Removal of “H” –
Holding Symbol from the Zoning of the property at 529 Reid Street
That
Council approve the recommendation outlined in Report PLPD15-018 dated March 23,
2015, of the Manager, Planning Division, as follows:
That
the property at 529 Reid Street be rezoned from SP. 241-241 – “H” Special
District Commercial in accordance with Exhibit ‘C’ attached to Report
PLPD15-018.

Zoning By-law Update
Regarding Definitions and Regulations affecting Rental Units including Lodging
Houses and Bed & Breakfasts
That Council approve the recommendations outlined in
Report PLPD15-017 dated March 23, 2015, of the Manager, Planning Division, as
follows:
a)
That
Report PLPD15-017 be received, and that Staff be directed to proceed with
public meetings to gather the Community’s response to the proposed regulatory
framework for Lodging Houses and rental units within the City.
b)
That
following the consultation period, the formal public notice be issued for the
necessary amendments to the Zoning By-Law to implement the regulatory measures
presented in Report PLPD15-017, subject to modifications arising from the
public consultation process.
3.
Parking
Regulations
That staff be requested to report on a
review of land use regulations having to do with the parking of trucks,
trailers, commercial vehicles, recreational vehicles and boats in residentially
zoned front and side yards; such review to include consideration of greater
restrictions to parking.

on March 30, 2015, recommends as follows:

Homelessness
Coordinated Response
That Council approve the
recommendation outlined in Report CSSS15-002 dated March 30, 2015, of the
Director of Community Services, as follows:
That the Mayor and Clerk be authorized
to amend the service agreement from $103,899 to $140,899 annually with Four
Counties Addiction Services Team for a three-year term (April 1, 2015 - March
31, 2018).

Housing is
Fundamental 2014 - Information Report
That Council approve the
recommendation outlined in Report PLHD15-003 dated March 30, 2015, of the
Director of Planning and Development Services, as follows:
That the report Housing is
Fundamental 2014 of the Affordable Housing Action Committee (AHAC) be
received for information.

PLHD15-002
Investment in
Affordable Housing Program Extension 2015-2020
That
Council approve the recommendations outlined in Report PLHD15-002 dated March
30, 2015, of the Director of Planning and Development Services, as follows:
a) That a multi-year expenditure plan be prepared
for the use of Investment in Affordable Housing Extension (IAH-E program) funds
with the goal of achieving targets for creating housing affordability included
in the 10-year Housing and Homelessness Plan;
b) That the City of Peterborough, as Service
Manager for Peterborough City and County, be authorized to participate in all
four components of the Investment in Affordable Housing Extension;
c) That the Director of Planning and Development
Services be delegated authority to prepare and submit to the Ministry of
Municipal Affairs and Housing (MMAH) the multi-year expenditure plan and any
subsequent revisions;
d) That the Director of Planning and Development
Services be delegated authority to negotiate a single source program delivery
agreement with Habitat for Humanity Peterborough & Kawartha Region (Habitat
for Humanity) for delivery of the Peterborough Renovates Program in the City
and County of Peterborough;
e) That the Director of Planning and Development Services
be authorized to use accumulated reserves from program loan repayments, within
the established program guidelines;
f) That IAH-E program funding be allocated in
the proportions outlined in this report, including but not limited to:
i. $1.5M to be conditionally approved for Brock
Mission men’s shelter to add single room occupancy rental units for men who are
experiencing homelessness,
ii. $100,000 for homeownership assistance through
Habitat for Humanity, including a down payment for a new home to be built in
Warsaw in the Township of Douro-Dummer; and
g) That the Director
of Planning and Development Services be authorized to review, and if necessary,
revise the income limits currently set for incoming tenants for all rental
units that have been developed under the Investment in Affordable Housing (IAH)
and Affordable Housing Program (AHP), in an effort to harmonize and simplify
the system for both applicants and landlords.

Partial Purchase of

That Council approve the
recommendation outlined in Report PLPD15-020 dated March 30, 2015, of the
Director, Planning and Development Services as follows:
That a by-law be passed to authorize
the purchase of a road widening from property known municipally as 2155
Ashburnham Drive, for $42,000.00 plus land transfer tax of $210.00.

Contract Extension of
P-01-13 for the Supply of Equipment and Labour at Waste Management Facilities
That
Council approve the recommendations outlined in Report USWM15-004 dated March
30, 2015 of the Director of Utility Services as follows:
That
the contracts under P-01-13 for the Supply of Equipment and Labour at Waste
Management Facilities be extended for one year, from June 1, 2015 to May 31,
2016 under the same terms and conditions for:
a)
Glenn
Windrem Trucking, 1035477 Ontario Limited, 2411 Whittington Drive,
Peterborough, Ontario, K9J 6X4, for large trucks required at Waste Management
Facilities, at a cost of:
i.
Large
rock truck at $120.00 per hour; and
ii.
Tractor
trailer trucks at $116.00 per hour
b)
Paul
Pritchard Excavating, 1195 Yankee Line, Ennismore, Ontario, K0L 1T0, for small
trucks and heavy equipment at Waste Management Facilities, at a cost of:
i.
Small
trucks at $70.00 per hour;
ii.
450D
dozers at $60.00 per hour;
iii.
590
K rubber tired backhoe at $60.00 per hour; and
iv.
Excavator
at $85.00 per hour.

USEC15-005
Pre-Commitment of
Funds and Award of Tender T-02-15 for the Reconstruction of Ashburnham Drive
from Lansdowne Street East to Maria Street
That Council approve the
recommendations outlined in Report USEC15-005 dated March 30, 2015, of the
Director of Utility Services, as follows:
a)
That the $2,500,000.00 budget amount previously proposed for the
2016 Capital budget for Ashburnham Drive Urbanization be increased by
$460,000.00 to $2,960,000.00 and be pre-committed; and
b)
That
RFT document T-02-15 for the Reconstruction of Ashburnham Drive from Lansdowne
Street East be awarded to Drain Bros. Excavating Limited, 2130 8th Line Road,
North Dummer, Douro-Dummer, ON, K0L 2H0 at a total cost of $6,405,000.00 plus
$832,650.00 HST for a total of $7,237,650.00.

USTR15-005
Transit
Affordability Program - Key Principles
That Council approve the
recommendations outlined in Report USTR15-005 dated March 30, 2015 of the
Director of Utility Services, as follows:
a)
That
the following objectives and principles for a Transit Affordability Program be
approved:
a.
The
subsidy program should be transparent and the level of subsidy provided will be
subject to the annual approval of Council through the budget process;
b.
Eligibility
should be restricted to City residents unless funded by the County or local
municipal governments;
c.
The
program should not reduce Transit revenues and should be funded through:
i.
Fare
Adjustments,
ii.
Program
Subsidy, or
iii.
A
combination of fare adjustments and program subsidy;
d.
Eligibility
for the new program should be income based;
e.
Eligibility
determination should not create an administrative burden and should be housed
within the Social Services Division;
f.
The
program should not stigmatize users; and
g.
The
program should support transit ridership growth.
b)
That
staff report back to Council with recommendations (including cost implications) for
implementation of a Transit Affordability Program.
10. Correspondence
- Carbon Pricing
That the correspondence from the
organization “For Our Grandchildren” regarding Climate Change and the
province’s proposal for placing a price on carbon be referred to staff for an
information report on the matter at a future Committee of Whole meeting.
