Minutes of a Meeting of the Waste Management Committee Held on June 24, 2013, in the General Committee Room, City Hall

 

The meeting of the Waste Management Committee was called to order at 2:03 p.m. in the General Committee Room, City Hall.

That the minutes of the Waste Management Committee meeting held on May 13, 2013, be approved.

Report WMC13-007

Mattress Recycling Pilot Project

 

Moved by Councillor Nelson

 

That the Waste Management Committee endorse the recommendations as outlined in Report WMC13-007 dated June 24, 2013, of the Director of Utility Services as follows:

 

a)            That a mattress recycling pilot project at the Peterborough County/City Waste Management Facility as described in Report WMC13-007 be endorsed by the Waste Management Committee; and

 

b)           That upon the conclusion of the pilot project, staff be requested to report further with detailed cost analysis and recommendations to make the recycling of mattresses permanent.

 

At it’s meeting of June 24, 2013 Committee added item ‘c’ as follows:

 

c)            That staff be requested to report back at the September Committee meeting with detailed operating implications of the pilot project.

Report WMC13-008

MOE Inspection of Bensfort Road Landfill Operation

 

Moved by Councillor Riel

 

That the Waste Management Committee endorse the recommendations as outlined in Report WMC13-008 dated June 24, 2013 of the Director of Utility Services as follows:

 

a)            That Report WMC13-008 regarding the MOE inspection of the Bensfort Road landfill operation and staff’s response to that inspection be received for information; and

 

b)           That Report WMC13-008 be referred to the Site Liaison Committee for their information and whatever action they may feel appropriate.

 

At it’s meeting of June 24, 2013 Committee added item ‘c’ as follows:

 

c)            That the Action Plan dated and submitted to the MOE on April 29, 2013 be received for information with the notation that all deadlines have been met.

Report WMC13-010

Organics Processing Consultant

 

Moved by Councillor Pappas

 

That the Waste Management Committee endorse the recommendation as outlined in Report WMC13-010 dated June 24, 2013, of the Director of Utility Services as follows:

 

That Report WMC13-010, outlining the City’s plans to hire a consultant to determine the most appropriate organics processing system for the City, County and surrounding region, be received for information.

That the tipping fee for garbage loads of 101kg or more at the Peterborough County/City Waste Management Facility be increased by $5.00/tonne to $95.00/tonne effective January 1, 2014; and that this number be reflected in the 2014 budget process.

That staff prepare a report for Committee indicating the impact that the CPI increase would have on the tipping fee for garbage loads of 101 kg or more on an annual basis.

First Draft of the 2014 Budget for the Peterborough County/City Waste Management Facility

That the Waste Management Committee endorse the recommendations as outlined in Report WMC13-011 dated June 24, 2013, of the Director of Utility Services as follows:

 

a)            That Report WMC13-011 dated June 24, 2013 providing information on the first Draft of the Peterborough County/City Waste Management Facility 2014 Budget and the underlying assumptions made in the preparation of this draft budget with the change of tipping fee be received for information; and

 

b)           That staff be requested to report further at the September meeting of the Waste Management Committee with any proposed changes and/or updates to Draft Budget.

Technical Standards and Safety Authority Inspection of Peterborough County/City Waste Management Facility

That the Waste Management Committee endorse the recommendations as outlined in Report WMC13-012 dated June 24, 2013, of the Director of Utility Services as follows:

 

a)            That Report WMC13-012 dated June 24, 2013 providing information on an inspection of the Peterborough County/City Waste Management Facility undertaken by a representative of the Technical Standards and Safety Authority be received for information; and

 

b)           That Staff be requested to update Committee as the process moves forward.

Full Cost Accounting for the Landfill

 

Moved by Councillor Nelson

 

That the Waste Management Committee endorse the recommendations as outlined in Report WMC13-013 dated June 24, 2013, of the Director of Utility Services as follows:

 

a)            That Report WMC13-013 dated June 24, 2013 providing the full cost accounting analysis of the Peterborough County/City Waste Management Facility be received for information; and

 

b)           That staff continue to update the cost and other assumptions used in this analysis and report back to the Waste Management Committee on a yearly basis, or sooner if appropriate, regarding the updated analysis when additional information is available.

The Chair indicated that the next meeting of the Committee is scheduled for September 9, 2013.
