MINUTES OF A MEETING OF THE WASTE MANAGEMENT COMMITTEE HELD ON SEPTEMBER 20, 2010 IN THE GENERAL COMMITTEE ROOM, CITY HALL

 

The meeting of the Waste Management Committee was called to order at 2:01 p.m. in the General Committee Room, City Hall.

That the minutes of the Waste Management Committee meeting held on March 8, 2010 be approved.

Landfill Operation and Construction Update

That the Waste Management Committee endorse the recommendation as outlined in Report WMC10-007 dated September 20, 2010, of the Manager of Waste Management as follows:

That Report WMC10-007 informing Committee that the Manager of Waste Management will provide a presentation on the current operations and status of construction at the Peterborough County/City Waste Management Facility be received.

Report WMC10-004

Purchase of and Potential Use of 1259 Bensfort Road

 

Moved by Councillor Heath, seconded by Councillor Eggleton

 

That the property at 1259 Bensfort Road be retained by the City and County and that staff report back to Committee with options to lease the property for uses that may include environmental and that staff seek expressions of interest similar to those put forth by Peterborough Utilities Inc.

Update on Storell Road and Crowley Line Properties

 

Councillor Gerow left the meeting at 2:24 p.m. and returned at 2:25 p.m.

 

Moved by Councillor Rand, seconded by Councillor Gerow

 

That the Waste Management Committee endorse the recommendations as outlined in Report WMC10-005 dated September 20, 2010, of the Manager of Waste Management as follows:

a)            That Staff be directed to demolish the barn at 1918 Storell Road; and

 

b)           That 49.97 acres at 1276 Crowley Line be deemed surplus and offer for sale at market value.

That the Waste Management Committee endorse the recommendations as outlined in Report WMC10-006 dated September 20, 2010, of the Manager of Waste Management as follows:

a)            That Report WMC10-006 be received for information, and

 

b)           That Staff be directed to invite representatives from Entech – REM to attend a Waste Management Committee meeting to present their proposal for a gasification plant at Wesleyville Road in Port Hope.

Councillor Eggleton commented that she was not the mover of Item 7 in the minutes.

 

That the correspondence from the Peterborough County/City Waste Management Site Liaison Committee, the minutes of the meeting held on Tuesday, July 13, 2010, be received for information as amended.

That the correspondence from Golder and Associates summarizing the observations made during a site inspection of the South Fill Area at the Peterborough County/City Waste Management Facility on Tuesday, July 13, 2010, be received for information.

That the correspondence from John Wynsma of Peterborough Utilities Inc. regarding the Landfill Gas Utilization Project Update, dated September 20, 2010, be received for information.

Other Business

 

Green Energy Act

 

Moved by Councillor Heath, seconded by Councillor Gerow

 

That staff provide a report in response to Committee’s concerns involving the Green Energy Act, 2010, its perceived lack of inclusivness and the matter of gasification and the Wesleyville Road project for the November Committee meeting.

Councillor Vass commented that future environmental developments on landfill properties should include a public consultation process.

 

Councillor Eggleton commented on rotating drum organic technology.

 

 

Next Meeting 

 

The next meeting of the Committee is scheduled for November 15, 2010.
