (Acting) as follows:

    That Report IPGPL24-005 be received for information.

  • That Council approve the recommendations outlined in Report IPGPL24-008, dated April 22, 2024, of the Commissioner, Infrastructure, Planning and Growth Management (Acting) as follows:

    a) That the recommendation of the Peterborough Architectural Conservation Advisory Committee (PACAC) to designate the property at 140 King Street as a heritage property under Part IV, Section 29 of the Ontario Heritage Act R.S.O.1990, c.O.18 being of “cultural heritage value or interest” be approved;

    b) That Council’s intention to designate be advertised in a newspaper having general circulation in the municipality as per the Ontario Heritage Act R.S.O.1990, c.O.18, s.31 (3);

    c) That the owner of the property to be designated, and the Ontario Heritage Trust, be served with a Notice of Intention to Designate as per the Ontario Heritage Act R.S.O. 1990, c.O.18, s.29 (3).

  • That Council approve the recommendations as amended, as follows:

    a) That the report be received for information; and,

    b) That staff be directed to revert to the traditional Canada Day event as a parade and that staff be directed to report back in 2024 on the results of the parade so that Council can make a decision on the future of the parade in 2025.

  • That staff be directed to report back to Council in 2024 on the need for an all-way stop or traffic signal at Bensfort Road and Otonabee Drive.

Reverse OEB Decision on ENBRIDGE – Bill 165


WHEREAS Residents are struggling with energy bill increases and need relief;


AND WHEREAS Natural gas is no longer the cheapest way to heat homes because alternatives such as heat pumps are available;


AND WHEREAS Natural gas is methane gas, which is a fossil fuel that causes approximately one-third of Ontario's GHG emissions, and must be phased out because it is inconsistent with all climate targets, while heat pumps result in the lowest GHG emissions and are consistent with a zero-carbon future, and other alternatives such as solar, and wood also lower GHG emissions;


AND WHEREAS The Ontario Energy Board (“OEB”) decided to end a subsidy for methane gas pipelines to be built in new construction developments, effective 2025, finding that this would lower energy bills for existing gas customers and improve affordability for new homebuyers, and also cut an additional $1.25 billion in pipeline costs, but this decision is at risk of being overturned by the provincial government;


AND WHEREAS The OEB decision will help lower energy bills and encourage heating systems that are consistent with climate targets and plans;


AND WHEREAS The construction of new methane gas pipelines, which have 60-year lifetimes, should not be subsidized because they are inconsistent with the municipal climate targets and will result in higher carbon emissions, higher energy bills, higher future decarbonization retrofit costs to get off fossil fuel heating, and a continued financial drain as dollars leave the province to pay for fossil fuels extracted in other jurisdictions.


NOW THEREFORE BE IT RESOLVED THAT the City of Peterborough expresses its support for the December 21, 2023 decision of the Ontario Energy Board and asks the Ontario Government to withdraw further carriage of Bill 165 in the legislature.


AND FURTHER THAT this resolution be circulated to the President of AMO, Colin Best, Premier Doug Ford, the Minister of Energy, Todd Smith, The Minister of Finance, Peter Bethlenfalvy and all regional municipalities requesting support of the proposed changes.

    on April 29, 2024, be approved.
