Minutes of a Meeting of City Council held on September 12, 2016, in the Council Chambers.

The City Council meeting was called to order at 6:00 p.m. at Market Hall.

Disclosure of Pecuniary Interests

 

Councillor Vassiliadis declared an Interest in Item 1 of Committee of the Whole Report No. 12 (Report PLPD16-069, Purchase of 220 King Street in Support of the Urban Park Project) and By-law 16-098, as he is the owner of the subject property.

 

Councillor Haacke declared an interest in Item 8 of Committee of the Whole Report No. 12 (Report CPFS16-025B - Peterborough County/City Paramedics Service - West End Ambulance Base) and Item 1, (Report PLPD16-069 Purchase of 220 King Street in Support of the Urban Park Project) and By-law 16-098, as his employer is involved with the properties.

Committee of the Whole Report Number 13

That Report Number 13 of the Special Committee of the Whole meeting of September 6, 2016 be approved.

That the Rules of Procedure be suspended to continue the meeting past the hour of 10:00 p.m.

That the recommendation be amended by adding recommendation b) as follows:

16-098            Being a By-law to authorize the acquisition of the land municipally known as 220 King Street, in the City of Peterborough, in the County of Peterborough and to authorize the Purchase and Sale Agreement for 225 Charlotte Street to be assigned to Seven Hills Developments Inc.

16-091            Being a By-law to authorize the borrowing of $6,000,000 to help finance certain works to be undertaken by the Peterborough Utilities Commission

 

16-092            Being a By-law to authorize the 2016 purchase of Transit Buses at an estimated cost of $2,590,000 and the issuing of user fee supported debentures to a maximum of $1,100,000 to finance the work

 

16-093            Being a by-law to authorize certain capital works of The Corporation of the City of Peterborough (the “Municipality”); to authorize the submission of an application to the Ontario Infrastructure and Lands Corporation (“OILC”) for financing such works and certain other ongoing works; to authorize temporary borrowing from OILC to meet expenditures made in connection with such works; and to authorize long term borrowing for such works through the issue of debentures to OILC

 

16-094            Being a By-law to Appoint Parking Enforcement Officers at 645 Lansdowne Street West, 725 Monaghan Road, 739 Monaghan Road, 743 Monaghan Road, 747 Monaghan Road and 780 Erskine Avenue and to Remove Parking Enforcement Officers at 645 Lansdowne Street West

 

16-095            Being a By-law to amend the Zoning By-law for the properties known as 124, 130, 134, 150, 270 and 290 Jameson Drive

 

16-096            Being a By-law to authorize the acquisition of the land municipally known as 2034 McNamara Road, in the City of Peterborough, in the County of Peterborough and to authorize the execution of Agreements between the Corporation of the City of Peterborough and the Ontario Federation of Anglers and Hunters

 

 

 

 

16-097            Being a By-law to authorize the execution of the Municipal Transfer Payment agreement between Her Majesty the Queen in Right of Ontario as represented the Minister of Transportation for the transfer of the Ontario Municipal Cycling Infrastructure Program grant to the Municipality to improve cycling infrastructure

 

16-099            Being a By-law to designate The Avenues and Neighbourhood Heritage Conservation District and adopt The Avenues and Neighbourhood Heritage Conservation District Plan and Guidelines under Section 41 of the Ontario Heritage Act

 

and the said by-laws, having been now read a third time and passed, the Mayor and Clerk be authorized to sign and seal the same.
