400 Plastics Road – Status
Update and Notice of Vesting
That
Council approve the recommendations outlined in Report CPFS15-025 dated June 1,
2015, of the Director of Corporate Services, as follows:
a)
That
a by-law be passed authorizing the vesting of the property at 400 Plastics
Road to the City of Peterborough;
b)
That
a capital project of $300,000 be created with funds from the Capital Levy
Reserve to demolish the building and remove the shingles;
c)
That
staff report back to Council at a later date on the potential uses of the
property and options for further clean up.

Strategic Plan for Recreation, Parks, Arenas & Culture
That Council approve the
recommendation outlined in Report CSRS15-003 dated June 1, 2015, of the
Director of Community Services, as follows:
That RFP document P-08-15 for the Consultant
Services to Undertake the Development of Vision 2025 – A Ten-year Strategic
Plan for Recreation, Parks, Arenas, and Culture be awarded to The RETHINK
Group, 1205 Connaught Drive, Ennismore Ontario, K0L 1T0, at a total cost of
$119,820 plus $15,577 for a total of $135,397.

150th
Anniversary Celebration Committee
That Council approve the
recommendations outlined in Report CSD15-013, dated June 1, 2015, of the

a local Canada’s 150th Anniversary Celebrations Committee be
established and that the Committee Terms of Reference in Schedule A be
approved.
b)
That
a 2015 budget in the amount of $25,000 be established with the funds to be
drawn from the Capital Levy Reserve.

recommendations outlined in Report CPFS15-026 dated June 1, 2015, of the

a) That three applications, as

CPFS15-026, be submitted to the Canada 150 Community Infrastructure Program for
funding, and
b) That
the project budgets be revised and/or established in the 2016 budget or
thereafter, for any of the projects where the application is successful.

Canadian Union of
Postal Workers Presentation
That
Committee approve the recommendation outlined in Report
CPCLK15-007 dated June 1, 2015, of the City Clerk, as follows:
a)
That
the presentation on the placement and size of super mailboxes from Lori Toms of
the Canadian Union of Postal Workers be received for information and,
b)
That
staff report to Council no later than the fourth quarter on the impact of
losing door-to door mail service in place of super mail boxes in the City of
Peterborough, including the effects on snow ploughing and garbage pick-up, and,
c)
That
staff provide information on the procedure to place super mail boxes within the
city and how the city can be involved in the process.

That Council approve the
recommendation outlined in Report CSAD15-001, dated June 1, 2015, of the
Director of Community Services, as follows:
That the presentation by Jill Staples
of the Peterborough and District Farmers’ Market Association be received for
information.

Report CSACHS15-002
Heritage Conservation
District Study
That Council approve the
recommendations outlined in Report
CSACH15-002 dated June 1, 2015, of the Director of Community Services, as
follows:
a)
That
a presentation by Lindsay Reid of ERA Architects be received,
b)
That
the recommendation of the Peterborough Architectural Conservation Advisory
Committee (PACAC) to adopt the Heritage Conservation District Study for the
Avenues and Neighbourhood under Part V, Section 40.3 of the Ontario Heritage
Act (R.S.O. 1990, c.O.18), be approved,
c)
That
an Official Plan be amended to identify heritage conservation districts as an approved
heritage planning tool, and;
d)
That
Staff be authorized to proceed with the completion of a Heritage Conservation
District Plan and By-law for the Avenues and Neighbourhood.

Library Renovation
and Expansion Project Design and
Pre-commitment
That
Council approves the recommendations outlined in Report CSD15-012 dated June 1,
2015, of the Director of Community Services, as follows:
a)
That
a presentation by the Ventin Group Ltd. on the Peterborough Public Library main
branch renovation and expansion design be received;
b)
That
the design for the Peterborough Public Library main branch renovation and
expansion, as presented, be approved;
c) That Staff be directed to undertake the
detailed design and preparation of the request for tenders; and
d) That Council
commit, within this term of Council, to approve the funding to proceed with the
construction of the renovation and expansion project at the Peterborough Public
Library, subject to normal budgetary considerations.

Solicitor and Director of Legal Services
Report OCS15-004
Amendment to Chapter
16 Procedure – Lord’s Prayer
That
Council approve the recommendation outlined in Report OCS15-004 dated June 1,
2015 of the City Solicitor and Director of Legal Services as follows:
a)
That
Chapter 16 of the City of Peterborough Municipal Code be amended to remove the
saying of the Lord’s Prayer and,
b)
That
Article 16.8.7 of the Municipal Code read as follows:
“16.8.7 Opening of Meeting and National Anthem
– commencement of meeting
The
Council meeting shall commence with the following wording read by the Chair:
The
Council for the City of Peterborough recognizes the principles contained in our
Constitution and the Canadian Charter of Rights and Freedoms that enshrine rights
and freedoms for all.
We
also acknowledge that our Constitution provides that Canada is founded upon
principles that recognize the supremacy of God and the rule of law.
We
will now take 30 seconds to reflect on these principles.
Following
reflection, the National Anthem will be sung.”

The Committee of the Whole as a result of its meeting held
on June 8, 2015, recommends as follows:

of Legal Services
Report OCS15-005
Temporary Appointment
to the Peterborough Police Services Board
Whereas since June 23, 2014 Mr. Garth
Wedlock has served as Peterborough City Council’s citizen representative on the
Peterborough Police Services Board;
And Whereas, Mr. Wedlock is unable to fulfil his role or carry
out his duties and is unable to confirm the duration of his inability to carry
out his duties;
And Whereas, under subsection 77(c) of
the Legislation Act, 2006 Council may temporarily appoint another person
to the Peterborough Police Services Board while Mr. Wedlock is unable to act.
Therefore, Be it Resolved:
That Bob Hall be appointed to the
Peterborough Police Services Board to replace Garth Wedlock, until such
time as Mr. Wedlock is able to resume his duties, or if he is not able to
return, until a permanent replacement is appointed by November 30, 2015.
