  • That Council approve the recommendation outlined in Report FCSFS24-024, dated October 28, 2024 of the Commissioner, Finance and Corporate Support Services as follows:

    That Council authorize staff to proceed as outlined in Closed Session Report FCSFS24-024 dated October 28, 2024, of the Commissioner, Finance and Corporate Support Services, respecting an agreement between the City of Peterborough and the County of Peterborough for consolidated municipal services.

  • That Council approve the recommendation outlined in Report LSCLK24-012, dated October 28, 2024, of the City Clerk as follows:

    That the presentation from Chief Betts respecting the F.I.R.S.T. program be received for information.

  • That Council approve the recommendation outlined in Report CAOGR24-006 dated October 28, 2024 of the Chief Administrative Officer as follows:

    That the Physician Recruitment and Retention presentation be received for information.

  • That Council approve the recommendation outlined in Report LSCLK24-013, dated October 28, 2024 of the City Clerk as follows:

    That Council approve the 2025 Council meeting schedule, attached as Appendix A to the report.

  • That Council approve the recommendations outlined in Report LSCLK24-015 dated October 28, 2024 of the City Clerk, on behalf of the DBIA and the Art Gallery of Peterborough Board, as follows:

    a) That the Art Gallery of Peterborough Board nomination of Voula Haliday to the Arts and Culture Advisory Committee for a term ending November 30, 2026, be approved.

    b) That the recommendation from the Downtown Business Improvement Area (DBIA) of the following appointments: Ally Pyle, Deanna Guttman, Shelby Leonard-Watt, Shannon Mak and Matthew Couture to their Board, for a period ending November 30, 2026, be approved.

  • That Council approve the recommendations outlined in Report FCSFS24-025, dated October 28, 2024 of the Commissioner, Finance and Corporate Support Services as follows:

    a) That the 2024 Audit Plan for the Corporation of the City of Peterborough, attached to Report FCSFS24-025 as Appendix A, be received; and

    b) That the Mayor and one member of Council be authorized to sign the Audit Planning Report, attached to Report FCSFS24-025 as Appendix B.

  • That Council approve the recommendation outlined in Report CSSS24-021, dated October 28, 2024 of the Commissioner of Community Services as follows:

    That the Commissioner of Community Services be authorized to execute intermunicipal agreements related to child care on terms satisfactory to the said Commissioner and in forms acceptable to the City Solicitor.

  • That Council approve the recommendations outlined in Report CSSS24-022, dated October 28, 2024 of the Commissioner of Community Services as follows:

    a) That Council approve the Community Housing Strategic Framework for the End of Mortgage (EOM) and End of Operating Agreements (EOA); and

    b) That the Community Housing Strategic Framework attached as Appendix A and Peterborough – Housing Provider Readiness Guide – Preparing for Service Agreements, included as Appendix B, be received for information.

  • That Council approve the recommendations outlined in Report CSSS24-023, dated October 28, 2024 of the Commissioner of Community Services as follows:

    a) That Council approve the proposed By-law attached as Appendix A authorizing City Council to grant the affordable housing portion (65 units) at 555 Bonaccord Street a property tax exemption for a period of 10 years, commencing on the date on which the by-law is passed. The exemption will apply solely for the first 10 years followed by a 10-year tax increment-based grant;

    b) That City staff be directed to notify Municipal Property Assessment Corporation (MPAC) of the approved by-law to adjust the supplementary tax assessment, thereby applying the property tax exemption to the newly assessed portion of Hunt Terraces;

    c) That the City supports the appeal filed by Peterborough Housing Corporation (PHC) with MPAC regarding the current tax classification of the new building, ensuring that the affordable housing portions are assessed under the correct exemptions; and

    d) That the Mayor and Clerk be authorized to sign agreements and other related documents in terms acceptable to the Commissioner of Community Services and in a form acceptable to the City Solicitor to provide property tax exemptions for 555 Bonaccord Street in accordance with Report CSSS24-023.

Amended Recommendation:

  • That Council approve the recommendations outlined in Report COU24-002, dated October 28, 2024, of Mayor Jeff Leal, as follows:

    a) That the recommendations outlined in Report COU24-002 of Mayor Jeff Leal be approved effective January 1, 2025.

    b) That a by-law be passed on November 4, 2024 to amend Portfolio Chairs By-law 24-017 to establish two Portfolio Chair positions for each of the five City Departments, with an additional two Portfolio Chairs for Homelessness, in the form of amending by-law comprising Appendix C to this report.

    c) That, effective November 4, 2024, each member of Council be appointed as a Portfolio Chair for each of the Portfolios as follows:

    i) Community Services (except Homelessness): Councillors Bierk and Parnell;
    ii) Community Services (Homelessness): Councillors Bierk and Riel;
    iii) Finance and Corporate Support Services: Councillors Beamer and Haacke;
    iv) Infrastructure, Planning and Growth Management: Councillors Duguay and Lachica;
    v) Legislative Services: Councillors Baldwin and Crowley;
    vi) Municipal Operations: Councillors Riel and Vassiliadis.

    d) That, effective November 4, 2024, Councillor Parnell be appointed as the Presiding Officer for public meeting matters comprising the Planning Act at General Committee.

    e) That staff be directed to provide to Council electronically, agendas for those advisory committee meetings that staff attend, which are listed on pages three and four of Report COU24-002.

    f) If approved, the governance of advisory committees and council’s participation on local boards, municipal corporations and third party organizations be reviewed at the end of the term for possible recommendations for consideration for the term of 2026-2030.

  • That Council approve the recommendation outlined in Report LSRS24-017, dated October 28, 2024 of the Commissioner, Legislative Services as follows:

    That staff be authorized to proceed with the demolition of 595 Sherbrooke Street, Peterborough.

  • That Council approve the recommendations outlined in Report FCSMM24-004, dated October 28, 2024 of the Commissioner, Finance and Corporate Support Services as follows:

    a) That the Procurement By-law 22-070 Dated September 26, 2022 be repealed effective December 02, 2024; and

    b) That the new Procurement Policy By-law appended to Report FCMM24-004 as Appendix A be approved and take effect December 02, 2024.

  • That Council approve the recommendations outlined in Report IPGENG24-023, dated October 28, 2024, of the Commissioner of Infrastructure, Planning and Growth Management as follows:

    a) That a crossing guard be implemented at the intersection of Otonabee Drive and Stewart Drive during the school admission and dismissal times; and

    b) That that funding in the amount of $14,000 plus annual increases for the crossing guard at the intersection of Otonabee Drive and Stewart Drive be included in future Operating Budgets for Adult Crossing Guards.

  • That staff be directed to provide a report to Council on the Heritage park subdivision.
