  • That Council approve the recommendation outlined in Report LSRS25-005, dated March 10, 2025, of the Commissioner, Legislative Services as follows:

    That, respecting a proposed land acquisition, staff be directed to proceed as outlined in Closed Session Report LSRS25-005 dated March 10, 2025, of the Commissioner, Legislative Services.

  • That Council approve the recommendation outlined in Report FCSFS25-006, dated March 10, 2025 of the Commissioner of Finance and Corporate Support Services as follows:

    That the 2024 Remuneration and Expense Statements for Council Members and Council appointees to boards and commissions, outlined in Report FCSFS25-006, dated March 10, 2025 of the Commissioner of Finance and Corporate Support Services, be received for information.

  • That Council approve the recommendation outlined in Report IPGENG25-001, dated March 10, 2025, of the Commissioner of Infrastructure, Planning and Growth Management as follows:

    That the 1-hour parking restriction be removed on Rogers Street, between Hunter Street and Sophia Street.

  • That the General Committee approve the recommendation outlined in Report IPENG25-007, dated March 10, 2025, of the Commissioner of Infrastructure, Planning and Growth Management as follows:

    a) That the following recommended improvements at the intersection of Bensfort Road and Otonabee Drive be approved:

    i. Relocation of the stop sign and stop bar on Otonabee Drive at Bensfort Road.

    ii. Implementation of a painted median island, painted edge lines, and painted curb radii.

     

  • That Council approve the recommendation outlined in Report MOTR25-002, dated March 10, 2025, of the Commissioner Municipal Operations as follows:

    That Mayor and Clerk be authorized to execute documents between the City and Selwyn Township for the continued operation of the pilot transit service within Selwyn Township for an additional twelve months, expiring March 31, 2026, on terms acceptable to the said Commissioner and in forms acceptable to the City Solicitor.

     

  • That Council approve the recommendation outlined in Report MOTR25-001, dated March 10, 2025, of the Commissioner, Municipal Operations as follows:

    That the Mayor and City Clerk be authorized to execute the renewal agreement with the Trent Central Student Association for the continuation of the Universal Transit Pass Agreement substantially in the form as attached in Appendix A and on terms satisfactory to the Commissioner, Municipal Operations, in forms acceptable to the City Solicitor.

  • That Council approve the recommendation outlined in Report CSRS25-002, dated March 10, 2025, of the Commissioner, Community Services as follows:

    That the Mayor and Clerk be authorized to sign an agreement between the City of Peterborough and Otonabee Region Conservation Authority as outlined in Report CSRS25-002 dated March 10, 2025, of the Commissioner, Community Services, on terms satisfactory to the said Commissioner and in forms acceptable to the City Solicitor.

  • That Council approve the recommendations outlined in Report IPGPL25-010, dated March 10, 2025, of the Commissioner of Infrastructure, Planning and Growth Management, as amended, as follows:

    a) That section 3.4.12 Alternative Regulations – Maximum Height (Accessory Building) be amended to add regulation (g), specifying a maximum height of 5 metres, in accordance with the Draft Zoning By-law Amendment attached as Appendix D to Report IPGPL25-010; and

    b) That the subject property be rezoned from R1 OSM to SP.31, 12g – Residential District, in accordance with the Draft Zoning By-law Amendment attached as Appendix D to Report IPGPL25-009.

  • That Council approve the recommendations outlined in Report IPGPL25-011, dated March 10, 2025 of the Commissioner of Infrastructure, Planning and Growth Management as follows:

    a) That the update presentation on the Secondary Plan and Community Planning Permit By-law project for the City’s Strategic Growth Areas by Dillon Consulting Ltd., and Report IPGPL25-011 be received; and

    b) That Staff be directed to proceed with Option 2 described Report IPGPL25-011 and expand the scope of work for the CPP By-law to implement a city-wide CPP By-law.

  • That Council approve the recommendation outlined in Report FCSIT25-001, dated March 10, 2025, of the Commissioner of Finance and Corporate Support Services, as follows:

    That the supply and installation of eight radio consoles, to support the Next Generation 9-1-1 implementation, be awarded to Bearcom Canada Corp. PO Box 4550 Stn. A Toronto, ON, M5W 4R7, at a cost of $219,365.20 plus HST of $28,517.47 for a total of $247,882.67.

  • That General Committee approve the recommendation outlined in Report LSCLK25-002, dated March 10, 2025, of the City Clerk as follows:

    That Marilyn MacNaughton be appointed as the Peterborough Historical Society representative to the Peterborough Architectural Conservation Advisory Committee for a term ending November 2026.

  • That Council approve the recommendations outlined in Report IPGPL25-012, dated March 10, 2025 of the Commissioner of Infrastructure, Planning and Growth Management as follows:

    a) That the Housing Accelerator Fund 2 Program Update, Report IPGPL25-012, dated March 10, 2025, be received; and

    b) That three capital projects be established, Housing Accelerator Funds be transferred to capital projects, and sources of funding in the existing projects be replaced with Housing Accelerator Funds, all as detailed in Chart 2 of Report IPGPL25-012.

Amended Recommendation

  • That Council approve the recommendation outlined in Report IPGPL25-015, dated March 10, 2025, as amended, as follows:

    That staff report back on any properties with known development applications on the list.

    That Report IPGPL25-015 be received for information, less 129 Hunter Street and St. John Baptist Church.

  • That the properties at 129 Hunter Street West and St. John Baptist Church be received as part of Report IPGPL25-015.

Whereas X has become a media platform that is not adequately responding to hate speech and misinformation;

Whereas continued use of X could be perceived as tacit approval of or association with ideologies that are inconsistent with the City of Peterborough’s commitment to freedom, inclusivity, and nondiscrimination.

Whereas the City of Peterborough maintains other social media accounts to reach residents about municipal services and news that provide comparable functionality like Instagram, Facebook, and LinkedIn.

Whereas Peterborough Transit relies on X as one of its main methods to communicate with customers about Transit service changes;

Whereas Peterborough Transit has implemented customer service enhancements such as real time tracking of buses through the My Transit Rid-GPS Tracker map for transit customers to see when the next bus will arrive;

Whereas emergency services require the ability to use all available channels to reach residents for emergency messaging;

Therefore, be it resolved that Council approve the following:

a) that to support enhanced communication with residents and customers and to reduce reliance on social media that City staff report back to Council during the 2026 Budget deliberations with recommendations and associated budget implications for implementing a Snow Plow Tracker service for residents and a smartphone app for Peterborough Transit, which includes the ability to send notifications to subscribers, with the goal of improving customer service and eliminating the use of X; and

b) that the City of Peterborough discontinue the use of X, formerly known as Twitter, except for Peterborough Transit, Fire Services, and emergency information as necessary.

That a request by a snowmobile club for the use of city land as a means to traverse from the Trans Canada Trail to an establishment on Ashburnham Drive, be referred to staff for a report.

  • That staff provide a report regarding parking options for on-street parking on Heatherington Drive.
