the minutes of the meeting of the Arenas, Parks and Recreation Advisory
Committee held on June

Advisory Committee approve the recommendation outlined in Report APRAC11-032
dated September 20, 2011, of the Recreation Division Coordinator as follows:

Report APRAC11-031
Off-Leash Dog Park
Presentation and Petition
Paul Schauber, Executive Director, Allan
and Shelia Wood, Peterborough Dog Owners Association Inc. made a presentation.

That the Arenas Parks and Recreation
Advisory Committee (APRAC) approve the recommendations outlined in Report APRAC11-031
dated September 20, 2011, of the Recreation Division Coordinator, as follows:
a) That the presentation from
the Peterborough Dog Owners Association be received for information;
b) That the level of
support by APRAC for the development of an off-leash dog park on City owned
property be identified;
c) That the
Suitable Off-Leash Dog Park Criteria identified in Schedule “A” of this report
be endorsed;
d) That Staff be directed to
report to Council to:
i) Identify
the level of support APRAC is providing for an off-leash dog park;
ii) Request
that Council provide direction to Staff based on its willingness/ability to
introduce an off-leash dog park as a new public service, at this time;
and
iii) Seek Council approval of
specific criteria to be used in determining an appropriate location for an
off-leash dog park, as identified in Schedule “A” of this report.
e) That pending
direction from Council, Staff prepares a list of potential dog park locations
to be presented to APRAC, at a future meeting.

That the Off-Leash Exclusions
(Schedule A) be amended as follows:
That the condition “Immediately
adjacent to private residences” be deleted and the following condition
inserted; “Where there is an immediate adjacent private resident, mutually
acceptable mitigating measures be taken to reduce any impacts, with the final
decision resting with Council”.

That the exclusion proposed in
Schedule “A” of Report
APRAC11-031 under Natural Environmental Areas, namely “areas protected by the Otonabee
Region Conservation Authority”, be deleted.

That the level of support mentioned in
Recommendation b) of Report APRAC11-031 by the Arenas, Parks and Recreation
Advisory Committee be identified to Council as “strong”.

That the level of support outlined in Recommendation
b) of Report APRAC11-031
for the development of an off-leash dog park on City owned property by the Arenas,
Parks and Recreation Advisory Committee be identified to Council as, “being in
favour of an Off-Leash Dog Park, in principle”.

That the Off-Leash Area Exclusion in
Schedule “A” of Report APRAC11-031, “Immediately adjacent to private residences”
be deleted and replaced with “Preferably not immediately adjacent to a private
residence”.

motion carried.

Community Bake Oven
Presentation
Sharron Inward, Tom Calwell, Markus Breuer
and Myra Hirschberg of Community Opportunity and Innovation Network (COIN) made
a presentation.

That the Arenas Parks and Recreation
Advisory Committee approve the recommendations outlined in Report APRAC11-030
dated September 20, 2011, of the Recreation Division Coordinator, as follows:
a) That the
presentation by COIN and the Community Bake Oven Working Group be received for
information; and
b) That staff be
directed to work with COIN and the Community Bake Oven Working Group to
investigate the possibility/viability of creating and operating community bake
ovens on City owned property, and to report back to APRAC at a future meeting.

Report APRAC11-033
Replacement of
playground structures at Roper Park, Stenson Park and University Heights Park
and relocation of Inverlea Park playground structure.

That the Arenas, Parks and Recreation
Advisory Committee receive the report outlined in Report APRAC11-033 dated
September 20, 2011, by the Parks & Forestry Supervisor, Public Works as
follows:
a)
That
the report be received for information.
b)
That
staff be directed to provide public notice during the budcget process, prior to
removal and installation of playground equipment
