Minutes of a Special Meeting of City Council held on December 15, 2016, at Market Hall, 140 Charlotte Street.

The City Council meeting was called to order at 6:00 p.m. at Market Hall.

That the recommendation to sell the assets of Peterborough Distribution Inc. to Hydro One Inc. be deferred; and,

 

That staff seek other offers and report back to Council.

Councillor Riel advised that he planned to make a motion to have a referendum in 2018 on the PDI matter.

 

The Mayor ruled that a motion to hold a referendum could only be considered in the event the main motion lost.

 

Councillor Riel challenged the Chair’s ruling and requested a recorded vote.  The Clerk conducted a roll call. The Mayor did not vote on this matter

That a referendum be held during the 2018 Election on the possible sale of Peterborough Distribution Inc. to Hydro One Inc., in the amount of $105 million.

 

The Mayor called for a brief recess at 10:07 p.m.

 

Council reconvened at 10:17 p.m.

 

The Mayor indicated under Article 16.17.1, entitled “Voting”, of the City’s Procedure By-law, the Chair, “except where disqualified to vote by Statute, shall vote on all questions”.

 

The Mayor ruled that a motion regarding the referendum is a reconsideration and therefore requires a two-thirds vote to reopen discussion on this matter.

 

Councillor Riel challenged the Chair on the ruling that the motion is a reconsideration requiring a two-thirds vote to pass.

 

The Chair called for a recorded vote on the challenge, and the Clerk conducted a roll call.

and the said by-law, having been now read a third time and passed, the Mayor and Clerk be authorized to sign and seal the same.
