Minutes Of A Meeting Of Arenas, Park And Recreation Advisory Committee Held On Tuesday, February 15, 2011, In The Sutherland Room, City Hall

 

The Arenas, Parks and Recreation Advisory Committee meeting was called to order by John Kennedy, Deputy City Clerk at 5:30 p.m. in the Sutherland Room.

Appointment of 2011 Committee Chair and Vice-Chair

 

Moved by Bill Juby Jr.

 

That Councillor Parnell be appointed as Chair of the Arenas, Parks and Recreation Advisory Committee for 2011.

2011 Special Occasion Permits

That the Arenas Parks and Recreation Advisory Committee approve the recommendation outlined in Report APRAC11-003 dated February 15, 2011, of the Recreation Division Coordinator, as follows:

 

That the Arenas Parks and Recreation Advisory Committee endorse the issuance of the following 2011 Special Occasions permit requests for Sport Tournaments and Special Events requiring a Liquor License, in accordance with the City of Peterborough Alcohol Management Policy:

 

    i )        Slopitch Association- Team Combat Tournament – Bowers Park - May 21 & 22

   ii )        Peterborough Shootout – James Stevenson Park – June 24 & 25

 iii )        Slopitch Association – Slofest Slo-pitch Tournament – Morrow Park & Bowers Park - July 2 & 3

That the Arenas Parks and Recreation Advisory Committee approve the recommendations outlined in Report APRAC11-002 dated February 15, 2011, of the Recreation Division Coordinator, as follows:

 

a)         That the following special events and activities occurring between April 1, 2011 and March 31, 2012 be approved as City sponsored:

 

                  i )          Victoria Day Festivities in Del Crary Park

                 ii )          Canada Day Parade

               iii )          Canada Day Multicultural Stage Show and Park Festivities in Del Crary Park, including required road closures

               iv )          Artsweek

                v )          Snofest Winter Carnival

               vi )          Neighbourhood Associations

              vii )          Pathway of Fame

            viii )          Annual Terry Fox Run at Nicholls Oval

               ix )          Peterborough Youth Commission

Correspondence From Muskies Canada Inc.

That the Arenas Parks and Recreation Advisory Committee approve the recommendation outlined in Report APRAC11-005 dated February 15, 2011, of the Recreation Division Coordinator, as follows:

 

That the Kawartha Lakes Chapter of Muskies Canada Inc. be permitted to use the Crescent Street Wharf to instruct casting and lure presentation techniques, for approximately 3 hours in May 2011, on a date and time mutually agreeable to the City and the Kawartha Lakes Chapter of Muskies Canada Inc.

Report APRAC11-007

Rectangular Sport Field Development in 2011

That the Arenas Parks and Recreation Advisory Committee approve the recommendations outlined in Report APRAC11-007 dated February 15, 2011, of the Director of Community Services, as follows:

 

That the report be received for information.

 

Committee at its meeting of February 15, 2011 made the following endorsement:

 

That Committee endorse the recommendations as presented to Council through Committee of Whole Report CSD11-005 of February 14, 2011 as follows:

 

a)            That the proposal to develop two artificial fields with lighting, one natural rectangular sports field, and requisite support facilities on lands provided by Trent University be approved;

 

b)        That staff be directed to proceed with the preparation of preliminary design,  cost estimates, and possible locations subject to Council approval of said fields at Trent during 2011, so that they are ready for play in the 2012 season;

           

c)         That subject to an agreement with Trent and budget approval, the function of Milroy Park be retained in its present use;

 

d)        That the search for a large tract of land for future sport field development be continued.

Report APRAC11-004

Toboggan Hills Risk Management Strategy

That the Arenas Parks and Recreation Advisory Committee endorse the recommendations outlined in Report APRAC11-004 dated February 15, 2011, of the Recreation Division Coordinator, as follows:

 

That risk mitigation actions be undertaken at City owned hills where tobogganing and other sledding activities are known to occur, specifically as follows:

 

Gary Rabjohn requested the items be separated for discussion and vote.

 

a)         That signs be erected at Armour Hill West and Kiwanis Park cautioning the public that the hills are unsupervised, and identifying prohibited activities and safe sledding tips;

 

Upon item a) of the motion, this motion carried.

 

b)         That measures be taken to shorten the length of the sliding area on Armour Hill West, by approximately 50 metres;

 

Upon item b) of the motion, this motion lost.

 

c)         That during the winter months, Public Works continues daily inspections of             Armour Hill West from Monday through Friday and on weekends, except                       during inclement weather, and weekly inspections of the Kiwanis Park hill;

 

Upon item c) of the motion, this motion carried.

 

d)         That signs be installed at Armour Hill North and Cedar Grove Park, identifying that tobogganing and other sledding type activities are strictly prohibited.

           

Upon item d) of the motion, this motion lost.

That recommendation e) be added as follows:

 

e)         That cautionary signage be erected on Armour Hill West for both pedestrians and snow sleders.

Request for APRAC Representation on the 2010 Civic Awards Screening Committee

That the Arenas Parks and Recreation Advisory Committee approve the recommendation outlined in Report APRAC11-001 dated February 15, 2011, of the Recreation Division Coordinator, as follows:

 

That Gary Rabjohn be appointed to the Civic Awards Selection Committee.
