** All recommendations are subject to approval by General Committee on April 7, 2025 **

  • That Council approve the recommendations outlined in Report IPGPL25-013, dated April 7, 2025, of the Commissioner of Infrastructure, Planning and Growth Management as follows:

    a) That Council approve amendments to the City’s Comprehensive Zoning By-law (By-law 1997-123) to permit up to four residential dwelling units on a lot as-of-right, city-wide within the R.1 and R.2 Zoning Districts, and to update the Zoning By-law provisions for Additional Residential Units in keeping with recent legislative changes, in accordance with the draft By-law attached hereto as Appendix A of Report IPGPL25-013;

    b) That Council designate lands as a Community Improvement Project Area for the ‘Missing Middle Community Improvement Plan’ as identified on Schedule A of the draft By-law attached hereto as Appendix B of Report IPGPL25-013; and

    c) That Council approve the ‘Missing Middle Community Improvement Plan’ pursuant to Section 28(4) of the Planning Act, in accordance with the draft By-law attached hereto as Appendix C of Report IPGPL25-013.

  • That the Council approves the recommendations outlined in Report IPGACP25-002, dated April 7, 2025, of the Commissioner of Infrastructure, Planning and Growth Management, as follows:

    a) That Council receives the presentation by Sustainability Solutions Group outlining the Climate Change Action Plan 2.0 – Pathway to Net Zero 2050 findings.

    b) That Council adopts the Climate Change Action Plan 2.0 – Pathway to Net Zero 2050 as the official community emission reduction strategy to achieve net zero by 2050 in Peterborough, thereby replacing the previous community Climate Change Action Plan endorsed by Council in 2016.

    c) That staff be directed to pursue implementing the recommended actions assigned to the City to support community emission reduction subject to future budget approvals.

    d) That staff be directed to explore opportunities to partner with external organizations to develop and implement the recommended actions, where applicable.

    e) That, subject to future budget approvals, staff be directed to utilize the Climate Change Reserve and seek external funding from Provincial and Federal governments and utilities in support of the City’s assigned actions to facilitate community emission reductions.

    f) That staff be directed to engage with higher orders of government, utilities, and other responsible bodies for implementation of decarbonization measures and policies outside the authority of the City of Peterborough to enact.

    g) That staff be directed to report annually on implementation progress of the Climate Change Action Plan 2.0 – Pathway to Net Zero 2050 as a dedicated section in the annual Community GHG Inventory Report to Council.

  • That Council approves the recommendations outlined in Report FCSFPM25-014, dated April 7, 2025, of the Commissioner, Finance and Corporate Support Services as follows:

    a)That the Switchgear Replacement at Del Crary Park Capital Budget be amended from $100,000 to $135,000 through an additional transfer of funds from the Art Gallery Roof Replacement project (Q#24-012).

    b)That ITT-24-25 for Switchgear Replacement at Del Crary Park be awarded to Barry Electrical Contractors Inc., 1003 Monaghan Road, Peterborough, Ontario, K9J 5K8 at a cost of $104,000 plus HST of $13,520 for a total cost of $117,520.

  • That Council approve the recommendations outlined in Report LSCLK25-003 dated April 7, 2025, of the City Clerk as follows:

    a) That Morgan Carl, Patrick Fuellbeck, Sarah Hurley, Carolyn Buntin, David King, and Talia Nepotiuk be appointed to serve as members of the Accessibility Advisory Committee (AAC) with terms until December 2026;

    b) That Jennifer Guerin and Sam Diamond be appointed to serve as members of the Peterborough Architectural Conservation Advisory Committee (PACAC) with terms until December 2026;

    c) That Joe Rees, Alex McLeod and Nikhil Chaudhary be appointed to serve as members of the Arenas, Parks and Recreation Advisory Committee (APRAC) with terms until December 2026;

    d) That Bolanle Abodunrin be appointed to serve as a member of the Arts and Cultural Advisory Committee (ACAC) with a term until December 2026;

    e) That Gayelyn Heffernan be appointed to serve as a member of the Museum and Archives Advisory Committee (MAAC) with a term until December 2026;

    f) That Nicola Todd-McVean be appointed to serve as a member of the Property Standards Committee (PSC) with a term until December 2026;

    g) That Reilly Lafreniere be appointed to serve as a member of the Transit Liaison Committee (TLC) with a term until December 2026; and,

    h) That Linda Kehoe be appointed to serve as a member of the Peterborough Public Library Board (PPL) with a term until December 2026.

  • That Council approve the recommendations outlined in Report CSD25-002, dated April 7, 2025 of the Commissioner of Community Services as follows:

    a) That the recommendations of the Community Project Grant Committee in the total amount of $20,965 be allocated to various community groups as described in Appendix A; and

    b) That the recommendations of the Community Investment Grant Committee in the total amount of $167,170 be allocated to various local charitable and Not-For-Profit organizations (NFPs) as described in Appendix B.
