Minutes of a Meeting of Planning Committee Held on May 22, 2012 in the Council Chambers, City Hall

 

Planning Committee was called to order at 6:39 p.m. in the Council Chambers.

 

Peterborough New Horizon’s Bands clarinet section attended the meeting and performed “O Canada”.

Removal of ‘H’ – Holding Symbol from the Zoning of the property at 552 Armour Road

 

Moved by Councillor Pappas

 

That Council approve the recommendation outlined in Report PLPD12-030 dated May 22, 2012, submitted by the Manager, Planning Division, as follows:

 

That the property at 552 Armour Road be rezoned from C.1 - 257 - “H” to C.1 - 257 in accordance with Exhibit “C” attached to Report PLPD12-030.

Facade Improvement Grant and         Central Area Revitalization Grant

Due to Councillor Juby’s previously declared conflict he did discuss or vote on this item.

 

 

Moved by Councillor Pappas

 

That Council approve the recommendations outlined in Report PLPD12-031 dated May 22, 2012, submitted by the Manager, Planning Division, as follows:

 

a)            That the Central Area Revitalization (Tax Increment Based) Grant Program application submitted by the Peterborough and the Kawarthas Association of Realtors Inc. be approved in accordance with the Agreement attached as Exhibit C to Report PLPD12-031.

 

b)        That the Mayor and City Clerk be authorized to sign the Central Area Revitalization (Tax Increment Based) Grant Agreement.

 

c)         That the Facade Improvement Grant Program application submitted by the Peterborough and the Kawarthas Association of Realtors Inc. be approved in accordance with the Agreement attached as Exhibit D to Report PLPD12-031.

 

d)        That the Mayor and City Clerk be authorized to sign the Facade Improvement Grant Agreement.

Public Meeting Under the Planning Act

Caroline Kimble, Land Use Planner, provided an introduction to this item.

 

No one spoke in opposition of the application.   

 

Mitch Brownstein (529 McCrea Drive), owns property in the subject area and spoke in support of the application.

 

Mr. Peter Lawless (332 Aylmer Street), agent of the applicant, spoke regarding the application.

 

Councillor Parnell left the meeting at 7:14 p.m.

 

 


Moved by Councillor Juby

 

That Council approve the recommendations outlined in Report PLPD12-029 dated May 22, 2012, of the Manager, Planning Division, as follows:

 

a)         That Section 1 Definitions of the City’s Comprehensive Zoning By-Law #97-123 be amended to add the following in accordance with the draft amendment, attached as Exhibit ‘C’ to Report PLPD12-029:

 

            “Hospice means a building or part thereof used to provide a combination of active and compassionate programs intended to provide support and enhance the comfort, dignity and quality of life of individuals and their families who are living with or dying from advanced illness or are bereaved.”

 

b)        That Section 3.9 Exceptions of the City’s Comprehensive Zoning By-Law #97-123 be amended in accordance with the draft amendment, attached as Exhibit ‘C’ to Report PLPD12-029 as follows:

i.  in addition to the permitted uses under the PS.2 Zoning District, to permit use of the subject lands for a Hospice.

ii.  to permit a setback of 0.8m from Reid Street to recognize the location of the existing building.

iii. to permit a setback of 3m from the southerly lot line to facilitate the proposed addition, including a one storey building with a roof top garden and limited enclosed space.

 

c)         That Section 4.2(D)9) of the City’s Comprehensive Zoning By-Law #97-123 be amended in accordance with the draft amendment, attached as Exhibit ‘C’ to Report PLPD12-029 to include ‘hospice’ to the ‘hospital’ parking requirements.

 

d)        That the zoning of the subject property, be amended from the UC – University and College District to the PS.2 – 269 – ‘H’ – Public Service District in accordance with the draft amendment attached as Exhibit ‘C’ to Report PLPD12-029.

 

e)         That the ‘H’ Holding Symbol be removed subject to Site Plan Approval being granted for the subject property.

 


f)          That the Board of Hospice Peterborough be encouraged to consider heritage designation of Langton House under the Ontario Heritage Act.

Source Water Protection Plan - Information Report

 

Councillor Parnell returned to the meeting at 7:20 p.m.

 

 

Moved by Councillor Clarke

 

That Council approve the recommendation outlined in Report PLPD12-027, dated May 22, 2012 of the Manager, Planning Division, as follows:

 

a)            That Report PLPD12-027 be received for information.

 

b)           That staff be directed to communicate comments from the City on the Draft Proposed Trent Source Protection Plan attached as Exhibit C to Report PLPD12-027, to the Source Water Protection Committee.
