Report IPSIM22-011

  • That Council approve the recommendations outlined in Report IPSIM22-011 dated May 2, 2022, of the Interim Commissioner of Infrastructure and Planning Services as follows:

    a) That the 2021 City of Peterborough Asset Management Plan be approved; and

    b) That the contract Infrastructure and Asset Geospatial Technologist position, currently funded through Capital, be made permanent and be funded through Geomatics/Mapping Operating Budget in the 2023 Budget process.

Report IPSPL22-004

  • That Council approve the recommendations outlined in Report IPSPL22-004 dated May 2, 2022, of the Interim Commissioner, Infrastructure and Planning Services, as follows:

    a)That a Residential Conversion and Intensification Program grant application submitted by TVM 345 Armour Road Inc. be approved in the amount of$130,020.00, and

    b)That the Mayor and Clerk be authorized to execute such agreements and documents with TVM 345 Armour Road Inc., on terms acceptable to the Chief Administrative Officer and the Commissioner, Infrastructure and Planning Services, in forms acceptable to the City Solicitor.

Report IPSTR22-008

  • That Council approve the recommendations outlined in Report IPSTR22-008 dated May 2, 2022, of the Interim Commissioner of Infrastructure and Planning Services, as follows:

    a)That a Pedestrian Crossover Level 2 Type B crossing complete with rectangular rapid flashing beacons be implemented on Monaghan Road at Gillespie Avenue;

    b)That enhanced Ladder Crosswalk pavement markings be installed on Gillespie Avenue at Monaghan Road; and

    c)That the existing 2022 purchase order awarded to Guild Electric Limited for Traffic Signal works be increased in the amount of $35,000.00 to cover the cost of the electrical works required to construct the Pedestrian Crossover on Monaghan Road at Gillespie Avenue.

  • That Council approve the recommendation outlined in Report IPSPL22-005, dated May 2, 2022, of the Interim Commissioner of Infrastructure and Planning Services, as follows:

    That the zoning of the lands known as 1199 Chemong Road be amended from the R.1,1m,2m,4e – Residential District to SP.268 - 245 – Commercial District in accordance with the draft amendment attached as Exhibit ‘C’ to Report IPSPL22-005.

  • That Council approve the recommendation outlined in Report IPSCOM22-003 dated May 2, 2022, of the Interim Commissioner of Infrastructure and Planning Services, as follows:

    That the presentation from the Sustainable Peterborough team and consultants be received for information.

Report IPSPL22-006

  • That Council approves the recommendation outlined in Report IPSPL22-006 dated May 2, 2022, of the Interim Commissioner of Infrastructure and Planning Services, as follows:

    That the Site Plan Application, submitted by D.M. Wills Associates Limited, for the construction of three five-storey apartment buildings located at 1341 Water Street be approved, subject to the following conditions:

    a) The deposit of a Parkland Levy in the amount of $43,895.90;

    b) The deposit of site work performance security in the amount of $150,000.00;

    c) The deposit of compensation in accordance with the Woodland Conservation By-law in the amount of $52,774.40 based on the removal of 10,839 m2 of canopy area; and

    d) That all the detailed technical requirements be addressed to the satisfaction of the Commissioner of IPS.

Report CSD22-006

  • That Council approve the recommendation outlined in Report CSD22-006 dated May 2, 2022, of the Commissioner of Community Services, as follows:

    That the verbal update given by Sheldon Laidman, Commissioner of Community Services be received for information.

  • That Council approve the recommendation outlined in Report CSAD22-003, dated May 9, 2022, of the Commissioner of Community Services, as follows:

    That, respecting negotiations with the Peterborough Lakers Major Series Lacrosse Club, staff be authorized to proceed as outlined in Report CSAD22-003, dated May 9, 2022, from the Commissioner of Community Services.

  • That Council approve the recommendation outlined in Report CLSHR22-010, dated May 9, 2022 of the Commissioner of Corporate and Legislative Services and Commissioner of Community Services as follows:

    That staff be authorized to proceed as amended in Closed Session Report CLSHR22-010, dated May 9, 2022 of the Commissioner of Corporate and Legislative Services and Commissioner of Community Services.

  • That Council approve the recommendations outlined in Report CSSS22-010, dated May 9, 2022 of the Commissioner of Community Services as follows:

    a) That the presentation from Cathy Berges (Patient, Family, Caregiver Representative, Peterborough Ontario Health Team), Mark Graham (CEO, Canadian Mental Health Association Haliburton, Kawartha Pineridge; Peterborough Ontario Health Team Steering Committee member), Dr. Jackie Vanek (Physician), and Dr. Vanita Lokanathan (Primary Care Physician, Co-Lead Greater Peterborough Family Health Organization), be received for information; and

    b) That a letter of support be provided by the City to the Peterborough Ontario Health Team in support of its application to the province for annual funding in the amount of $7.6 million for a Community Health Centre, that will serve both the City and County of Peterborough.

  • That Council approve the recommendations outlined in Report CSACH22-009, dated May 9, 2022, of the Commissioner of Community Services as follows:

    a) The report be received for information;

    b) That the City provide a pre commitment in the 2023 budget in the amount of $50,000 towards the Traill College Amphitheatre Project; 

    c) That the Mayor and Clerk be authorized to execute the funding agreement on terms satisfactory to the Commissioner of Community Services and in forms acceptable to the City Solicitor;  

    d) That staff investigate an Arts Culture and Heritage Capital Projects reserve in connection with the new Municipal Cultural Plan development; and,

    e) That the city provide an additional capital grant, equivalent to the municipal fees for the project, up to an amount of $50,000, to be funded from the Capital Levy Reserve. 

  • That Council approve the recommendations outlined in Report CSSS22-004, dated May 9, 2022 of the Commissioner of Community Services as follows:

    a) That $245,000 held in city reserves representing 50% of the Peterborough Police Services 2020 surplus be allocated to support the following:

    i. $60,000 to the Peterborough Drug Strategy (PDS) to purchase a mass spectrometer for use at the Consumption Treatment Services (CTS) Site, along with training required to offer drug checking services in Peterborough; and

    ii. $185,000 to the Canadian Mental Health Association—Haliburton, Kawartha, Pine Ridge (CMHA-HKPR) to offer an additional Mobile Crisis Intervention Team staff for 2 years in collaboration with Social Services and Peterborough Police Services;

    b) That the Commissioner of Community Services be authorized to sign any required funding agreements with PDS and CMHA-HKPR; and

    c) That the funding agreements specify:

    i. the negotiated program outcomes

    ii. the collaborative approach to be defined by the City and the PDS and the City and CMHA-HKPR

    iii. the annual reporting and evaluation processes.

     

  • That staff be directed to begin discussions with the Township of Asphodel-Norwood on the possibility of beginning a pilot project to extend special transit service to that Municipality and that staff report back to Council on those discussions.

  • 22-023 - Being a By-law to levy and collect taxes for municipal, education and business improvement area purposes for the year 2022, to impose a penalty charge for non-payment of 2022 taxes, to provide for interest to be added to tax arrears, to establish that the City of Peterborough has now exited the Capping program for the Commercial, Industrial and Multi- Residential classes

    22-024 - Being a By-law to establish Tax Ratios for prescribed property classes for the 2022 taxation year

    22-025 - Being a By-law to amend the Zoning By-law for the lands known as 1199 Chemong Road
