15-157 Being a By-law to amend the Zoning By-law for the property
known as 844 Rye Street
15-158 Being a By-law to authorize the entering into and the execution
of an Agreement between The Corporation of the City of Peterborough and The
Corporation of the County of Northumberland for the provision of Fire Dispatch
Services
15-159 Being a By-law to authorize the repair of the Wastewater
Treatment Plant Digester #3 at an estimated cost of $6,590,000 and the issuing
of Wastewater Reserve Fund supported debentures to a maximum of $6,590,000 to
finance the work
and
the said by-laws, having been now read a third time and passed, the Mayor and
Clerk be authorized to sign and seal the same.

Council approve the recommendations outlined in Report PLPD15-055 dated October
26, 2015, of the Manager, Planning Division, as follows:
a)
That
Exception .151 of Section 3.9 Exceptions of the City’s Comprehensive Zoning
By-law #97-123 be amended to add “a specialty toy and book store with a maximum
floor area of 438m2 (4715 ft2)” to the list of permitted
uses, and to permit a minimum building setback of 23m from the centreline of
Lansdowne Street West, in accordance with the draft amendment, attached as
Exhibit ‘C’ to Report
PLPD15-055.
b)
That
Exception .157 of the City’s Comprehensive Zoning By-Law #97-123 which permits
‘an establishment for office equipment and supplies sales, computer sales and
janitorial supplies sales’ be deleted.
c)
That
the zoning of the subject property be amended from the SP.268-151-157(F) –
Commercial District to SP.268–151(F) – Commercial District, in accordance with
the draft amendment attached as Exhibit ‘C’ to Report PLPD15-055.

The Committee of the Whole as a result of its meeting held
on November 2, 2015, recommends as follows:
1. Report of Closed Session
Fire Chief
Report FS15-003
Fire Dispatch
Services for Northumberland County
That
Council approve the recommendations outlined in Report FS15-003 dated November
2, 2015 of the Fire Chief, as follows:
a)
That
the City enter into a new five-year agreement (January 1, 2016 to December 31,
2020), with the option to renew for an additional five years, to provide Fire
Dispatch Services to all seven municipal Fire Departments within the County of
Northumberland for the following annual base fees:
i) $377,604 for
the period January 1, 2016 to December 31, 2016
ii) $389,012 for
the period January 1, 2017 to December 31, 2017
iii) $400,850 for
the period January 1, 2018 to December 31, 2018
iv) $413,140 for the
period January 1, 2019 to December 31, 2019
v) $425,903 for the
period January 1, 2020 to December 31, 2020
b)
That
a By-law be enacted authorizing the Mayor and Clerk to execute a five (5) year
agreement from January 1, 2016 to December 31, 2020 between the City and the
County of Northumberland.

Citizen Appointments
to the Police Services Board and Various Advisory Committees
That Council approve the
recommendations outlined in
Report CPCLK15-015, dated November 2, 2015, of the City Clerk, as follows:
a)
That
Erica Richmond, Don Parnell, and Andrea Walsh be appointed to serve as members
on the Accessibility Advisory Committee, with terms to November 30, 2019.
b)
That
Gary Rabjohn and Katy Shufelt be appointed to serve as members on the Arenas
Parks and Recreation Advisory Committee, with terms to November 30, 2017.
c)
That
Martin Parker be appointed to serve as a member on the Peterborough
Architectural Conservation Advisory Committee, with a term to November 30,
2019.
d)
That
Bob Hall be appointed to serve as a member on the Peterborough Police Services
Board, with a term to November 30, 2018.

That

Report USWM15-009
Extension of
Recycling Collection Contract
That Council approve the recommendation
outlined in Report USWM15-009 dated November 2, 2015, of the Director of
Utility Services, as follows:
That the existing contract with
Progressive Waste Solutions Canada Ltd., 2345 Whittington Drive,
Cavan-Monaghan, ON K9J 0G5, for the collection of blue box recyclables from
within the City of Peterborough be extended from January 1, 2017 until December
31, 2019.

Report CSACH15-005
Designation of
Heritage Property
That Council approve the
recommendations outlined in
Report CSACH15-005 dated November 2, 2015 of the Director of Community
Services, as follows:
a) That the
recommendation of the Peterborough Architectural Conservation Advisory
Committee (PACAC) to designate the property at 252 Parkhill Road West as a heritage
property under Part IV, Section 29 of the Ontario Heritage Act (R.S.O.
1990, c.O.18) being of “cultural heritage value or interest” be approved; and
b) That Council’s
intention to designate be advertised in a newspaper having general circulation
in the municipality as per the Ontario Heritage Act R.S.O. 1990, c.O.18,
s.31 (3); and
c) That the owners
of the property to be designated, and the Ontario Heritage Trust, be served
with a Notice of Intention to Designate as per the Ontario Heritage Act
R.S.O. 1990, c.O.18, s.29 (3).

Quarter Report
That Council approve the
recommendation outlined in Report PED15-004 of the Board Chair of Peterborough
Economic Development, as follows:
That Report PED15-004 providing the
Peterborough Economic Development 2015 Third Quarter Report be received.
6. Director of Utility Services
Report USEP15-009
Update on Digester #3
and Establishment of a Budget for Repair of the Digester
That
Council approve the recommendation outlined in Report USEP15-009 dated November
2, 2015, of the Director of Utility Services, as follows:
That a 2015 Capital Budget in the
amount of $6,590,000 be created and funded from the Wastewater Reserve Fund supported
debentures for design, tender, contact administration and repair of the
Wastewater Treatment Plant Digester #3.
7. Director of Corporate Services
Report CPITS15-001
Award of RFP P-25-15
for Supply of Computers, Monitors and Optical Drives
That Council approve the
recommendation outlined in Report CPITS15-001 dated November 2, 2015, of the
Director of Corporate Services, as follows:
That RFP P-25-15 for the Supply and
Delivery of Computers, Monitors, and Optical Drives be awarded to Zycom Technology
Inc, 54 Geddes Street, Belleville, Ontario K8P 2X5 at a total cost of
$140,008.85 plus HST of $18,201.15 for a total of cost of $158,210.
8. Reports from Councillors
That staff provide a report on how to
implement a process for Councillors to report quarterly on their portfolios and
update the community.
9. Princess
Street-Area Traffic Calming Measures
That staff bring back a report on
traffic calming measures in the Princess Street area by the March 7, 2016
meeting.

9, 2015, passed the following motion:

Transfer Tax Revenues
That staff provide a report on the
estimated revenues generated by the use of the new Land Transfer Tax.

The Committee of the Whole as a result of its meeting held
on November 9, 2015, recommends as follows:
1. Director of Utility Services
Report USTR15-014
Agreement for
Snowmobile Trail to Endicott Fuels
That
Council approve the recommendations outlined in Report USTR15-014, dated
November 9, 2015, of the Director of Utility Services as follows:
a)
That
a by-law be passed to authorize the Mayor and Clerk to execute an agreement
between The Corporation of the City of Peterborough and the Rice Lake Snow
Drifters Inc. (the “Snow Drifters”) for the construction, operation, inspection
and maintenance of a snowmobile trail and parking lot, and to affix the Seal of
the Corporation thereto, such execution to occur only after acceptance of the
terms of the agreement by the City Solicitor; and
b)
That
upon execution of the agreement in Recommendation a), existing By-laws
1975-190, and Chapter 761 of the City of Peterborough Municipal Code be
repealed and replaced with an updated By-law.
