Report CAOCS21-004

  • That Council approve the recommendation outlined in Report CAOCS21-004, dated October 4, 2021, of the Chief Administrative Officer, as follows:

    That, prior to the City issuing an expression of interest under the Sponsorship Policy to solicit proposals for third-party advertising with the provision of street furniture and waste receptacles, the City issue notice, in a form satisfactory to the Chief Administrative Officer and City Solicitor, notifying Hutchinson Signs of the City’s intent to terminate the 1966 agreement between the City and Hutchinson Signs for the company’s third-party advertising activity on City property.

Report CLSFS21-032

  • That Council approve the recommendations outlined in Report CLSFS21-032 dated October 4, 2021, of the Commissioner of Corporate and Legislative Services, as follows:

    a) That the June Quarterly Financial Update Report (unaudited) attached as Appendix A to Report CLSFS21-032, dated October 4, 2021, be received; and

    b) That Appendix A to User Fee By-law 21-031 be amended effective September 28, 2021 to amend the 2021 Memorial Centre/Morrow Park Form 6 to expand the range of Telephone/Internet Order Charges and Box Office Ticket Sales Fees as set out in Appendix C to Report CLSFS21-032.

Report IPSTR21-016

  • That Council approve the recommendations outlined in Report IPSTR21-016 dated October 4, 2021, of the Commissioner of Infrastructure and Planning Services, as follows:

    a) That No Parking Any Time restrictions be implemented on both sides of Bellaire Street from 75 m west of Monaghan Road, westerly for 70 m;

    b) That Calendar Parking restrictions be implemented on both sides of Hewitt Drive from 10 m east of Brealey Drive to 10 m west of Denure Drive;

    c) That No Stopping restrictions be implemented both sides of Hewitt Drive from Brealey Drive easterly for 10 m, and from Denure Drive westerly for 10 m;

    d) That Calendar Parking restrictions be implemented on both sides of Humber Road, between the south side of Saugeen Crescent and 536 Humber Road as a pilot project and that staff provide an update report to Council in June 2022 on the pilot.

    e) That Calendar Parking restrictions be implemented on both sides of Frank Street from 10 m east of High Street to 10 m west of Monaghan Road;

    f) That No Stopping restrictions be implemented both sides of Frank Street from High Street easterly for 10 m;

    g) That the 1-Hour Parking restriction on both sides of Frank Street be eliminated; and

    h) That Parking By-law 09-136 be amended to authorize implementation of Recommendations a-g).

Report IPSPL21-035

  • That Council approve the recommendations outlined in Report IPSPL21-035 dated October 4, 2021, of the Commissioner of Infrastructure and Planning Services, as follows:

    a) That Report IPSPL21-035, the final draft Official Plan, land needs assessment and supporting documents be received for information; and
    b) That a Public Meeting be held in accordance with Section 17 of the Planning Act to present the final draft Official Plan at General Committee on November 1, 2021.

Report CLSCLK21-026

  • That Council approve the recommendation outlined in Report CLSCLK21-026, dated October 12, 2021, of the City Clerk, as follows: That the 2022 Council Meeting Schedule be adopted as presented in Appendix “A” to Report CLSCLK21-026.

Report IPSPL21-039

  • That Council approve the recommendations outlined in Report IPSPL21-039 dated October 12, 2021, of the Commissioner of Infrastructure and Planning Services, as follows:

    a) That Schedule ‘E’ – Residential Density of the Official Plan, as it relates to the properties known as 1045-1063 Armour Road, 941, 949 and 957 Ashdale Crescent be amended to Medium Density Residential in accordance with the draft amendment, attached as Exhibit D to Report IPSPL21-039;

    b) That Schedule ‘N’ – Auburn North Secondary Plan of the Official Plan, as it relates to the properties known as 1045-1063 Armour Road, 941, 949 and 957 Ashdale Crescent, be amended from Low Density Residential to Medium Density Residential, and that the reference to a “Proposed Local Street” be removed in Report IPSPL21-039 Official Plan and Zoning By-law Amendment for 1045-1063 Armour Road and 941, 949 and 957 Ashdale Crescent Page 2 accordance with the draft amendment, attached as Exhibit D to Report IPSPL21-039;

    c) That the Zoning By-law be amended to add Exceptions 346 and 347 to Section 3.9, to prescribe site specific regulations in accordance with the draft amendment attached as Exhibit ‘E’ to Report IPSPL21-039;

    d) That the subject properties be rezoned from the R.1,1g,2j,4f – Residential District to the R.4-346 H – Residential District and to the R.4-347 H – Residential District; and from the R.1,1m,2m – Residential District to the R.4-346 H – Residential District and to the R.4-347 H – Residential in accordance with Exhibit E attached to Report IPSPL21-039;

    e) That Council direct Staff to implement a Special Area Charge for properties within the subject lands to cover any maintenance or replacement costs associated with the stormwater outlet facilities on City and ORCA lands as established in detail in a by-law for a special tax to come forward at a time of completion of the infrastructure with an agreed upon value; and

    f) That the ‘H’ Holding Symbol be removed at such time that satisfactory arrangements are made for the design, construction and installation of all necessary infrastructure over City and ORCA lands, including the stormwater outlet, with the outfall channel and headwall setback outside of the wetland buffer, subject to the approval of ORCA and the City.

Report IPSPL21-040

  • That Council approve the recommendations outlined in Report IPSPL21-040 dated October 12, 2021, of the Commissioner of Infrastructure and Planning Services, as follows:

    a) That the Zoning By-law be amended to add Exception 348 to Section 3.9, to prescribe site-specific regulations in accordance with the draft amendment attached as Exhibit ‘D’ to Report IPSPL21-040;

    b) That the subject property be rezoned from R.1,1m,2m to R.4-348 H in accordance with Exhibit ‘D’ attached to Report IPSPL21-040; and

    c) That the ‘H’ Holding Symbol be removed at such time as the developer has prepared an acceptable noise control strategy to the satisfaction of the City of Peterborough as described in Section 3.3.2.2 of the Noise Impact Study, prepared by Cambium Inc., dated February 1, 2021.

  • That the City of Peterborough send a letter of support for the application by the Canadian Mental Health Association and the Ross Memorial Hospital for funding for the New Adult Addiction Services Beds and,

    That the City of Peterborough work with the Canadian Mental Health Association and other community partners to apply for the same funding in Peterborough either by an extension of the current program or by applying for the next round of funding.

  • Whereas routine eye care is critical in early detection of eye diseases like glaucoma, cataracts, and macular degeneration, and the health of eyes is critical to overall health and quality of life; and 

    Whereas, for most seniors, normal age-related vision loss can be corrected with glasses, medication, or surgery and early detection can help seniors stay safe and independent; and 

    Whereas payments to Optometrists from OHIP have only increased 9% over the last 30 years, which is far from matching inflation of costs (which include rent, staff, utilities, equipment, taxes and supplies); and 

    Whereas the lack of funding has led Optometrists to absorb approximately 173 million dollars annually and makes it difficult to invest in modern technology that leads to earlier detection of eye disease; and

    Whereas the 2021 Ontario Budget did not address OH IP-insured eye care, Ontario Optometrists took action and voted to withdraw services from OHIP-covered patients, those aged 0-19, 65+, and individuals living with specific eye conditions or diabetes, starting September 1, 2021, unless the government agrees to legally-binding negotiations to fund these services at least to the cost of delivery; and 

    Whereas this job action will jeopardize good eyecare for those who need the care of an optometrist the most and will have the greatest impact on the most vulnerable groups such as the elderly, who are at the greatest risk for vision-threatening ocular diseases; 

    Now Therefore, be it resolved that the City of Peterborough requests that the Provincial government recognize the value that access to quality eye care brings to all Ontarians and act now to protect it; and further 

    That the Provincial government address the OHIP-insured eye care immediately by negotiating Ontario Optometrists to fund these services at least to the cost of delivery; and further 

    That a copy of this resolution be forwarded to Premier Ford, Ontario Minister of Health Christine Elliot, MPP Dave Smith, MPP David Piccini, MPP Laurie Scott, to the Ontario Association of Optometrists, and to all municipalities in Ontario. 

Report CLSCLK21-027

  • That, if Council chooses to adopt the recommendation of COPHI's Board and its Governance and Nominating Committee respecting an appointment to the Board of COPHI, as set out in Appendix A of Report CLSCLK21-027, that Council adopt the following resolution:

    That Mr. Louis O’Brien be re-appointed to the COPHI Board for a three-year term commencing January 1, 2022.

Amended Recommendation

  • c) That staff be directed to use up to $150,000 to be funded from the provincial Social Services Relief Fund to enhance the security measures in the neighborhood (e.g., provision of fencing around adjacent properties) as deemed appropriate by the Commissioner of Community Services;

  • f) That staff work with Brock Mission and Peterborough Public Health to increase capacity at the Brock Mission shelter and shift the beds from the Wolfe St facility to the Brock Mission. 

  • g) That staff report on the feasibility to use additional rent supplements as a replacement for shelter beds

  • h) That a letter be sent on behalf of City Council to the Ministry of Health requesting that a drug detox centre be established in Peterborough;

  • i) That City Council send a letter to the Police Services Board expressing their support for any efforts the Police Service Board is taking to deal with the concerns they have regarding Bill C-75 and if that includes a separate letter to the Provincial or Federal Government, that such be provided.

  • j) That the MP, MPP and relevant agency representatives be invited to meet with the Mayor, Warden and city staff to discus matters related to housing and homelessness and harm reduction.

  • k) That staff be directed to pursue all options under the City’s authority related to shelter operational policies, social assistance, and other housing program policies to ensure that the City funded shelters are not used as permanent housing options but rather are used for their intended purpose as temporary emergency shelter.
